CC - 01-23-62CITY OF ROSEMEAD ROSEMEAD, CALIFORNIA CITY COUNCIL Minutes of,January 23, 1962 A regular meeting of the City Council of the City of Rosemead was held in the Council Chambers,. 8815 East Valley Boulevard. • The meeting was called to order by Mayor Andersen at 8:00 o'clock p.m. 1. CALL TO ORDER The Pledge of Allegiance was led by Councilman Phinney. The Invocation was delivered by Reverend Wendt of the Hope Union Church. 2. ROLL CALL Present: Councilmen: Andersen, Jackman, Lowrey, Phinney, Stead. • Absent: Councilmen: None. Ex officio: Watson, Farrell, Stump, Armstrong. 3. APPROVAL OF MINUTES. JANUARY 9, 1962. It was moved by Lowrey, second by Jackman, and unanimously carried, that the minutes of January 9, 1962 be approved as printed. 4. TIME RESERVED FOR THOSE IN THE AUDIENCE WHO DESIRE TO ADDRESS THE COUNCIL Mayor Andersen requested suspension of the rules by placing the opening of the Temple City Boulevard improvement bids on the agenda as item 4. • It was moved by Lowrey, second by Jackman, and unanimously carried, that the rules be suspended and the opening of bids for the Temple City Boulevard improvement be placed on the .agenda as item 4. Sealed bids were opened by City Administrator Farrell and the following bids read: Sully-Miller Contracting Sheets Construction Comp. Aman Bros. W. R. Wilkinson Company, E. H. Philip Smith Martin & Weisz D & W Paving Contractors Company $32,231.97 any 32,752.62 33,799.28 Inc. 37,740.35 34,906.95 34,292.77 32,256.42 Mayor Andersen stated if there were no objections, these bids • would be referred to the Road Department representative present for checking, report to be submitted later in the meeting. There were no objections. UNFINISHED BUSINESS 5. PROTEST HEARING. RE: CURB AND GUTTER INSTALLATION. 3600 BLOCK DELTA AVENUE. Mayor Andersen ordered this item set over to February 13, 1962 if there were no objections. There were no objectons. 6 i PUBLIC HEARING. ANNEXATION NO. 21 0 City Administrator Farrell briefly outlined the boundaries of this proposed annexation. E 0 0 0 7 Mayor Andersen declared the Public Hearing open at 8:17 o'clock p.m. Evidence was presented that notice of the hearing had been given as required by law, and that less than 12 registered voters reside in the annexation area. Mayor Andersen asked if anyone in the audience wished to be heard at this time concerning this annexation. The Oath was administered by Deputy City Clerk Armstrong. Louise Klinger, Secretary-Manager of the South San Gabriel Chamber of Commerce and William Farris, 8432 Garrow Street addressed the Council expressing opposition to this annexation. Mayor Andersen ordered a short recess at 8:37 o'clock p.m. Mayor Andersen reconvened the meeting at 8:45 o'clock p.m. Attorney Watson reported that protests representing 18.9% had been filed, therefore protests received were insufficient to defeat the annexation. Mayor Andersen declared the Public Hearing closed at 8:47 o'clock p.m. RESOLUTION NO. 62-10. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD.RE PROTESTS TO ANNEXATION AREA NO. 21. This resolution was read in full by Attorney Watson. It was moved by Lowrey, second by Andersen, and unanimously carried, that Resolution No. 62-10 be adopted. ORDINANCE NO. 89. AN ORDINANCE OF THE CITY OF ROSEMEAD APPROVING THE ANNEXATION OF CERTAIN UNINHABITED TERRITORY DESIGNATED "CITY OF ROSEMEAD ANNEXATION AREA NO. 21" TO THE CITY OF ROSEMEAD. It was moved by Phinney, second by Lowrey, and unanimously carried the Ordinance No. 89 be read by title only. Attorney Watson presented Ordinance No. 89 by title only. It was moved by Phinney, second by Andersen, that Ordinance No. 89 be introduced. Roll call vote as follows: Ayes: Andersen, Jackman, Lowrey, Phinney, Stead. Noes: None. Absent: None. ORDINANCE NO. 88. AMENDING MUNICIPAL CODE. TRAFFIC REGULATIONS (2nd Reading) AN ORDINANCE PROHIBITING PARKING AT CERTAIN LOCATIONS ON ROSEMEAD BOULEVARD AND RIO HONDO AVENUE. PROVIDING TWO-HOUR PARKING AT CERTAIN LOCATIONS ON VALLEY BOULEVARD AND AMENDING THE ROSEMEAD MUNICIPAL CODE. It was moved by Lowrey, second by Andersen, and unanimously carried that Ordinance No. 88 be read by title only. Attorney Watson presented Ordinance No. 88 by title only. - 2 - • • It was moved by Stead, second by