Minutes of February 28, 1961
A regular.meeting of the City Council of the City of Rosemead
was held in the Council Chambers, 3954 North Rosemead Boulevard.
The meeting was called to order by Mayor Andersen at 8:05
o'clock p.m.
The Piedge of Allegiance was led by Mayor Andersen.
The Invocation was delivered by Reverend Lowell Wendt of the
Hop_ L'•i is n Church.
Present: Councilmen: Andersen, Jackman, Lowrey, Phinney,
Stead.
Absent: Councilmen: None.
Ex of;icio: Boyko, Farrell, Stump, Pederson, Armstrong.

• After short discussion, it was moved by Stead, second by
Phinn;v, that a comma be substituted for the period at the end
of S^ci.ion 2303 B, and that these words be added: "except

concerninD an employee or concerning an open position where thr
monthly salary rate of the employee or the position is $400. or
over."

Francis Welton, Attorney at Law, 5811 North Temple City Boulevarc,
addressed the Council on behalf of the applicant. Mr. Welton
stated that he had a copy of Ordinance No. 59 edopted by the
Council as an urgency measure at the meeting of February 21, 1,51,
and called to the attention of the Council that according to
Section.36937 (b) of the Government Code an urgency ordinance
requires a four-fifths vote for adoption.
Robert Mayer, 8020 East Second Street, Downey the developer of
the property addressed the Council on behalf of this proposed
deve tpment.
Mayor Andersen declared the Public Hearing closed at 9:22
o'clock p.m,
At the request of Robert Mayer, it was moved by i ndersen, second
by Stead, and unanimously carried that the Public Hearing be.
reopened.
The Public Hearing was reopened at 9:28 o'clock p.m.
Bob Shapiro, 3308 Rio Mondo Avenue stated that the Hollywood
area had not required any off street parking and at the present
time it is practically impossible to find a place to park in the
evenings.
• Lloyd Cox, owner-of the propefty addressed the Council requesting
that this zone exception be granted.
Mayor Andersen decl6red the Public Hearing closed at 9:37
o'clock p.m.
It was moved by Andersen, second by Stead, that this zone
exception be granted subject to the following conditions:
A. 1; to 1 parking spaces per unit.
B. 20' wide driveway the length of the building.
C. Taper in driveway from the building line to the
curt to meet the required 25' apron.
D. Maximum of 2) - I bedroom units - 2 story maximum.
E. 6' masonry wall on the north and t,-)uth boundaries
on the R-I portion and the wall oi. the east side
• of the carport extend to the roof.
F. In the front a 6 squire 4-)ot lighted "guest
parking" sign be installed on the property.
G. No parking on the driveway.,

carried that the previous motion be supplemented byy this mx)tion

It was moved by Phinn~y, second by Lowrey, and unanim usly
carried that the Council adopt the findings of fact of the
Planning Commission regarding this zone exception.

Chester Anderson, Attorney at law, 4100 North Rosemead Boulevard
representing the applicant, addressed the Council urging approval
of this proposed plot pant
Mrs. Winifred N. Saunders, applicant, addressed the Council and
outlined the plans for her property.
Harry S. Buchanan, Rosemead Planning Commissioner, explained the
thinking behind the disapproval by the Commission of,this plot
plan.
Clyde L. Casner, 5630 North Rosemead Boulevard, Temple City,
developer, advised the Council that the plans submjtted had
been redrawn 3 times to conform 'to City Ordinance requirements
and requested that some clarification be made regarding the
policy of the City to deriy plans which conformed'to all ordinance
requirements.
Mayor Andersen declared the Public Hearing closed at 10:34 o'clock
p.m.
After considerable.discussion, it was moved by Lowrey, second
by_Andersen that the Council refer this matter back to the
Planning Commission for a feasible.solution so the property
owner can receive the maximum use of the property.

