ROSEMEAD, CALIFORNIA CITY COUNCIL Minutes of December 12, 1961 A regular meeting of the City Council of the City of Roeemead was held in the Council Chambers, 8815 East Valley Boulevard. • The meeting was called to order by Mayor Andersen at 8:02 o'clock p.m. 1. CALL TO ORDER The Pledge of Allegiance was led by Deputy City Clerk Armstrong. The Invocation was delivered by Mayor pro tem Jackman. ROLL CALL Present: Councilmen: Andersen,. Jackman, Lowrey, Phinney, Stead. Absent: Councilmen: None. Ex officio: Watson, Farrell, Stump, Armstrong. • 3. APPROVAL.OF MINUTES.. NOVEMBER 28, 1961. It was moved by Stead, second by Jackman, and unanimously carried that the minutes of November 28, 1961 be approved as printed. 4. TIME RESERVED FOR THOSE IN THE AUDIENCE WHO DESIRE TO ADDRESS THE COUNCIL. None. Rosemead High School students attending the meeting were: June Rumph, 9531 East Gidley, Temple City, • Reeta Zampardi, 9127 East Glendon Way, Rosemead, George A. Gross, 9044 Newby Avenue, Rosemead, Vernon Fueston, 4113 North Ivar Avenue, Rosemead, and Pat Cushing, 9944 Lower Azusa Road, El Monte. UNFINISHED BUSINESS 5. PROTEST HEARING. RE: NOTICE TO CONSTRUCT IMPROVEMENTS. RALPH STREET. , Mayor Andersen declared the Protest Hearing open at 8:04 o'clock p.m. Mayor Andersen requested anyone in the audience desiring to testify to please stand and be sworn in. The Oath was administered by Deputy City Clerk Armstrong. • Mr. E. Luke, 1722 Missouri, Costa Mesa, the owner of property located at 9142 Ralph Street requested an extention of time. Mayor Andersen declared the Protest Hearing closed at 8:12 o'clock p.m. It was moved by Jackman, second by Lowrey, and unanimously carried, that Mr. Luke be granted a thirty day extention of 11-12-61 time for installation of curb and gutter on Ralph Street; and that the City Administratorbe instructed not to commence construction until 90 days after the date set forth in the order. 6. PROTEST HEARING. RE: NOTICE TO CONSTRUCT IMPROVEMENTS. • BENTEL STREET. City Administrator Farrell advised the Council that proper notice had not been given to the one property owner on Bentel Street but they were aware of the matter and had requested in writing that this matter be deferred to the meeting of January 9, 1962. Mayor Andersen ordered this matter deferred and re-set for hearing on January 9, 1962. 7. PUBLIC INFORMATION PROGRAM. REPORT. City Administrator Farrell presented the three estimates received from public relations consultants for preparation of • a bulletin and estimated costs for printing, addressing and mailing. After considerable discussion, it was moved by Jackman, second by Lowrey, and unanimously carried, that the Council instruct the City Administrator to enter into arrangements for a public information newsletter with Patti Bates for the remainder of the fiscal year; two publications to be made during that time and all copy to be approved by the City Council prior to publication. 8. STEELE STREET IMPROVEMENT REPORT. City Administrator Farrell advised the Council that the contractor for the Steele Street improvement project had submitted a bid for $1,000.00 as the additional cost for excavation and hauling away of dirt for the 36 foot width, an increase of 401 per lineal foot. . It was moved by Lowrey, second by Phinney, that subject to the City Administrator's approval of the contract for construct- ion, that the City defray the cost of construction of curbs and gutters on Steele Street between Rosemead Boulevard and Rio Hondo, over $2.38 per lineal foot in front of all properties whose owners enter into a contract for construction of curb and gutter immediately after receipt of notice of this action. City Administrator Farrell advised the Council that it will be necessary to budget additional funds for pave-outs. It was moved by Andersen, second by Jackman, that the City • appropriate $10,000.00 to Account No. 5003 for pave-outs. Roll call vote as follows: Ayes: Andersen, Jackman, Lowrey, Phinney, Stead. Noes: None. Absent: None. 9. ORDINANCE NO. 85. AMENDING MUNICIPAL CODE. RE: PRIVATE DANCE. