CC - 10-30-62 - Adjourned Meeting•L` T' • • CITY OF ROSEMEAD ROSEMEAD, CALIFORNIA CITY COUNCIL Minutes of October 30, 1962 A regular adjourned meeting of the City Council of the City of Rosemead was held in the Council Chambers, 8815 East Valley Boulevard. The meeting was called to order by Mayor Andersen at 8:00 o'clock p.m. 1. CALL TO ORDER. The Pledge of Allegiance was led by Mayor Andersen. The Invocation was delivered by Councilman Maude. 2. ROLL CALL. Present: Councilmen: Andersen, Jackman, Maude, Phinney, Stead. Absent: Councilmen: None. Ex officio: Boyko, Farrell, Stump, Armstrong. • 3. APPROVAL OF MINUTES. OCTOBER 8, 1962 - SPECIAL MEETING. OCTOBER 9, 1962 - REGULAR MEETING. OCTOBER 23, 1962 - REGULAR MEETING. Mayor Andersen stated if there were no objections, he would declare the minutes of October 8, 1962 and October 23, 1962, approved as printed. There were no objections. Councilman Phinney requested that the minutes of October 9, 1962 be corrected on page 4, item 7, paragraph 7, line 5 and 6, by deleting "over 300 the ratio to be 1 parking space to 6 patrons." and stating instead " 60 plus i to 6 over 300." Councilman Maude requested that page 4, item 7, paragraph 6, be corrected to show that Loren Rightmeier spoke in opposition to policing of private parking lots for restriction to exclusive • use by owner. Mayor Andersen requested that page 7, item 24D be corrected to read, "thanking the City Council, the Commissions" etc. It was moved by Phinney, second by Andersen, and unanimously carried, that the minutes of October 9, 1962, be approved as corrected. 4. TIME RESERVED FOR THOSE IN THE AUDIENCE WHO DESIRE TO ADDRESS THE COUNCIL. None. • 5. PUBLIC HEARINGS None. UNFINISHED BUSINESS 6. INSURANCE PROGRAM REPORT. City Administrator Farrell advised the Council that no decision has been reached by the employees as yet on an insurance program. - 1 - C 10-30-62 Following discussion, it was.moved by Phinney, second by Stead, and unanimously carried, that the Council allow the employees to proceed with selection of either of the two medical and hospital plans now being considered and setting a maximum of $12.00 for the City contribution in accordance with the previous motion (May 29, 1962). • NEW BUSINESS.. 7. REPORT ON COST OF CONSTRUCTION AND SETTING HEARING. STEELE STREET. City Administrator Farrell reported that improvements have been installed at 9270 Steele Street at a cost of $119.00. It was moved by Andersen, second by Phinney, and unanimously. carried, that hearing on this assessment be set for November 13, 1962. 8.. CIVIL DEFENSE AND DISASTER DISCUSSION. Mayor Andersen requested Councilman Stead, Civil Defense Committee Chairman, to present his report. Council Stead submitted the following report:. Rosemead, as a "Contract City", is a participant-in the Civil Defense Program of Los Angeles County. Thru our relationship with the Temple City Sheriff's Station we have a "tie-in" with the best communication facilities in the State. The thinking of the Committee is that wisely directed self-help is the most interested and most effective. Some people prefer swimming pools to shelters,.and some do not consider it as a necessary choice between one or the other. The Civil Defense Committee has kept itself informed re- garding changing attitudes toward the desirability of constructing fallout shelter and bomb shelter facilities as related to military.activities. The Federal Government is our best informed source for information regarding the need to set up a shelter system. Up to now the nat- ional administration has not indicated an urgency for a national shelter program.. A Medical Self-Help Training Program is being initiated by the Public Health Service and the Office of Civil Defense. This program is planned to reach every family in the nation. This type of preparation for misfortune should receive ready acceptance. Certainly our present situation "defense-shelter-wise" is an expression of confidence in our position as a nation and as individuals.. This, though,does not infer that alertness and preparedness are not continuously necessary. • Our Service Organizations, and all such social and frat- ernal groups are all giving some assistance in this pre- paredness program. One group has continuously urged its members to keep a year's supply of necessities on hand to meet emergency of unemployment or any other misfortune. Mayor Andersen introduced Roy Hoover, County Disaster Coordinator, who presented a brief statement concerning the pesent state of preparedness in Los Angeles County and the nation. - 2 - C 10-30-62 Dr. Rodney Mahoney, Rosemead Elementary School Superintendent, and Mrs. Edith Irwin, Rosemead High School Vice Principal,.out- lined the schools'Civil Defense and Disaster plans. Roy Casares,' 9513 East Guess Street, and Edward Bruce, 9054 East Mission Drive, addressed the Council regarding Civil Defense and Disaster. Mayor Andersen requested the assistance of the press in getting information to the public. Councilman Jackman suggested that information regarding this matter be included in the next newsletter. 9. RESOLUTION NO. 62-6.1. CLAIMS AND DEMANDS. A RESOLUTION: OF THE CITY COUNCIL OF.THE CITY OF ROSEMEAD ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $32,131.34 DEMANDS NUMBERS 1765 THROUGH 1802. Mayor Andersen ordered this resolution read by title only and a summary of expenditures presented, if there were no objections. There were no objections. City Treasurer Noah A. Stump presented this resolution by title only and presented a summary of expenditures. It was moved by Jackman, second by Maude, that Resolution No. 62-61 be adopted. Roll call vote as follows: Ayes: Andersen, Jackman, Maude; Phinney, Stead. Noes:- None. Absent: 'None. City Administrator Farrell advised the Council that it appears that additional. funds will have to be appropriated to cover paveouts due to the numerous improvements being petitioned for. 10. COMMISSION RECOMMENDATIONS. None. • 11. COMMITTEE REPORTS. City Administrator Farrell advised the Council that the Lot Split Committee Report will be presented to the Council at the meeting of November 13, 1962. 12. COMMUNICATIONS. A. LEAGUE OF CALIFORNIA CITIES. NOTICE OF REGULAR MEETING. City Administrator Farrell advised the Council that this was notification of the regular Board of Directors meeting for November I, 1962. • B. LOS ANGELES TRAFFIC ADVISORY BOARD. MEETING. Mayor Andersen advised the Council that this was an invit- ation to attend a tour of the new Pamona Mall and luncheon October 31, 1962. C. LIEUTENANT GOVERNOR GLENN M. ANDERSON. (Not on agenda) This communication urging a "yes" vote on Proposition ]A- was read by City Administrator Farrell. - - 3 - • C 10=30-62 0 Mayor Andersen ordered this communication received,noted and filed. 13. TIME RESERVED FOR THOSE IN THE AUDIENCE WHO DESIRE TO ADDRESS THE COUNCIL. None. 14. MATTERS FROM CITY OFFICIALS.. A. Councilman Maude and Councilman Phinney commented favorably about the flags displayed along the boulevard for the Halloween Parade. B. City Administrator Farrell advised the Council that he has met several times with the Assistant County Librarian with regard to the proposed library building and it has been proposed that the City might wish to consider having the City offices in the space which must be included in the original building for future expansion, but which may not be utilized for at least five years by the library. Following discussion, Mayor Andersen stated the opinion of the Council appeared to be that this suggestion was favorably received and the City Administrator be instructed to relay this information to the Library officials.