Jackman, that Ordinance No. 88 be adopted. Roll call vote as follows: Ayes: Andersen, Jackman, Lowrey, Phinney, Stead. Noes: None. Absent:_ None. 8. ORDINANCE NO. 90. RE: FALLOUT SHELTER PERMITS. (lst Reading) • AN ORDINANCE OF THE CITY OF ROSEMEAD EXEMPTING EMERGENCY FALL-OUT SHELTERS FROM PERMIT FEES UNDER THE BUILDING, ELECTRICAL AND PLUMBING CODES AND AMENDING THE ROSEMEAD MUNICIPAL CODE. It was moved by Stead, second by Lowrey, and unanimously carried, that this ordinance be read by title only. Attorney Watson presented this ordinance by title only. It was moved by Stead, second by Phinney, that Ordinance No. 90 be introduced. Roll call vote as follows: Ayes: Andersen, Jackman, Lowrey, Phinney, Stead. Noes: None. Absent: None. • 8A. TEMPLE CITY BOULEVARD IMPROVEMENT BIDS. (Not on agenda) City Administrator Farrell advised the Council that the Road Department would like to have time to verify the figures submitted on the Temple City Boulevard improvement bids. A report would be submitted at the meeting of January 30th. 9. ORDINANCE NO. 85. AMENDING MUNICIPAL CODE, TECHNICAL CHANGES AN ORDINANCE OF THE CITY OF ROSEMEAD MAKING TECHNICAL CHANGES IN AND AMENDING THE ROSEMEAD MUNICIPAL CODE. Mayor Andersen stated if there were no objections, he would order this ordinance read by title only. There were no objections. • Attorney Watson presented Ordinance No. 85 by title only. It was moved by Jackman, second by Lowrey, that Ordinance No. 85 be adopted. Roll call vote as follows: Ayes: Andersen, Jackman, Lowrey, Phinney, Stead. Noes: None. Absent: None. 10. DISCUSSION OF AB 2728. After considerable discussion, it was moved by Lowrey, second by Jackman, that the City Administrator as well as one or more Councilmen should attend the meeting called by the League of California Cities for February 1 and 2 in Sacramento. Councilman Stead stated he wished the record to show that he • would vote no because he felt that we can express our opinions to the League of California Cities and to a greater number of legislators who will be hearing and passing on the legislation ----this can be done by mail more easily than by sending a representative to such a meeting. He stated that he further felt that Rosemead has too many other places to put revenue than to such unnecessary travel expense. Councilman Phinney stated he wanted,the record to show that public funds don't seem to belong to anyone and that it seems like members of this Council are beginning to feelthat way a little too strongly and perhaps they have been in office too long. - 3 - • Councilman Stead stated for the record that the newspaper of January 20, 1962, reporting on the League of California Cities meeting in Arcadia, stated that "When the League of California Cities holds its meeting February first and second in Sacramento to consider legislation to preserve home rule it will be solidly supported by the Los Angeles County Division." Mr. Stead asked, "Hasn't it already been decided what the League of California • Cities is going'to vote?" . - Rosemead High School student, Jo Ann Mallory addressed the Council stating, I'm not an adult yet, I have a couple of more years to go but I think if you're going to be a city and we're a small city, but if you're going to be a city and you make yourself a city you ought to act like a city and do a good job you've got to work at being big we're small now but when you start "sluffing off" little things you'll never be big." It was moved by Jackman, second by Andersen, that the Council authorize Councilman Stead, Councilman Lowrey and the City Administrator to attend this meeting in Sacramento. • Roll call vote as follows: Ayes: Andersen, Jackman, Lowrey. Noes: Phinney, Stead. Absent: None. A. CITY OF DUARTE RESOLUTION NO. 61-113. After short discussion, it was moved by Phinney, second by Lowrey, and unanimously carried, that this communication from the City of Duarte be received and filed. NEW BUSINESS 11. RESOLUTION NO. 62-11. CLAIMS AND DEMANDS. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $15,477.57 DEMANDS NUMBERS 1288 THROUGH 1305. • Mayor Andersen ordered this resolution read by title only and a summary of expenditures presented,if there were no objections. There were no objections. City Treasurer N. A. Stump read this resolution by title only and presented a summary of expenditures. It was moved by Lowrey, second by Andersen, that Resolution No. 62-11 be adopted. Councilman Stead called attention to an incorrect description of check No. 1300 on the Claims and Demands, this description to be corrected to read curb and gutter installation - Ladwig property. Roll call vote as follows: Ayes: Andersen, Jackman, Lowrey, • Phinney, Stead. Noes: None. Absent: None. 12. RESOLUTION NO. 62-12. REQUESTING REGISTRAR OF VOTERS SERVICES RE: APRIL ELECTION. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF LOS ANGELES TO PERMIT THE REGISTRAR OF VOTERS OF SAID COUNTY TO RENDER SPECIFIED SERVICES TO THE CITY OF ROSEMEAQ RELATING TO THE CONDUCT OF A GENERAL MUNICIPAL ELECTION TO BE HELD IN SAID CITY ON APRIL 10, 1962. - 4 - Mayor Andersen ordered this resolution read by title only, if there were no objections. There were no objections. City Administrator Farrell presented this resolution by title only. It was moved by Andersen, second by Lowrey, and unanimously carried, that Resolution No. 62-12 be adopted. 13. RESOLUTION NO. GIVING NOTICE OF GENERAL MUNICIPAL ELECTION. Mayor Andersen advised the Council that this resolution would be deferred to the meeting of January 30, 1962. 14. COMMISSION RECOMMENDATIONS. None. 0 15. COMMITTEE RECOMMENDATIONS. None. 16. COMMUNICATIONS A. CALIFORNIA CONTRACT CITIES. RE: APRIL PROGRAM. This communication advised the Council that Mr. Howard Gardener of the League of California Cities has been invited to be the speaker at the April meeting to be hosted by the City of Rosemead. B. COUNTY OF LOS ANGELES - DEPARTMENT OF COUNTY ENGINEER (Not on agenda) City Administrator Farrell advised the Council that a communication had been received from the City Engineer, stating that work has been satisfactorily completed on the chain link fence required on Subdivision 26273 and re- commending that the bonds be discharged. It was moved by Lowrey, second by Andersen, and unanimously carried, that the Council accept the fence and discharge the bonds on this fence. 17. TIME RESERVED FOR THOSE IN THE AUDIENCE WHO DESIRE TO ADDRESS THE COUNCIL Rosemead High School Civics students attending tonights meeting were as follows: Carol Jessee, 3603 Ellis Lane, Norma Pfister, 9153 Bentel Avenue, Karen Schmitt, 7943 Nannestad, South San Gabriel, Judith Call, 1318 Cogswell Road, E1 Monte, Dolly Snelling, 3837 Ivar Avenue, and Jo Ann Mallory, 912 Euclid Avenue, San Gabriel. Harry S. Buchanan, 4113 North Ivar Avenue, stated that he felt the City should have a large wall map in the Council Chambers showing the city boundaries. - 5 It was moved by Jackman, second by Lowrey, and unanimously carried, that a large wall map be installed in the Council Chambers with City ooundaries clearly outlined and showing street names and numbers; map to be a type that boundaries can be altered following annexations. 18. MATTERS FROM CITY OFFICIALS. A. Mayor Andersen stated that he had been approached recently regarding the fact that house numbers are sometimes very difficult to locate and he felt that the standardization of house numbering for the City would be a worthwhile project for the Chamber of Commerce. B. Mayor Andersen advised the Council that when the Halloween Parade Committee was appointed the Council did not ratify the appointments and that the same action should also be taken with respect to the Economic Development Committee. It was moved by Lowrey, second by Phinney, and unanimously carried, that the Council ratify the Halloween Parade Committee appointments as presented by Mayor Andersen. Mayor Andersen asked the Council to give some thought as to what they would like served at the April California Contract Cities meeting to be hosted by the City of Rosemead. After short discussion, it was unanimously decided to serve prime rib. D. Councilman Stead reported that Mrs. James Bahruth had been appointed Secretary of the Civil Defense Committee at the meeting of Tuesday, January 16th. Mr. Stead also read in full a communication from Roy Hoover, disaster services coordinator for Los Angeles County, regarding fall-out shelter pilot studies. • It was moved by Andersen, second by Lowrey, that the meeting adjourn to January 30, 1962.