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD RELATING TO DANCING AND AMENDING THE MUNICIPAL CODE. - 2 - 12-12-61 Mayor Andersen requested Councilman Jackman to withdraw his motion of the previous meeting regarding Ordinance No. 85. Councilman Jackman withdrew his motion with the agreement of second. Mayor Andersen requested Attorney Watson to read this proposed • ordinance in full. It was moved by Andersen, second by Lowrey, that Ordinance No. 85 be introduced. Roll call vote as follows: Ayes: Andersen, Jackman, Lowrey, Stead. Noes: None. Absent: None. Councilman Phinney abstained from voting. 10. ORDINANCE NO. 86. AMENDING MUNICIPAL CODE. RE: SOUND TRUCKS. AN ORDINANCE OF THE CITY OF ROSEMEAD RELATING TO SOUND TRUCKS AND AMENDING THE MUNICIPAL CODE. Councilman Phinney requested that this proposed ordinance be read in full. • Attorney Watson read this ordinance in full. It was moved by Lowrey, second by Jackman, that Ordinance No. 86 be introduced after adding"Saturday" in Section 4248.5(b). Roll call vote as follows: Ayes: Andersen, Jackman, Lowrey, Phinney, Stead. Noes: None. Absent: None. Il. ORDINANCE NO. 87. CHANGING ZONING CLASSIFICATION OF CERTAIN PROPERTY. ZONE CHANGE CASE NO. I. AN ORDINANCE OF THE CITY OF ROSEMEAD CHANGING THE ZONING CLASSIFICATION OF CERTAIN PROPERTIES, AMENDING THE TEMPORARY INTERIM ZONING MAP, AND AMENDING THE MUNICIPAL CODE. • Attorney Watson advised the Council that this ordinance had been prepared pursuant to the action taken by the Council at its last meeting regarding Zone Change Case No. 1. Mayor Andersen requested this ordinance read by title only if there were no objections. There were no objections. Attorney Watson read this ordinance by title only. It was moved by Jackman, second by Lowrey, that Ordinance No. 87 be introduced. Roll call vote as follows: Ayes: Andersen, Jackman, Lowrey, Phinney, Stead. Noes: None. Absent: None. 12. DISCUSSION OF POLICY. RE: INSTALLATION OF STREET LIGHTS. • Councilman Jackman suggested that the Council study the report received at this meeting and that this matter be deferred until the next meeting. City Administrator Farrell gave an oral report regarding the cost of steel poles and suggested that it was perhaps not too unfair for the entire zone to pick up the cost of steel pole installation as this would make the assessment much easier to handle. - 3 - a • 12-12-61 Mayor Andersen ordered this matter deferred to the next meeting, if there w,-.°e no objections. There were no objections. 13. LEGAL OPINIONS RE: PARK REORGAN.IZAT.ION. COUNTY COUNSEL AND CITY ATTORNEY. • Attorney Watson advised the Council that the report from the County Counsel should bein their hands within the next few days. Attorney Vttson reported that it would appear at the present that the Council's hands are tied regarding changing the District Board of Directors. He stated further that no definite recommendation could be made '.:ntil the County Counsel's opinion has been received. Mayor Andersen ordered this matter deferred until an opinion from the County Counsel has been received and studied. Mayor Andersen called a short recess at 9:55 o'clock p.m. Mayor Andersen reconvened the meeting at 10:04 o'clock p.m. • NEW BUSINESS 14. PETITION FOR CURB AND GUTTER 3600 BLOCK CELTA AVE„t;E. City Administrator Farrell reported thF.t this petition contained sufficient signatures and had been filed under provisions of the new procedure. It was moved by Andersen, second by Lowrey, and unanimously carried, thetthe City Administrator be instructed to proceed in this matter and that the Public Hearing be set for January 23, 1962. 15. RESOLUTIC11 NO. 61-79. CLAIMS AND DEM^." A RESOLUTION OF THE CITY-COUNCIL OF THE CITY OF RCS MEAD ALLOWING CERTAIN CLAIMS AND DEMANDS IN T[:7" SUM CE $14,247.62 DEMANDS NUMBERS 1220 THROUGH 1247., Mayor Andersen ordered this resolution read by title only and a summary of expenditures presented, if there were no objections. There were no objections., City Administrator Farrell read Resolution No. 61-79 by title only and presented a summary of expenditures. It was moved by Jackman, second by Lowrey, that Resolution No. 61-79 be adopted., Roll call vote as follows: Ayes: Andersen, Jackman, Lowrey, Phinney, Stead. Noes: None. Absent: Prone. COMMISSION RECOMMENDATIONS. 