CC - 06-06-060 MINUTES OF THE SPECIAL MEETING ROSEMEAD CITY COUNCIL JUNE 6, 2006 The special meeting of the Rosemead City Council was called to order by Mayor Taylor at 6:00 p.m. in the Council Chambers of the City Hall, 8838 E. Valley Boulevard, Rosemead, California. The Pledge to the Flag was led by Councilmember Clark. The Invocation was delivered by Councilmember Imperial. ROLL CALL OF OFFICERS: Present: Councilmembers Clark, Imperial, Tran, Mayor Pro Tern Nunez and Mayor Taylor Absent: None A. PUBLIC COMMENT FROM THE AUDIENCE Alejandro Gandara spoke on the election and stall tactics used and requested soonest possible date feasible for recall election. Marlene Shinen spoke on the problems with Wal-Mart and on the recall election. Wanted earliest date possible. B. CONSENT CALENDAR Approval of the 2006-07 Annual Budget Activity/Accounts Councilman Tran presented a document that listed all the improvements for the Parks Department for the record and distributed it to the City Council regarding additional funds to be appropriate to the Parks and Recreation Department account. He spoke that in the Redevelopment meeting there were no funds for the Parks and Recreation improvements and that he feels that department should be the backbone of the city. Mayor Taylor asked what account number was he referring to. Councilman Tran stated #4810 under 8450. The current budget for improvements for the Parks and Recreation Department was only $10,000. He stated that the city owed it to the community to look at these improvements. Wants to put in the General fund. CC:MIN 6/6/06 Page I • 0 Mayor Taylor stated that they will review list and bring back in three weeks when the city council adopts the final budget. Councilman Tran stated yes it could come back, but would like to make a motion to approve the budget with this amendment. Mayor Taylor requested that Item 11, Law Enforcement, be pulled for discussion. He stated that the Sheriff's Department just received a salary increase that totals out to be an 18% increase, but in the city's budget the cost only increased by $116,000, which is about a 1% increase. Can't see why the increase is not larger in the budget. Andy Lazzaretto stated that the Sheriffs Department gave the city an estimate of cost for the upcoming year and that it is anticipated that this additional $116,000 would cover the cost. It should also be noted that some non-Sheriff's related expenses in the prior years have been removed that will decrease the cost. The City also put those funds into other areas such as Code Enforcement, Parking Control, and adding a Code Assistant in the general fund, which decreased the law enforcement account. Mayor Pro Tem Nunez asked when the city transfer amounts from one account to another, does it show a zero in this year's budget or does it indicate that it was moved to another account? Mr. Lazzaretto stated that he believes it was mentioned. Mayor Taylor spoke on Matters From the City Manager and Staff regarding the personnel recommendations pertaining to the budget. He questioned about the new personnel and cost. Mr. Lazzaretto indicated that they are recommending adding a part-time person in the Finance Department to handle Business Licenses and also an experience person in the Planning Department. Currently the Planning Department has two positions which he refers to as an entry level position or mid level. They propose to have a mid level position upgraded to a Senior Planner position. He also indicated that the additional cost increase was for the new Redevelopment & Economic Advisor position and for an additional person to be added as an Redevelopment Manager and for the recommendation for a 5% COLA for all staff Mayor Taylor asked what the funds for a Web Based Employee Evaluation program at an additional cost of $7,775 was for. CC: MIN 6/6/06 Page 2 • • Mr. Lazzaretto stated that some employees are evaluated annually and some are not and current system is not consistent. This is a new review and tracking system that would allow management to document employee's evaluations and review with employee to help them perform better. He also stated that this year's budget increase was also due to the fact that the city has more time employees, and that any part time employee working over 1,000 hours, were entitled to PERS and partial benefits from the city. Mayor Taylor wanted to know if this year's increase of $771, 00 included or excluded the $262,000 for the Economic Manager and Assistant Planner? Mr. Lazzaretto stated that the $771,000 included everything Mayor Pro Tem Nunez asked if that included the cost of the employee evaluation system with all updates? Mr. Lazzaretto stated that was the total cost for new employees, 5% COLA for all staff, Employee Evaluation System, and PERS benefits/City benefits for all part time employees working over 1,000 hours. Mayor Taylor asked Councilman Tran if he wished to continue with his motion? Councilman Tran stated that before motion he would like to ask Mr. Burbank a few questions on the Parks and Recreation improvements. He asked what the Garvey Park improvements