Minutes of June 19, 161
An adjdurried regular meeting of the City Council of the City of .
Rosemead was held in the City Hall, 3964 North Rosemead Boulevard.
The meeting was called to order by Mayor Andersen at 7:35 O'clock
p.m.
1. The Pledge of Allegiance was led by Mayor Andersen:
invocation was delivered by Councilman Stead.
2. ROLL CALL
Present: Councilmen: Andersen, Jackman, Lowrey, Stead.
Absent: Councilmen: Phinney.
Ex officio: Farrell, Stump, Armstrong.
3. APPROVAL OF MINUTES.
None.

40 Mayor Andersen stated that this adjourned meeting was being
held as a budget study session and suggested that if there
were no objections at the time an item came up for discussion that
item would be presumed to be acceptable as proposed. This would
not constitute final approval.
Frank J. DiNoto, Chamber of Commerce President, made inquiry
regarding audience participation in the discussions.
Mayor Andersen stated that the Councilmen should have the first
opportunity to present their opinions and then the audience
would be free to join in the discussion that followed.
Councilman Stead made inquiry regarding the appropriation of
$20,000 for a Civic Center Site.
• City Administrator Farrell advised the Council that the $10,000
set aside last year automatically reverted to the General Fund
at the end of the fiscal year since it had not been spent and
was not set aside in a special fund. Therefore, the $20,000
appropriation represented the $10,900 set aside last year and
another $10,000 for the current year.
Councilman Stead stated that the budget as proposed appropriates
too nearly the City's total revenue and therefore, he felt
further reductions were indicated.
City Administrator Farrell advised the Council that on Page 7
the Sales and Use Tax figure should be corrected to read
$109,482 and the Traffic Safety Fund - Vehicle Code Fines
should be corrected to read $35,170, this figure does not
include the month of June.
. Councilman Stead indicated that he felt $30,000 was too high an
estimate for 1961-62 for Vehicle Code Fines and stated it would
be interesting to know the situation in Alhambra, San Gabriel
and El Monte regarding Vehicle Code Fines.
Mayor Andersen suggested that Page 30 - Community Promotions
be considered at this time.

PAGES 30 AND 31.
After lengthy discussion of the five suggested specific
activities.for.the Chamber of Commerce numbered 1 through 5
on page 30, Mayor Andersen declared Page 30 tentatively approved
with the deletion of all five specific activities. Discussion
• of these five activities to be deferred to a later meeting.
PAGES 14 AND 15.
Councilman Lowrey stated he would like to see the $1,200 for
Council chairs on page 15 deleted. Mayor Andersen agreed.
PAGES 16 AND 17.
Councilman Stead stated that in view of.the substantialsel6ry
increases effective July 1, 1961 he would recommend that the
City share be no more than one third of the employee and
dependents contribution on Health and Accident Insurance:
After discussion of classification .51 on,page 17, Mayor
Andersen requested City Administrator Farrell to compare the cost
of a city owned car to the reimbursed mileage figure.
After short discussion regarding a convenient meeting night,
it was moved by Lowrey, second by Andersen, and unanimously
carried that the meeting adjourn to 7:30 o'clock p.m., Friday,
Jun-, 23, 1961. Meeting adjourned at 10:31 o'clock p.m.
