CC - 03-19-63 - Adjourned MeetingCITY OF ROSEMEAD ROSEMEAD, CALIFORNIA CITY COUNCIL Minutes of March 19, 1963 An adjourned regular meeting of the City Council of the City of Rosemead was held in the Council Chambers, 8815 East Valley • Boulevard. The meeting was called to order by Mayor Andersen at 7:37 o'clock p.m. The Pledge of Allegiance was led by Mayor Andersen. The Invocation was delivered by Councilman Stead. 2. ROLL CALL Present Councilmen: Andersen, Jackman, Maude, Stead. Absent: Councilmen: Phinney. Ex officio: Boyko, Hassenplug, Farrell, Armstrong. 3. APPROVAL OF MINUTES. • None. Mayor Andersen advised the Council that a letter had been received from Robert L. Angles, 9147 East Valley Boulevard, requesting a conference with the Council regarding the relocation of the MTA bus zone. Mayor Andersen read this letter in full. Following discussion, Mayor Andersen referred this letter to the City Attorney's office for the drafting of a reply to be sent out over the Mayor's signature, informing Mr. Angles that the MTA, and not the City, has jurisdiction over the location of bus zones. At the request of Mayor Andersen, Everett Mansur, Planning Consultant reviewed the General Plan. • Councilman Phinney arrived at 8:12 o'clock P.M. Frank DiNoto requested on behalf of the property owners that the proposed extension of Bentei Avenue from Ivar Avenue to Muscatel Avenue be eliminated from the General Plan. Following discussion, Mayor Andersen advised Mr. DiNoto that the Government Code requires proposed changes in the General Plan to be submitted to the Planning Commission for a report. This matter has been referred to the Planning Commission and the Council must defer action until this report has been received. Following further discussion of the property bounded by Ivar Avenue, Valley Boulevard, Muscatel Avenue and Lawrence Avenue, it was moved by Maude, second by Phinney, and unanimously i carried, that the Council indicate their desire to alter the General Plan showing school development moved north to the present south boundary of the school property, and refer this recommendation to the Planning Commission for report. City Administrator Farrell advised the Council that a problem has arisen concerning a technicality in the present zoning ordinance restricting development of C zone property to 50% of the lot area without consideration of additional properties in the same ownership restricted to parking use. 9 C 3-19-63 0 Following discussion, Mayor Andersen stated, if there were no objections, he would refer this matter to the Planning Commission for consideration at their next meeting stressing the urgency of the problem. There were no objections. Mayor Andersen advised the Council that he was in receipt of a letter from Everett Mansur regarding his completion of work on the General Plan. Letter was as follows: March 13, 1963 City of Rosemead City Hall 8815 East Valley Boulevard Rosemead, California Gentlemen: In connection with my work for the City of Rosemead, I agree to do the following: 0 1. Prepare a second draft of the entire Proposed New Zoning Ordinance of the City, with the changes suggested by the Planning Commission and City Attorney, on new stencils single space in the form of the City Code, make 30 copies and deliver the stencils to the City for future use. 4. Deliver the stencils of the Proposed New Sub- division Ordinance of the City, in the form of the City Code, to the City for future use. 3. Pay $160.00 toward the printing or mimeographing of the New Zoning Ordinance or Subdivision Ordinance of the City. 4. Attend a meeting of the Planning Commission and a meeting of the City Council on public hearings on the Proposed Zoning Ordinance, a meeting re- garding the Proposed Subdivision Ordinance and an additional meeting regarding the General Plan. 5. Deliver additional copies of the General Plan Maps, . or the original tracings if not requested by the State Department of Finance, to the City for safe keeping and future use. This would complete my work on the General Plan Program for the City of Rosemead. I have enjoyed working with the Planning Commission, City Council and staff on this project and hope it will be pro- ductive for the development of the City of Rosemead. It was moved by Maude, second by Andersen, and unanimously carried, that a joint study session be held by the Council and the Planning Commission on April 16, 1963.