to the tennis courts were? Michael Burbank stated that the recommendation for Garvey Park was to resurface the tennis court because they have not been done for 5 to 6 years and that the surface was wearing off and the players are having problems with their footing. Councilman Tran asked what a Still Pit was which was recommended for the Rosemead and Garvey Pools? Mr. Burbank indicated that a Still Pit captures chlorine gas and the acids used to treat the water. In case of a spill, the pits would catch the spill before going onto the decks and out into the sewer system. Councilman Tran stated that his last question was regarding the Garvey Community Center improvement/repairs. Mr. Burbank indicated that it was for different items such as carpets, entry system, back patio, restrooms, furnishings, etc. Mayor Taylor asked if these items were listed in the budget? CC:MIN 6/6/06 Pagc 3 0 Councilman Tran stated that these items have not been put in budget. These are things that should be added. Mr. Lazzaretto stated that these items are in the Redevelopment budget where they were submitted under the 4215 account by Mr. Burbank. But as part of our recommendation and upcoming goal for the city, he recommends to the Council that the city begin the opportunity to look at a long term finance plan which will include a 5 years capital improvement plan in the next couple of months in which some of these recommended improvements could be made. Mayor Taylor stated that it was a reasonable request brought up by Mr. Tran, but why tonight. He also asked about the Special Project fund being zeroed out and what happen to that? Mr. Lazzaretto indicate that he could recommend that it be reinstated, but would need funding. It would cost anywhere from $720,000 to $750,000.. Mayor Taylor stated that this brought him back to why he voted no at the CDC meeting. He stated that the city was taking $700,000 out of Parks and Recreation and are putting $1.9 million dollars into property acquisitions. Mayor Pro Tern Nunez asked if he thought those improvements should be out of the General Fund not from CDC? Mayor Taylor stated that he felt all along that redevelopment funds should not be funding Parks and Recreation programs. Mayor Pro Tem Nunez stated that is why they needed to bring back when the city finalizes the budget with this add in. Councilman Tran stated that was why he was bringing it up now. Councilwoman Clark asked if this could be taken out of the general fund reserves and needed motion on the existing budget. Councilman Tran motion to amend budget to reflect additional funding for Parks and Recreation improvement. Mayor Taylor stated that the adoption of the final budget was on June 27's. MOTION BY COUNCILMAN TRAN, SECOND BY MAYOR PRO TEM NUNEZ that the Council approve items 4100 through 8100 as amended. MATTERS FROM THE MAYOR & CITY COUNCIL 1. Consideration of Holding a Community Parade on the 4th of July 2006 Mr. Mascorro, Rosemead School District representative stated that everyone wants the parade, but it was hard pressed for participation due to limited time. Barbara Murphy residing at Bentel stated that they have had a meeting already and they have 35 volunteers and groups willing to participate in this year's parade. Councilmember Clark asked Ms. Murphy why volunteers did not come forward sooner. This item was brought up in February, but on one volunteered. Barbara Murphy asked what Council meeting, she didn't know. Councilmember Imperial stated that it could not be done, the timing was wrong. Needed 4 to 5 months to put together and suggested that the parade be conducted when school was in and at this time he would say no, but in the fall could get arranged. Barbara Murphy responded that it was very negative of Mr. Imperial. Said they have worked very hard last week and that the parade could be done. Alejandro Gandara first asked when that meeting was that the city asked for volunteers, he remembers something about it. Councilwoman Clark asked why people did not come forward then? If they were in favor of it then, why didn't they say so then. Mr. Gandara stated that the parade is supported and have community spirit. Provide funding and let new group take over. He also said to ask someone who knows about putting on a parade. Don't break the spirit of the parade. Mayor Taylor stated that Mr. Gandara stated that the city should ask someone who has done a parade, well we asked Holly Knapp and she indicated that it takes several months to prepare. So to come 4 weeks before the parade and try to set it up, and Ms. Murphy said she has contacted several of the participants, how many of those participants have agreed to be in the parade? CC:N11N 6/6/06 Page 5 • Ms. Murphy responded by saying she had 25-30 groups, and that was more then half from last year. Mr. Gandara stated that that may be a small parade, but we can do it and to let the parade go on. Mayor Taylor asked what the Sheriff's has said regarding closing of streets, barricading, etc? Mr. Gandara stated that he did not know. Ms. Murphy indicated that Victor Ruiz contacted the Sheriff's, but that Victor was