SUBJECT: RESOLUTION NO. 2020-15 — APPROVING THE MAINTENANCE OF
TRAFFIC CONTROL SIGNS, STRIPING, AND MARKINGS PROJECT
FUNDED BY THE ROAD REPAIR AND ACCOUNTABILITY ACT
SUMMARY
On April 28, 2017, California Senate Bill 1 (SB 1), the Road Repair and Accountability Act of
2017, was signed into law to address basic road maintenance, rehabilitation, and critical safety
needs on both the state highway and local streets road system. A percentage of the Road
Maintenance and Rehabilitation Account (RMRA) funding will be apportioned by formula to
eligible cities and counties pursuant to Streets and Highways Code Section 2032(h) for projects
that meet the RMRA program requirements. Prior to receiving an allotment of RMRA funds
from the State Controller each fiscal year, the City must submit a list of projects proposed to be
funded with these funds pursuant to an adopted resolution to the California Transportation
Commission.
DISCUSSION
SB 1 established the RMRA to address deferred maintenance on the state highway and local
street road systems. This bill provides funding for projects that include, but are not limited to,
the following:
• Road Maintenance and Rehabilitation
• Safety Projects
• Railroad Grade Separation
• Traffic Control Devices
On November l,'2017, the Controller began depositing various portions of this new funding
into the newly created RMRA Fund. Each fiscal year, a percentage of the RMRA funding is
apportioned to eligible cities and counties by formula, pursuant to Streets and Highways
Code (SHC) Section 2032 (h) for basic maintenance, rehabilitation, and critical safety
projects on the local streets and roadway system.

For Fiscal Year 2020-21, the City is expecting to receive an apportionment of $1,041,608 in
RMRA funds. Staff is requesting funding for two projects from the RMRA: the
Maintenance of Traffic Control Signs, Striping, and Markings Project and the Walnut Grove
Avenue Resurfacing and Colored Concrete Crosswalk Installation Project. The
Maintenance of Traffic Control Signs, Striping, and Markings Project necessitates an
RMRA fund allocation request of $192,000. The Walnut Grove Avenue Resurfacing and
Colored Concrete Crosswalk Installation Project necessitate a fund allocation request of
$332,000.
The Maintenance of Traffic Control Signs, Striping, and Markings Project will involve City
maintenance workers conducting traffic control device inspections along with the labor
deemed necessary to repair, replace, or repaint City -owned devices to ensure roadway
safety. The Walnut Grove Avenue Resurfacing and Colored Concrete Crosswalk Installation
project is the rehabilitation of the street pavement on Walnut Grove Avenue from Marshall
Street to the north City limit and the installation of colored crosswalks on Walnut Grove at
Marshall Street, Mission Drive, and Valley Boulevard intersections. The project was
approved by the California Transportation Commission to be funded with RMRA revenues
in fiscal years 2017-18, 2018-19, and 2019-20. However, due to an updated Engineer's
Estimate for the project, project costs are estimated to total $1,585,000, an increase of
approximately $332,000 from what was previously projected, the City is requesting to
allocate a portion of the FY 2020-21 apportionment to cover the funding shortfall.
To receive RMRA funds, the City must meet a "Maintenance of Effort" (MOE) requirement
to ensure that R ItA funds do not supplant General Fund spending on streets and roads at
no less than the average of 2009-10, 2010-11, and 2011-12 years. The City's MOE for FY
2020-21 is $57,000 in accordance with Streets and Highways Code Section 2036. Staff is
requesting the City Council to appropriate funds from the General Fund for slurry seal
projects to meet the MOE requirements.
STAFF RECOMMENDATION
It is recommended that the City Council:
1. Adopt Resolution No. 2020-15, approving the use of RMRA funds for the
following projects:
a. Maintenance of Traffic Control Signs, Striping, and Markings Project
Project in the amount of $192,000.
b. Walnut Grove Avenue Resurfacing Project in the amount of $332,000.
2. Approve a budget appropriation of $57,000 from the General Fund unassigned fund
balance to meet the MOE requirements for FY 2020-21.

FISCAL IMPACT
The City anticipates receiving $1,040,608 in RMRA funding in Fiscal Year 2020-21
based on State Department of Finance revenue projections released in January 2020. The
projected expenditure of $524,000 to fund the maintenance and CIP projects listed above
will utilize RMRA Fiscal Year 2020-21 apportionments. RMRA apportionments are
disbursed to the City on a monthly basis in accordance with Streets and Highway Code
Section 2031.
In order to meet the RMRA Maintenance of Effort requirements and ensure the City
remains eligible to received RMRA funding, there is an appropriation of $57,000 from
the General Fund that will be required.
STRATEGIC PLAN IMPACT
Engineering Strategy 3: Continue efforts to enhance the condition and general appearance of
the City's public infrastructure and the public right-of-way.

