SUBJECT: CONSIDER AND APPROVE THE PURCHASE OF TWO BUSES TO
INCREASE TRANSIT SERVICES FLEET IN THE AMOUNT OF $232,091
SUMMARY
The City of Rosemead's public transit program offers both a fixed route bus system, the
Rosemead Explorer, and a curb to curb Dial-A-Ride service for individualized
transportation needs. The City's transit services operate with the use of up to five buses daily
in peak service. These services are currently provided by MV Transportation, Inc.
The City currently maintains ownership of a public transit fleet consisting of five propane
powered buses. In evaluating transit services contract requirements and long-term transit
system costs, there is a recognized benefit to purchasing two additional buses outright.
Rosemead is a California Association for Coordinated Transportation (CaIACT) member
which allows the City to secure fleet vehicles at large volume purchase pricing through a
negotiated State General Services Contract.
Creative Bus Sales, an approved vendor under the Ca1ACT purchase program, has prepared
quotes for the purchase and propane conversion of two (2) transit buses in the amount of
$232,091. The recommended purchase will help to maintain the City's current level of service
and provide an operational cost savings for the City's transit program. The purchase of the
transit buses will be drawn from the City's Proposition A fund as part of the adopted Fiscal
Year 2019-20 Budget.
BACKGROUND
The City has purchased fleet vehicles through a negotiated State General Services Contract
whereby a smaller agency, like the City of Rosemead, can secure pricing typically reserved
for large volume purchases. Ca1ACT similarly negotiates these purchase agreements for the
procurement of transit buses. In 2015, the City purchased five (5) Ca1ACT Type C-Gasoline
Cutaway ADA Buses from Creative Bus Sales, one of the approved CaIACT vendors, to

acquire a fleet of buses for City public transit programs. At the time, the buses were
converted to propane fuel systems which reduced both maintenance and emissions of the
vehicles, pursuant to City Council directive to utilize alternative clean fuels.
Moreover, prior to the City's decision to the purchase transit buses in 2015, the City would
lease buses from the City transit services contractor who would collect bus lease payments
and interest per vehicle throughout the life of each transit services contract. Professional
services contracts are limited to a maximum of five years per City code; however, transit
buses have a useful life of seven to ten years. The ability to maintain a City-owned transit
fleet allows the City to realize the entire useful life of a bus beyond the standard term of a
transit services contract which amounts to a transit services operational cost savings.
DISCUSSION
The City's transit services can operate with the use of up to five buses daily. In evaluating
the current transit services contract requirements, there is a recognized benefit to purchasing
two (2) additional buses outright. The transit management and operational service contract
requires that the City's transit management contractor provide a spare vehicle. The purchase of
two additional buses would eliminate the transit services spare vehicle requirement and is also in
anticipation of the need to remove one or more of the current vehicles from service within the
next two (2)years.
Under the proposed purchase and the proposed City transit management services agreement
that are being taken to City Council, the City would acquire the buses and maintain
ownership while the transit operator that is selected would be responsible for the operation
and maintenance of these buses. As the City would own the buses,they would be transferred
to a new operator at the conclusion of the transit services five-year contract.
Additionally, the current five City-owned buses are a cost-effective alternative fuel fleet that allows
the City to save on maintenance and fuel costs throughout the vehicle life of each bus. Propane
vehicles produce up to 24 percent fewer greenhouse gas emissions than gasoline powered
vehicles and help to reduce the risk of groundwater contaminants. For the reasons stated above,the
Creative Bus Sales quote pricing includes the cost of propane conversion kits for the buses
(Attachment A).
Maintaining ownership of a public transit fleet will allow the City to realize a cost savings
on public transit system expenses. Additionally, City-owned public transit fleets are an
industry norm.

STAFF RECOMMENDATION
It is recommended that the City Council authorize the purchase of two (2) transit buses in
the amount of$232,091 from Creative Bus Sales per specifications and quotation obtained
through Ca1ACT Vehicle Purchasing Cooperative.
FISCAL IMPACT
Funding for the proposed purchase of two (2) transit buses would come from the Metro
approved Fiscal Year 2019-20 Proposition A fund allocation.
STRATEGIC PLAN IMPACT
In Vision 2020 and Key Organizational Goals, it states that Amenities for Rosemead residents
and business will include "convenient modes of transportation".
ENVIRONMENTAL REVIEW
This project is categorically exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15301 (C) of the CEQA Implementing Guidelines.