at another meeting tonight. Mayor Taylor stated that they did not know what their respond was? Mr. Gandara stated not at this time. Let the parade continue whether there are 5 people or 25 people. Mayor Taylor asked what happens to the businesses who will close for the parade and only have 5 people show up? Mr. Gandara stated that they already had 25 people committed and that the parade would be on the 4u of July so most businesses he feels would be closed anyway. Ken Pike suggested an alternate street closure. Have the parade on Garvey Avenue between San Gabriel and Walnut Grove. Rosemead is a major road and also takes time to set up a parade. Francis Chavez residing at 4721 Bartlett Avenue stated that parade structure was in place, feed back was good with 30 committed. Mayor Taylor asked if she had talked to the Sheriff's Department? Lt. Wallace indicated that he had spoken to Mr. Ruiz about the possibility of using explorers. He indicated that explorers could not be used. There was also the issued of permits, operations plans, encroachment permit from Caltrans and to solicit for deputies. He stated that the earliest he would know about staff would be two weeks. Mayor Taylor asked Ms. Chavez why did they wait until 4 weeks before the parade? CC:MIN 6/6/06 Page 6 Ms. Chavez stated that because they did not know if there was a possibility to get this done, but they are professional people and they can get it done in time and are asking for a parade. Mayor Taylor stated that if they were professional people why bring four weeks before? Ms. Chavez again stated that they did not know if they could do it Councilman Tran stated that in a staff report regarding the budget, Council can use $50,000 from the 2005-06 budget for other appropriations. Whey can't they use that for the parade? He stated that Lt. Wallace would have to request for deputies, so are we saying that there is no guarantee that we can get staff? Lt. Wallace stated yes there was no guarantee at this stage that he could get an encroachment permit in a timely manner to close Rosemead or to get the necessary personnel to run the parade. Mayor Taylor then read page 3 of a memo regarding the parade that the Council received last night regarding various options for the parade Councilman Tran indicated that he brought this item up in October or November and did not get support for the 4t' of July parade. Mayor Taylor stated that he did not get support from whom? Councilman Tran indicated from the Council. Councilman Imperial stated that it was only brought up two weeks ago Councilwoman Clark stated that was that meeting I indicated earlier and that no one came forward to volunteer. So why didn't you ask people to help back then? Mayor Taylor stated that this was brought up before and no one volunteered. Councilman Tran stated that if we have 25-30 committed now, he thinks that the city should allow them to have it. Mayor Pro Tern Nunez stated that the biggest problem was to close Rosemead Boulevard and suggested an alternative route possibly on Valley Boulevard at Easy Street to Rosemead Park. Then we would not need an encroachment permit. Lt. Wallace indicated that personnel was another issue and asked how many streets would be closed? CC:MtN 6/6/06 Page 7 • Mayor Pro Tern Nunez indicated that we could contact the City of El Monte to use Easy as a staging area and that the route would be Valley Boulevard passed Rio Hondo and down Mission to the park. Councilmember Clark suggested same group put effort into a Fall Festival and also spoke on the funding for Parks and Recreation. MOTION BY COUNCILMEMBER CLARK, SECOND BY COUNCILMAN IMPERIAL to hold a Fall Festival or future 4 h of July Parade. Voted resulted Yes: Clark, Imperial, Taylor No: Nunez, Tran Absent: None Abstain: None Mayor Pro Tern Nunez stated that the group came to us and that they require an answer. They want a 4m of July parade. Councilman Tran stated that he agreed with having a 4s' of July parade this year. The Garvey School District is willing to participate with the band members being very excited and that this group feels that they can do it. Mayor Taylor stated as Mr. Tran was saying, the spirit may be there, but the logistics and professionism, that Lt. Wallace told us what we needed and I feel 4 months planning for a Fall Festival or by taking longer for a 4u, of July parade next year would be the best. MOTION BY COUNCILMAN TRAN, SECOND BY MAYOR PRO TEM NUNEZ to amend to have the a of July parade this year. Vote resulted: Yes: Nunez, Tran No: Clark, Imperial, Taylor Absent: None Abstain: None Mayor Pro Tern Nunez stated that he thought the vote tonight was for holding a 4a' of July parade. Mayor Taylor stated that the staff report stated that Council could make an alternative choice like a Fall Festival. 