16. PLANNING COMMISSION RECOMMENDATION RE: CITY HALL `'ITE. City Administrator Farrell advised the Council that the Planning Commission had recommended that in view of the fact that the Loma Avenue location is not the location of the Regional Library, it be recommended to the City Council that the Civic Center should lie adjacent to the library site with Steele Street planned for improvement. - 4 - 0 12-12-61 It was moved by Andersen, second ation of the Planning Commission be approved and accepted. 0 by Lowrey, that the recommend- with regard to the Civic Center Roll call vote as follows: Ayes: Andersen, Jackman, Lowrey, Phinney, Stead. Councilman Stead stated for the record that, "Concern is frequently expressed about the writing and photographs of certain publications - and also deep concern is indicated over certain motion pictures, and to a lesser e::tent over some TV programs." It was moved by Stead, second by Phinney, that this Council go on record as having deep concern regarding the nearness of a bar to the location designated as the Civic Center for Rosemead.. Mayor Andersen requested Attorney Watson to report at the next meeting regarding this matter. It was moved by Andersen, second by Jackman, and unanimously carried, that this matter be tabled. • 17. TRAFFIC CCXMISSION RECOMMENDATIONS. A. ROSEMEAD BOULEVARD EAST SIDE E?UTH OF STSELE STREET. RED CURB. City Administrator Farrell advised *he Council that the Traffic Commission recommended that 40 feet of red curb markings be placed on the east side of Rosemead Boulevard extending southerly of the curb return of Steele Street to the first driveway southerly. It was moved by Lowrey, second by Jackman, that Item A be rejected. After short discussion, Councilman Lowrey withdrew his motion with agreement of second. • It wos moved by Andersen, second by Stead, and unanimously carried, that Item A be approved. B. VALLEY BOULEVARD TWO HOUR TIME LIMIT PARKING - RIO HONDO AVENUE TO TEMPLE CITY BOULEVARD. City Administrator Farrell advised the Council that the Traffic Commission recommended that two-hour time limit parking regulations be placed in effect from Rio Hondo Avenue to Temple City Boulevard. It was moved by Phinney, second 11- Lowrey, and unanimously carried that recommendation B be adooted. C. RIO HONDO AVENUE SOUTH OF VALLEY BOULEVARD. RED CURB. City Administrator Farrell advised the Council that the Traffic Commission recommended that.40 feet of red curb markings be placed on the east side of Rio Hondo Avenue from Valley Boulevard southerly, that 30 feet of red curb markings be placed on the west side of Rio Hondo Avenue southerly. It was moved by Stead, second by Lowrey, and unanimously carried, that recommendation C. be approved. - 5 - 0 12-12-61 0 D. INTERSECTION OF RIO HONDO.AVENUE AND RAMONA BOULEVARD. SIGNING. City Administrator Farrell advised the Council that the Traffic Commission recommended that two reflectorized arrows and one nine unit reflector be added at this location. It was moved by Andersen, second by Lowrey, and unanimously carried, that recommendation D be approved. E. RIO HONDO AVENUE AT GLENDON WAY. SIGNING. City Administrator Farrell advised the Council that the Traffic Commission had recommended that a nine unit reflector be installed on the east side of Rio Hondo Avenue opposite the intersection of Glendon Way. It was moved by Lowrey, second by Jackman, and unanimously carried, that recommendation E be approved. F. GLENDON WAY EAST OF ROSEMEAD BOULEVARD. DOUBLE CENTER- LINE STRIPING. • City Administrator Farrell advised the Council that the Traffic Commission had recommended that 35 feet of double center-line striping be placed on Glendon Way extending easterly of the premix berm east of Rosemead Boulevard and 50 feet of striping be placed easterly of the on-and- off ramp of the San Bernardino Freeway. It was moved by Lowrey, second by Stead, and unanimously carried that recommendation F be approved. G. LORICA STREET AT TEMPLE CITY BOULEVARD. SIGNING. City Administrator Farrell advised the Council that the Traffic Commission had recommended that a boulevard stop si,gn•be placed on Lorica Street at its intersection with Temple City Boulevard. • It was moved by Stead, second by Andersen, and unanimously carried, that recommendation G be approved. H. REVISED PARKING PLAN FOR ROSEMEAD BOULEVARD. City Administrator Farrell advised the Council that the State Division of Highways had approved the revised plan to the extent of granting four additional parking stalls on Rosemead Boulevard. Six had been requested. It was moved by Andersen, second by Lowrey, and unanimously carried, that recommendation H be approved. 