SUBJECT: COVID-19 AND 2020 SUMMER RECREATION PROGRAMS UPDATE
SUMMARY
The Parks and Recreation Department is preparing for summer programs, classes and special
events. Due to the COVID-19 pandemic, the department has been forced to reduce the number of
programs, classes and special events offered during the summer of 2020.
STAFF RECOMMENDATION
Staff recommends that the City Council receive the information provided, no action is required.
DISCUSSION
There are many unknowns due to the COVID-19 pandemic. As of today, there is a "Safer at
Home" Order issued until May 15th, which will likely be extended. There has been discussion that
the Order will slowly be lifted, while social restrictions will stay in effect. These restrictions could
limit the social gathering size and require social distancing between individuals. These types of
unknowns make it very challenging to plan programs, classes and special events.
The normal summer schedule is 10-12 weeks and would traditionally begin in mid-June and
conclude at the end of August. The schedule would include contract classes, four cycles of swim
lessons, daily recreation swim, drop-in recreation programs and ten weeks of day camp. Special
events such as the 4th of July Parade and Celebration and six outdoor concerts are planned
throughout the duration of summer.
The adjusted schedule for summer 2020 would be six weeks in length, starting on July 13. The
department would offer six weeks of contract classes, two cycles of swim lessons, five weeks of
drop-in recreation programs and five weeks of day camp. Recreation swim would open on
Monday, July 13 and run until Labor Day. The 4th of July Parade and Celebration would be
canceled. Staff will plan two virtual concerts in the park in the month of July and two actual
concerts in the park in August.

FISCAL IMPACT
The proposed reduction in summer programs, classes and special events will have a financial
impact. There will be a decrease of revenue and expenditures due to the proposed schedule.