2. Consideration of Resolutions Pertaining to Holding a Special Election a. A resolution calling and giving notice of a special municipal election. CC:MIN 6/6/06 Page 8 • • b. A resolution requesting specified services relating to the conduct of a special election from the Los Angeles County Board of Supervisors. The City Clerk then read both staff reports for the audience. Mr. Mascorro stated that he was speaking on his own behalf, not as a representative from the School District and that the election was not necessary, don't hold it and save the funds for better use, can't have community pride with all this arguing. Ken Pike spoke on not holding a special election, but rather hold off until the March 07 regular General Election and that the city is just throwing money away. Jim Flournoy spoke regarding his writ of mandate, Flournoy vs. McCormick and to set the date for the recall election as soon as possible. Todd Kunioka stated that the election date should be set for the earliest date feasible (inaudible).... meeting with Pride behind closed doors, conspiracy. People are angry, let us vote. Mayor Taylor stated that Mr. Kunioka said that we meet behind closed doors with Pride. That has not never happened, not even once. He also stated that his wife came into a meeting, stating we were having nachos and raspberry tea. Karoline Kunioka stated that she has never been in one of those meetings. She was invited once in April. She also stated that she saw Councilwoman Clark at two of the Pride meetings. She urges for the earliest election date. Ron Gay residing at 4106 Encinita Avenue spoke on election restrictions, that the people were angry, that the Council works for the residents and that that their rights have been taken away. Councilwoman Clark stated that she needed to clarify something for Karoline. She indicated that she has attended two meetings. One to make sure that Wal- Mart employed Rosemead residents and the other time was to clarify the judge's injunction on the recall. Explained this to Pride and then left the meeting Frances Chavez stated that the residents have waited a long time for election and to allow them the right to vote. CC:MIN 6/6/06 Page 9 • • Brian Lewis residing at 8442 Ralph Street read a newspaper article from 1974 from the LA Times regarding Mr. Pike's recall which sounded like today's situation. He stated that back then it was a time to change and it is a time to change now. Suggested Ms. Clark remember all the people who are requesting this. 4100 people want this election, delay is disgraceful. Julie Wang thanked the City Clerk for continuing effort on special election and for the Council support of the YMCA. She also passed out flyers and ticket option for upcoming events. Fred Herrera spoke on recall and the election tactics and possible exposure to a lawsuit by Wal-Mart if try to stop it now. He stated that the recall was a waste of money and suggested to wait for the regular election in March. Mr. Ayala spoke regarding a petition from the residents of Landis View Lane and La Presa regarding a sound barrier wall at the San Gabriel Boulevard exit. Mayor Taylor asked that if it was westbound exit of San Gabriel Boulevard? Mr. Ayala stated yes that it was off the Pomona Freeway and that the resident of Landis View and La Presa request this sound wall around the 60 freeway Mayor Pro Tern Nunez stated that Mr. Ayala could give the petition to the City Clerk. Mr. Ayala stated that he would give the City Clerk the petition along with a letter that was sent to Hilda Solis. He also stated that there was a lot of traffic off that freeway exit. Councilman Imperial asked if that was at the same level as Rose Glen? Mr. Ayala stated that Landis View Lane was off Walnut Grove next to the exit. Councilwoman Clark asked what the City Engineer thought about this and that she assumed that Caltrans would be involved. Ken Rukavina stated that generally Caltrans builds those walls, and would have to contact Caltrans to get that as a project of their's. Mayor Pro Tem Nunez stated that he thought the study of traffic was done with the EIR and that it said there would be no sound problem there. Mayor Taylor stated that the EIR made it clear that there would be traffic and noise there. CC:NUN 6/6/06 Page 10 • • Mr. Ayala stated that there will be more pollution, noise and traffic would increase and that the resident want this. Ms. Navarro residing at 2233 Angelus Avenue stated that she was disappointed in not having the opportunity for a parade. She also stated that the Council has no pride in being an American and that the City and county should have a 4m of July parade. Mayor Taylor stated that the City was still going to have a 4m of July celebration at the park. Ms. Navarro stated that she was talking about the parade and that it was sad. She also stated that she has been hearing things like - money, money, money that it will cost for the recall. There is any easy solution if the city doesn't want to pay, let the ones who are being recall to gallantly step down and resign, that would save the city money Mayor Taylor then requested the Council to discuss this item. Mr. Gandara wish to speak again. Mayor Taylor stated that he already spoke on the election and that he wished for the Council to discuss now. Councilman Tran asked the City Clerk to give her recommendations on the matter. City Clerk then gave a summary version of the steps needed to be