(CEQA) Guidelines §§ 15378 and 15061(b)(3) as it has no potential for resulting in any direct
or indirect physical change in the environment.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD, CALIFORNIA, ADOPTING A LIST OF PROJECTS FOR
FISCAL YEAR 2020-21 FUNDED BY SBA THE ROAD REPAIR AND
ACCOUNTABILITY ACT OF 2017
WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017
(Chapter 5, Statutes of 2017) was passed by the Legislature and Signed into law by the
Governor in April 2017 to address the significant multi -modal transportation funding
shortfalls statewide; and
WHEREAS, SB 1 includes accountability and transparency provisions that will ensure
the residents of our City are aware of the projects proposed for funding in our community
and which projects have been completed each fiscal year; and
WHEREAS, the City must adopt by resolution a list of projects proposed to receive
fiscal year funding from the Road Maintenance and Rehabilitation Account (RMRA),
created by SB 1, which must include a description and the location of each proposed project,
a proposed schedule for the project's completion, and the estimated useful life of the
improvement; and
WHEREAS, the City, will receive an estimated $1,040,608 in RMRA funding in Fiscal
Year 2020-21 from SB 1; and
WHEREAS, this is the fourth year in which the City is receiving SB 1 funding and
will enable the City to continue essential road maintenance and rehabilitation projects,
safety improvements, repairing and replacing aging bridges, and increasing access and
mobility options for the traveling public that would not have otherwise been possible without
SB 1; and
WHEREAS, the City has received public input into our community's transportation
needs and priorities to develop the project list; and
WHEREAS, the City used a Pavement Management System to develop the SB 1
project list to ensure revenues are being used on cost-effective projects that also meet the
communities priorities for transportation investment; and
WHEREAS, the funding from SB 1 will help the City maintain and rehabilitate its
streets and add active transportation infrastructure throughout the City this year and many of
similar projects into the future; and
WHEREAS, the 2018 California Statewide Local Streets and Roads Needs
Assessment found that the City's streets are in an "good" condition and this revenue will
help us increase the overall quality of our road system and over the next decade will bring
our streets and roads into a "very good" condition; and
WHEREAS, the SB 1 project list and overall investment in our local streets and
roads infrastructure with a focus on basic maintenance and safety, investing in complete
streets infrastructure, and using cutting-edge technology, materials and practices, will have
significant positive co -benefits statewide.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ROSEMEAD, DOES
HEREBY RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS:
1. The foregoing recitals are true and correct.
2. The following list of proposed projects will be funded in -part or solely with fiscal
year 2020-21 Road Maintenance and Rehabilitation Account revenues:
Maintenance of Traffic Control Signs, Striping, and Markings Project. The
project involves the maintenance of City owned traffic control signs, striping,
and markings to be performed by City Maintenance staff. The scope of work
will include developing a Citywide inventory of City -owned signs and
conducting their repair or replacement as deemed necessary; and restoring
traffic striping and pavement markings. The project will provide a useful life of
2-5 years. The project is anticipated to begin in June 2020 and be completed by
2021.
3. The following previously proposed and adopted projects may utilize fiscal year 2020-
21 Road Maintenance and Rehabilitation Account revenues in their delivery. With the relisting
of these projects in the adopted fiscal year resolution, the City is reaffirming to the public and
the State our intent to fund these projects with Road Maintenance and Rehabilitation Account
revenues:
Walnut Grove Avenue Resurfacing Project and Walnut Grove Avenue
Colored Concrete Crosswalk Installation Project. These projects were
combined as one project involving the rehabilitation of the street pavement on
Walnut Grove Avenue from Marshall Street to the north City limit, and
installation of colored concrete crosswalks at various intersections within the
same limits. The project was previously designated to be funded with R 4RA
revenues in fiscal years 2017-18, 2018-19, and 2019-20, and will be utilizing
fiscal year 2020-21 RMRA revenues as well. The project will provide a useful
life of 30-40 years. While design drawings and bid specifications are nearly
complete, construction is anticipated in the Summer 2020 to allow for the
scheduled undergrounding of overhead utilities on Walnut Grove Avenue.
4. The City Clerk shall certify to the adoption of this resolution and hereafter the same
shall be in full force and effect.
