CITY FOR THE PURPOSE OF OBTAINING STATE AND FEDERAL
FINANCIAL ASSISTANCE THROUGH EMERGENCY MANAGEMENT
ASSISTANCE PROGRAMS
SUMMARY
The City Council will consider adoption of a Resolution appointing and authorizing City
officials to take actions on behalf of the City to obtain financial assistance from State and Federal
agencies for emergency preparedness and disaster relief.
DISCUSSION
On March 13, 2020, the City Council adopted Resolution 2020-08 proclaiming the existence of
an emergency situation and local emergency due to the worldwide spread of the Coronavirus
(COVID-19). The Novel Coronavirus is a new communicable disease first detected in Wuhan
City, Hubei Province, China in December 2019 and has since spread globally. On March 4,
2020, the State of California declared a State of Emergency and the State of California, also on
March 4, 2020, declared a State of Emergency in an effort to prevent the further spread of
COVID-19. The World Health Organization declared COVID-19 outbreak as a pandemic on
March 11, 2020.
Public funding assistance is being made available at the Federal and State levels to combat the
spread of COVID-19. In order forthe City to request for the funding assistance, the City
Council must designate City agents responsible for providing required assurances and executing
agreements with FEMA and Cal OES on behalf of the City and approve the corresponding Cal
OES Form 130. Staff recommends that the form designate agents by position, instead of specific
names, and be effective for all open and future disasters declared by the state or federal
government up to three years following the date of approval by City Council so as to expedite
processing of requests in the future.

STAFF RECOMMENDATION
Staff recommends that the City Council approve Resolution 2020-10 designating the City
Manager, Assistant City Manager and Fi
assurances and execute agreements for the purposes of obtaining financial assistance from the
of Emergency Services (Cal OES) for disaster aid; approving the corresponding Cal OES Form
130; and authorizing the City Manager to file the Cal OES Form 130 with Cal OES and submit
all related documentation.
FISCAL IMPACT
Adoption of the Resolution will allow the City to obtain financial assistance for all open and
future disasters declared by the state or federal government up to three years following the date
of approval.
STRATEGIC PLAN IMPACT
Adoption of Resolution 2020-09 is consistent with following financial management guiding
principals of employing cost recovery.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD,
CALIFORNIA, APPOINTING AND APPROVING AUTHORIZED AGENTS TO
EXECUTE FOR AND ON BEHALF OF THE CITY OF ROSEMEAD FOR THE
PURPOSES OF OBTAINING STATE AND FEDERAL FINANCIAL ASSISTANCE
THROUGH EMERGENCY MANGEMENT ASSISTANCE PROGRAMS AND
AUTHORIZING THE CITY MANAGER TO EXECUTE AND FILE THE CAL OES FORM
130 AND SUBMIT ALL RELATED DOCUMENTATION
THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, DOES
HEREBY RESOLVE AS FOLLOWS:
WHEREAS, the City of Rosemead has been a participant in Emergency
Management programs established through the State of California Office of Emergency
Services (Cal OES) and U.S. Federal Government Agencies.
WHEREAS, this resolution is established for the purpose of pursuing disaster-
related reimbursement funds and disaster management grant programs.
WHEREAS,
Public Assistance, the City Council must designate City agents responsible for providing
required assurances and executing agreements with FEMA and Cal OES on behalf of
the City and approve the corresponding Cal OES Form 130.
WHEREAS, City Staff recommends that the form designate agents by position,
instead of specific names, and be effective for all open and future disasters declared by
the state or federal government up to three years following the date of approval so as to
expedite processing of requests in the future.
WHEREAS, the City Council desires to appoint and authorize officials of the City
to execute and file applications on behalf of the City for the purpose of obtaining federal
and state financial assistance through emergency management and disaster relief
programs.
NOW THRERFORE, THE CITY COUNCIL OF THE CITY OF ROSEMEAD,
CALIFORNIA DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That the City of Rosemead, a public entity established under the
laws of the State of California, hereby authorizes its agent(s) to provide to the California
Office of Emergency Services (Cal OES) and Federal Emergency
Management Agency (FEMA) for all matters pertaining to such state and federal
disaster assistance the assurances and agreements required. The City officials duly
appointed to the following positions:
CITY MANAGER
ASSISTANT CITY MANAGER
FINANCE DIRECTOR
Are hereby authorized to execute for and on behalf of the City of Rosemead,
applications and file them in the State of California, California Office of Emergency
Services, for the purpose of obtaining state and federal assistance under Public Law 93-
288 as amended by the Robert T. Stafford Disaster Relief and Emergency Assistance
Act of 1988, and/or state financial assistance under the California Disaster Assistance
Act.
SECTION 2. The City Clerk shall certify to the passage and adoption of this
resolution.

A Designation of Applicant’s Agent Resolution for Non-State Agencies is required of all Applicants to be eligible to
receive funding. A new resolution must be submitted if a previously submitted Resolution is older than three (3) years
from the last date of approval, is invalid or has not been submitted.