taken for this recall. She indicated that because of the primary election tonight, the city's consultants, vendors and county recorder's office employees would be tied up for at least another 2 weeks. Because of the consent degree along with the regular processing, the earliest date would be August 290'. Mayor Taylor stated that this was the earliest date?. City Clerk stated that would be her recommendation. Mayor Pro Tern Nunez asked if August 22"d would be feasible? City Clerk stated that because of the consultants schedule that would not give us enough window for all of the remaining requirements, but it is feasible, but it would be a push and that the 29th would be more practical. Mayor Taylor asked if there would be anything wrong with setting the date to September 26's. CC:NUN 6/6/06 Page 11 • • CiV Clerk stated that this date wasn't in the motion window of between August 15 through September 19d', so did not consider this date. Mayor Taylor asked if there was a problem with September 26d? City Clerk stated that there would be no problem with that date, it would give them more time for preparations. Peter Wallin stated that the consultants gave us that window. City Clerk stated that the problem with that date is that the consultants are tied up with the Primary and that we only have a small window of opportunity, because of other regional county elections and then there is the November election. Mayor Pro Tem Nunez stated that if the city had the election in September there are some other problems with it being so close to the March election. City Clerk stated that it basically overlaps with our March election for starting our preparation and candidate open period. Mayor Pro Tern Nunez stated that August 29d' would be the very last day to schedule. City Clerk stated that it could run into the other, yes. Mayor Taylor asked what would physically and legally be the problem of not allowing it to be September 26`s? City Clerk stated that the city did not have the participation of the consultants available and that was not a window of opportunity that they gave us. Councilman Tran stated that August 1,5d' would not be feasible, August 22nd not practical and August 29d' is feasible and practical. City Clerk stated yes. MOTION BY COUNCILMEMBER TRAN, SECOND BY MAYOR PRO TEM NUNEZ that the Special Municipal Election be held on August 29, 2006. Councilwoman Clark had a question regarding the consent decree's requirements regarding the language provision. City Clerk stated that DOJ has already been addressed. The DOJ has recommended that our next best practice would be if we went to the Los Angeles County Recorder's office for our city. We would be in compliance with one dialect. CC:MTN 6/6/06 Page 12 • Councilwoman Clark stated that each polling place will have three people for of the each dialect of Chinese, Spanish and Vietnamese. City Clerk stated that the city was going beyond and have 5 workers at each poll. One inspector and four clerks and the clerks will be for Spanish, Chinese, Vietnamese and an alternate. Councilwoman Clark asked if we will be having any safe guard that if someone comes in and ask for assistance. How do we know if that person is not telling someone how to vote... (inaudible). Mayor Pro Tern Nunez asked if our names have been taken off the consent decree? Are our names back on it. Peter Wallin stated that the individual names are not on the consent decree. Councilwoman Clark stated that we have to comply with the consent decree. She stated that she was not voting for August 29a' because schools are closed, and most of the polling places in the city are at schools. MOTION BY COUNCILMEMBER CLARK that the Special Municipal Election be held on September 19, 2006. Mayor Pro Tern Nunez asked Councilwoman Clark that is a (inaudible) Mayor Taylor asked if there was a second to this motion. Councilman Imperial second the motion. Mayor Pro Tern Nunez stated that the City Clerk just told them that it could be done for August 29a', but if we had this election in February we would not have this now. The judge stopped it for some reason. Councilwoman Clark stated that we are not responsible for the delay. We have all night talked about delays (inaudible)... do appreciate that Nina feels she can do it on August 29s, but with DOJ decree she must action responsibly. Mayor Taylor comment on the meeting from a month ago regarding the issue of Wal-Mart regarding his and Mr. Tran's heated discussion in which he said that he will do everything legally possible to stop Wal-Mart from opening. Is that correct? Councilman Tran asked what does that have to with the election. Mayor Taylor asked again if it was correct? CCAHN 6/6/06 Page 13 • 0 Councilman Tran stated that he would answer this later. He stated that this is a delay tactic. The City Clerk said and the City Attorney that it was feasible to have the election on August 29th. Don't understand about delay. Councilwoman Clark.. (inaudible). Councilman Tran stated do you think a month will we did get a legal opinion. Mayor Taylor stated as far of the vote on the floor now... (inaudible) Mayor Pro