8. PROPOSED SIDEWALK LITTER ORDINANCE.
ORDINANCE NO. 60. AN ORDINANCE OF THE CITY OF ROSEMEAD AMENDING
THE MUNICIPAL CODE OF SAID CITY BY ADDING A NEW CHAPTER 2 TO
ARTICLE VII THEREOF, PERTAINING TO THE PROTECTION AND REGULATION
OF PUBLIC SIDEWALKS AND STREETS ABUTTING ON PRIVATELY OWNED
PROPERTY.
This proposed ordinance was read in full by City Administrator
Farrell.
• It was moved by Lowrey, second by Phinney, that Ordinance No. 60
be introduced.
Roll call vote as follows: Ayes: Andersen, Jackman, Lowrey,
Phinney, Stead. Noes: None. Absent: None.
g, PROPOSED MODIFICATION OF DANCE ORDINANCE.
It was moved by Phinney, second by Lowrey, and unanimously
carried, that action on this item be deferred to the next
regular meeting.
10. RESOLUTION NO. 61-12. CLAIMS AND DEMANDS.

Mayor Andersen stated if there were no objections he would order
this resolution read by title only and a summary of expenditures
presented. There were no objections.
This resolution was read by title only by City Administrator
Farrell and a summary of expenditures presented.

approve Resolution No. 61-12.

11. RESOLUTION NO. 61-13. HONORING FORMER VICE PRESIDENT NIXON.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD
HONORING RICHARD M. NIXON.
This resolution was read in full by Myor Andersen.
It was moved by Andersen, second by Lowrey that Resolution

12. TRAFFIC COMMISSION RECOMMENDATIONS.
A. MODIFICATION OF PARKING DESIGN ON VALLEY BOULEVARD.
It was moved by Lowrey, second by Jackman that the parking
des-ign'be modified at the four locations recommended by the
Traffic Commission.

8. STOP SIGNS - MARSHALL STREET.
.It was moved by Stead, second.by•Jackman, and unanimously
carried that these stop signs be installed as recommended.
C'. SECURING OF RIGHT-OF-WAY ON ZERELDA AVENUE-AND HERSHEY STREET.
It was moved by Lowrey, second by Phinney that this. matter be
referred.to the City.Administrator to determine ways and means
of securing the necessary right-of-way.

13. STATE OF CALIFORNIA DIVISION OF HIGHWAYS - MASTER AGREEMENT.
Mayor Andersen ordered this matter deferred until the next

14. DEDICATION OF EASEMENT -"NORWOOD PLACE.
It was moved by Lowrey, second by Phl.nney, and unanimously
carried that this dedication of easement for road purposes
by Zybil Ellis be accepted.
15. COMMUNICATIONS.
A. CITY OF TEMPLE CITY RE: GAS TAX APPORTIONMENT.
Mayor Andersen stated if there were no objections he would

Mayor.Andersen ordered this communication referred to the

C. METROPOLITAN TRANSIT AUTHORITY..
Mayor Andersen directed this communication placed in the
circulating file and requested the Council to consider the
possibil'ity,of establishing a committee to follow the actions
of the Metropolitan Transit Authority regarding corridors.
0. STATE DIVISION OF HIGHWAYS. RE: GAS TAX FUNDS.
City Administrator Farrell advised the Council that this item
had been placed on the agenda primarily to make the Council
swore of the cut in gas tax funds to the City due to the drop
in population.shown by the,.census.
E. STATE CONTROLLER. RE: VEHICLE LICENSE FEES.
City Administrator Farrell advised the Council that this
communication shows a reduction of $28,000. Mayor Andersen
ordered this communication received and filed.
F. LEAGUE OF CALIFORNIA CITIES. RE: REGULAR MARCH MEETING.
Mayor Andersen requested Councilmen who were planning to attend
to notify the Deputy City Clerk so 'necessary reservations could
be made.

THE COUNCIL.

17. MATTERS FROM CITY OFFICIALS.
A. Councilman Lowrey asked the City Attorney the proper procedure
for the Council to follow to adopt Ordinance No. 59• Attorney
Boyko advised the Council that this ordinance could still be
adopted as an urgency ordinance.

CHAPTER I OF ARTICLE IX OF THE ROSEMEAD MUNICIPAL CODE, ESTABLISH-
ING TEMPORARY INTERIM MINIMUM REQUIREMENTS FOR RESIDENTIAL AND
. APARTMENT AUTOMOBILE STORAGE.
It was moved by Phinney, second by Lowrey that the Council
.rescind their previous action of last meeting pertaining to
Ordinance No. 59.
