A. REVIEW OF TRAFFIC CONDITIONS AT THE INTESECTIONOF EMERSON PLACE AND EVELYN
AVENUE
SUMMARY
Staff received requests to review the traffic conditions at Emerson Place and Evelyn Avenue. The request was for the
City to install all-way stop Signs at the intersection in order to improve the safety. A Traffic Study was conducted by
Willdan Engineering at the location and the results were presented to Traffic Commission on October 3, 2019. The
study did not recommend the installation of all-way stop because it did not meet the Manual of Uniform Traffic Control
Device (MUTCD) requirements and was not warranted. At the October meeting the commissioners requested staff to
expand the study to include analysis to determine if the lighting is adequate or it could be improved.
Willdan Engineering evaluated the lighting conditions at the intersection and determined that the lighting can be
upgraded to improve the visibility of pedestrians and bicyclists crossing the Emerson Place.
STAFF RECOMMENDATION
It is recommended the Traffic Commission hold a public hearing and discuss the findings and
direct staff to install the following improvements at the intersection of Emerson Place and Evelyn
Avenue:
1. Install two additional street lights on the northeast and southeast corners of the intersection,
as shown on attachment 2. Street lights cost approximately $5000 a piece to install.
2. Install signing and pavement markings as shown on attachment 2 to improve the advanced
awareness of the crosswalk for traffic on Emerson Place.