Tern Nunez stated that he did not have the opportunity to speak yet. He was stopped and that Mr. Tran had not finished his opportunity to speak. Councilman Tran again asked what is the a delay? Councilwoman Clark stated staff recommendation or after (inaudible). Councilman Tran stated that it was feasible and practical, why the delay? Councilwoman Clark stated that the 9th circuit is ready to hear this on June 22"d and the final injunction for Imperial is July 27th, and it could very well postponed the election again and then again taxpayers money will be wasted if there is an earlier date. Mayor Pro Tern Nunez asked if we set the date to September 19th are we going to work on this now or wait 2 more weeks? City Clerk stated no that she would get started now. Councilwoman Clark stated if the judge.. (inaudible) Mayor Pro Tern Nunez stated that the City Clerk would work on it regardless of the date. If it is two more weeks then she will have it ready by August 15th. City Clerk stated that all she needed was a date to be set and it is the City Clerk's department obligation to start and all she needed was a set date. Mayor Pro Tern Nunez stated that we can't wait for those court dated because it may or may not stop the election and not going to save anything. Mayor Taylor stated that he would make that comment again that Mr. Tran will do anything legally possible to stop Wal-Mart from opening. He believes he means that. He also believes Wal-Mart is scheduled to open in August or September 1 st. He didn't believe that Wal-Mart should be penalized for the city's petty arguments. CC: NUN 6/6/06 Page 14 LJ Mayor Pro Tern Nunez stated that if they were going to open the store on September I", it was the first he had heard of this and obviously Mr. Taylor got inside information. He stated that he met the new manager at the Chamber and he didn't indicate it would open then. It is obvious that he is trying to put a road block on this election. Mayor Taylor stated that the lawsuit is pending (argument between council) - he wanted to call for the question. Mayor Taylor asked the City Manager (inaudible) Mr. Lazzaretto stated that his recommendation for the budget included the adjustment to Council salary in which he recommended for adoption. Mayor Taylor asked if this included the cost of living, mileage.. Mr. Lazzaretto stated yes along with budgeted personnel and also salary adjustment for City Clerk. Mayor Taylor stated that he had a couple of items. He believed that it was approved by Council the salary increases when they did the budget. Councilman Tran stated that they needed a roll call. On the next City Council meeting there will be the minutes of October l lw on it, and he had a couple of corrections and clarification and also he gave to the City Clerk corrections for the August 9 s meeting which he hopes has been transcribed. He stated that the court reporter had errors and missing information. He also wanted a copy of the missing minutes for the last year and a half. He also indicated that he received a letter from the City Clerk on retaining the recall petitions and asked the City Clerk if she still had those in her possession? City Clerk stated yes. Mayor Taylor stated that he also requested a letter from the City Clerk on if she had the referendum petition in the vault. City Clerk stated that the referendum was in the vault. Mayor Taylor stated that was the other letter that he needed. City Clerk stated that she can get a letter for him. Mayor Pro Tern Nunez stated several months ago he requested to look into a Veteran's Commission. Since then the City Manager has left and he asks for help to direct the City Manager to how we can finish this. Mayor Taylor stated that he believed that the city was going to put this in the newsletter to ask for volunteers? Mayor Pro Tern Nunez stated that this has not been done and it has been a how long. Mayor Taylor asked if he talked to any volunteers? Mayor Pro Tern Nunez stated no, but that the City Manager was going to come up with a plan. Mayor Taylor asked if there was anything else. Councilman Tran commented on his commend in the minutes from a couple of months ago in which he said that he would do anything legal to stop Wal-Mart, he.. (inaudible).. Mayor Taylor stated that he appreciated Mr. Tran's honesty. Councilman Imperial stated that Mr. Nunez mentioned a Veteran's services and that he had one set up before. CC:NflN 6/6/06 Page 16 Mayor Pro Tern Nunez stated that he was asking for a Veteran's commission not service. Mayor Taylor stated that he had a question regarding the Memorial Wall in front of City Hall and what was the reason for Corp. Arellano name not being on it. Councilman Imperial indicated that it was a different war. Mayor Taylor stated that we have a couple of wars out there and he died and he was a Rosemead resident and that he wants his name on it. Mayor Pro Tern Nunez stated that even though it was a Vietnam memorial, we could construct one for the fallen veterans pass or we can inscribe his name on that one and that is why we needed a Veteran's Commission to start dealing with this.
