CC - Minutes - 03-13-20 EmergencyMINUTES OF THE ROSEMEAD CITY COUNCIL EMERGENCY MEETING MARCH 13, 2020 An emergency meeting of the Rosemead City Council was called to order by Mayor Pro Tem Armenta at 5:54 p.m. in the Rosemead City Council Chamber located at 8838 East Valley Boulevard, Rosemead, California. PRESENT: Mayor Clark (teleconferencing from 3109 N. Prospect Avenue, Rosemead, CA 91770), Mayor Pro Tem Armenta, Council Members Dang, Low and Ly ABSENT: None STAFF PRESENT: City Manager Molleda, Assistant City Manager Kim, City Attorney Richman, and City Clerk Hernandez 1. MATTERS FROM CITY MANAGER & STAFF A. Consideration of an Emergency Declaration Resolution 2020-08 Government Code Section 8630 Recommendation: That the City Council provide direction and adopt Resolution No. 2020-08, entitled: I A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD PROCLAIMING THE EXISTENCE OF AN EMERGENCY SITUATION AND LOCAL EMERGENCY DUE TO THE WORLDWIDE SPREAD OF THE CORONAVIRUS (COVID-19) City Manager Molleda reported that an emergency declaration Resolution No. 2020-08 was before the City Council to approve. Council Member Ly stated under the City Manager's role as the Director of Emergency Services for the City, sent an email to the City Council with a series of responsibilities that the City will be conducted to deal with the Coronavirus (COVID-19) situation and mitigating effects on that. Some of the items in the email stated the cancellation of community events. He suggested using language like rescheduling community events and not cancelling them altogether. Secondly, shutting down City facilities, implementing appointments on services, and telecommuting for employees. He asked for clarification on how services would be provided for residents and businesses if interactions are being limited or employees would be telecommuting. He stated that by taking necessary measures and approving the resolution, residents and businesses should still receive resources and services they need from the City. Mr. Ly reiterated that the goal of the City is not to place J! panic but rather minimize the impact of COVID-19 to the community. 1� Rosemead City Council Emergency Meeting Minutes of March 13, 2020 Page I of 5 Mayor Pro Tem Armenta stated that many cities have and are conducting emergency Council meetings, and we want to assure residents and businesses that the City is taking everything into consideration and cognizant of the services the City provides. Also inquire about the senior lunch program and how the staff is planning on facilitating the meals for seniors. City Manager Molleda explained that staff could use language for community events as rescheduling and not cancelled. The event that has been cancelled is Easter- Eggstravaganza. Mayor Pro Tem Armenta asked if it was possible to reassess holding the event since its schedule for April, and the current directive is cancelling events until the end of March. City Manager Molleda reiterated that the Governor's Executive Order N-25-20 states that events of 250 or more people must be cancelled. Council Member Ly agreed with Mayor Pro Tem Armenta, but over the abundance of caution, it should be cancelled. However, if there is an opportunity to bring the event back in late April or mid-May. Mayor Pro Tem Armenta suggested possibly a spring festival. Council Member Low state for the safety of the public, the resident will understand that many community events must be cancelled. City Manager Molleda continued to explain the closure of City facilities is being done as an abundance of caution for the public and staff. Staff will be available over the phone and make an appointment with appropriate departments for assistance. As for telecommunication, the City is not imposing staff telecommunicate yet; however, staff is putting together a policy to be ready in case its needed. Mayor Pro Tem Armenta asked about online payment accessibility, online registration for recreation classes, or submit an online plan check request. In response to Mayor Armenta's question for online services, Assistant City Manager Kim replied there are applications on the city's website that can be submitted online, such as business licenses and staff is working on the online application and payment for pet licenses. As for online plan checking services is more challenging since it requires reviewing and discussing plans. We want to maintain the level of service while being mindful of the current issues by implementing an appointment policy. Mayor Pro Tem Armenta stated that the safety of the public and employees is important and asked City Attorney if taking the temperature of members of the public entering a city facility is legal to do. She indicated that you might not feel sick; however, you will get a temperature that is triggered that you could have been exposed to COVID-19. City Attorney Richman responded that in an emergency situation and if you adopt your own emergency proclamation, there is cause to do it. A staff member assigned to take Rosemead City Council Emergency Meeting Minutes of March 13, 2020 Page 2 of 5 temperature, based on the public making an appointment to enter a city facility and safety precaution. City Manager Molleda stated the last item regarding the senior lunch program is being adjusted for seniors to pick-up their lunch. Delivery by staff using City vehicles to transfer food was not a viable option since City vehicles are not regulated for food transportation. Transportation for seniors to go back home is being coordinated with the City's transit service provider. Council Member Low inquired if Council needs to attend the next City Council meeting scheduled for March 24tH City Attorney Richman stated that the Emergency Proclamation before Council for approval does provide the option to Council to not be at the meeting but can teleconference from a location. However, there still must be a location available for members of the public wishing to make a public comment for that meeting. Council Member Ly reiterated that in the City Manager's email that both Council Member Dang and Low's Oath of Office ceremony would be rescheduled. He suggested to rescheduling the ceremony portion of both the oath of office and the installation of the new Mayor. City Manager Molleda that Council's direction is to continue the oath of office on March 241h City Council meeting and reschedule the ceremony portion for a later date. Mayor Armenta reiterated that it was important to have the ceremony reschedule out of the safety of the attendees and allow for the new Mayor Pro Tem to have their supporters in attendance at a future meeting. Council Member Dang asked is the consultant Interwest was on board with the proposed City Hall operation for inspections and plan checking by appointments. In addition, how will plans be processed for applicants. Assistant City Manager Kim explained the in-house plan checking services for smaller projects would continue. For larger projects, plan check services are being sent to the consultant for review. Staff is still assessing how efficient the appointment process can be and minimal impact on the service. The appointment base service to make sure that current projects are in line and don't stop. Council Member Dang suggested installing protective glass at the public counters in City Hall. Mayor Pro Tem Armenta added that event the mask does not protect an individual from getting the COVID-19. Mayor Clark requested a word in the Emergency Proclamation Resolution No. 2020-08 that states "will" be changed to "may" in reference to why the City is adopting the resolution. Rosemead City Council Emergency Meeting Minutes of March 13, 2020 Page 3 of 5 City Manager Molleda and City Attorney Richman referenced only two areas where the word "will" appear in the resolution, which did not match Mayor Clark's concern. Mayor Pro Tem Armenta stated that the record would reflect Mayor Clark's concern of the word "will" to state "may" in the resolution after further review by staff. 2. ADJOURNMENT Mayor Pro Tem Armenta adjourned the meeting at 6:24 p.m. The next regular scheduled City Council meeting will take place on March 24, 2020, at 7:00 p.m. in the Rosemead City Hall Council Chamber.