18. CIVIL DEFENSE COMMITTEE REPORT. • Councilman Henry E. Stead,. Chairman of the Civil Defense Committee reported that he had been present on November 30 and December 1, 1961 at the State Senate Fact-Finding Committee meetings held in Los Angeles on Civil Defense and the need for fallout shelters. Councilman Stead reported that Planning Commissioner Buchanan had also attended on November 30th. On December 1st, Planning Commissioners Buchanan and Casarea, City Treasurer Stump and Civil Defense Committeeman Foutz were also in attendance. - 6 - 12-12-61 0 Mayor Andersen requested.that Councilman Stead's report be copied and mailed to the Councilmen with their minutes. Councilman Lowrey reported at this time that he had attempted to attend the second meeting on reapportionment and was informed that hearings had been completed on the first day but he was permitted to file a copy of his prepared statement on behalf • of the City. 19. COMMUNICATIONS. A. EVERETT K.LADWIG. RE: CURB AND GUTTER INSTALLATION. City Administrator Farrell advised the Council that this communication requested the City to install curbs and gutters on the Loma Avenue frontage owned by the writer, and have costs charged on next years tax bill. City Administrator Farrell was requested to read this communication in full. After short discussion, it was moved by Phinney, second • by Jackman, and unanimously carried, that the Council grant this request. B. MR. AND MRS. HOMER G. LEWIS. REQUEST FOR STREET VACATION. City Administrator Farrell advised the Council that this communication requested the Council to vacate a street easement at the end of Barrette Street. It was moved by Lowrey, second by Phinney, and unanimously carried, that this matter be referred to the Planning Commission. C. CITY OF SOUTH EL MONTE. RE: FEDERAL LEADERSHIP IN CIVIL DEFENSE. City Administrator Farrell advised the Council that this • communication contained a copy of a letter to the President and a copy of a resolution adopted by the South El Monte City Council. Mayor Andersen ordered this communication referred to the Civil Defense Committee, if there were no objections. There were no objections. D. LOS ANGELES CHAPTER OF THE NATIONAL SAFETY COUNCIL. This communication requested the adoption of a resolution. RESOLUTION NO. 61-80. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD SUPPORTING THE SAFETY COUNCIL PROGRAM "KEEP CHRISTMAS IN YOUR DRIVING". • City Administrator Farrell read this resolution in full. It was moved by Lowrey, second by Phinney, and unanimously carried, that Resolution No. 61-80 be adopted. E. RAILWAY EXPRESS AGENCY. Attorney Watson advised the Council that he had received a communication with regard to the removal of the Railway Express office from the San Gabriel Valley, which stated that the area would be served through the Pasadena office. - 7 - J 12-12-61 20. 21. • TIME RESERVED FOR THOSE IN THE AUDIENCE WHO DESIRE TO ADDRESS THE COUNCIL. None. MATTERS FROM CITY OFFICIALS. Attorney Watson advised the Council that he had prepared a resolution on the request of the City Administrator for Annexation No. 21 to the City of Rosemead. RESOLUTION NO. 61-81. RESOLUTION GIVING NOTICE OF PROPOSED ANNEXATION TO CITY OF ROSEMEAD OF THAT CERTAIN UNINHABITED TERRITORY DESCRIBED HEREIN AND DESIGNATED "CITY OF ROSEMEAD ANNEXATION AREA NO. 21" AND GIVING NOTICE OF TIME AND PLACE FOR HEARING OF PROTESTS THERETO. Mayor Andersen requested Attorney Watson to read th,is resolution by title only, if there were no objections. There were no objections. It was moved by Lowrey, second by Phinney, and unanimously carried,that Resolution No. 61-81 be adopted. It was moved by Lowrey, seeond by Andersen, and unanimously carried, that the meeting adjourn.
