Minutes.of October 11, 1960
A regular meeting of the City Council of, the City of Rosemead
was held in the Council Chambers, 3954 North Rosemead Boule-
vard. The meeting was called to order by Mayor Andersen at
• 8:03 o'clock p.m.
1. The Pledge of Allegiance was led by Councilman Phinney.
The Invocation was delivered by Rabbi Elijah D. Stamphor of
the E1 Monte Temple.
2. Present: Councilmen: Andersen, Jackman, Lowrey, Phinney,
Stead.
Absent: Councilmen: None.
Ex officio: Boyko, Farrell, Stump, Pederson, Armstrong.
3. APPROVAL OF MINUTES
Mayor Andersen requested that Council Communication File
numbers be issued to Communications on page 4, item 10 as
follows: A-1 (CCF213); A-2 (CCF 214); B- (CCF 215)•
Councilman Stead stated that a map was placed before the
Council during the Public Hearing at the last meeting by the
Attorney representing Applicant Griegorian, and it was not
noted in the minutes or given an Exhibit number.. Councilman
Stead further requested that this map indicating properties
owned by signers of a petition favoring this exception and
marked in green be given an exhibit number if said map is
available in the file, and if not, that attempts be made to
acquire this map or a copy for the permanent file.
(Investigation of the file revealed the map in question which
has been tagged Proponent's Exhibit No. 8).
It was moved by Lowrey, second by Andersen and unanimously
carried that the minutes of September 27, 1960, be approved
as corrected.
4. TIME RESERVED FOR THOSE IN THE AUDIENCE WHO DESIRE TO ADDRESS
THE COUNCIL. None.
5. OLD BUSINESS
PUBLIC HEARING - APPEAL - PLANNING COMMISSION DECISION
ZEC #6 - RINKER DEVELOPMENT CO., 3609 N. ROSEMEAD BLVD.
Mayor Andersen requested that anyone present who wished to
40• testify in either of the Public Hearings to please stand and
be sworn in.
The Oath was administered by Advisor Flanery.
Factual data was presented concerning this case by Advisor
Flanery. Advisor Flanery read a letter from Dr. Wilfred
Price which opposed the granting of this exception unless
• certain conditions were met.
Mayor Andersen requested that the traffic report concerning
this intersection be read.
Advisor Flanery read the traffic report which was taken on
Sunday, July 13, 1958 and Monday, July 14, 1958. This count

• indicated 51,121 cars using Rosemead Blvd. on July 13th and
58,293 on July 14th. The accident report showed five (5)
injury type accidents and five (5) personal property type
accidents at this location during the past year. .
Mayor Andersen requested that the Traffic Commission recommen-
dation concernirg this case be read.
Mayor Andersen directed these documents withdrawn from the
• Planning Commission file and entered in the Appeal record.
1. The letter from Dr. Price.
2. Traffic and Accident report.
3. Traffic Commission Recommendation.
Edward J. Till, 145 North Painter, Whittier, representing
Rinker Development Company addressed the Council and stated
that surrounding property owners had been contacted and they
had no objections to the granting of this exception. Mr. Till
submitted a elevation plan as Proponents Exhibit #1. Mr. Till
stated further that an encroachment permit had been granted
by the State Division of Highways. Mr. Till read in full a
letter from the State Division of Highways and filed a revised
plot plan indicating pump islands p.aced 12 feet from sidewalk.
This revised plot plan marked Proponents Exhibit #2.
CA Farrell advised the Council that he had been informed by
Traffic Advisor George Envall that he (George Envall) contacted
the State Division of Highways and was told that approval of
this matter had not been referred to the Traffic Division
for approval and that the traffic matter was not serious
enough to warrant action by the State so the State Permit will
stand.
Mayor Andersen asked if anyone else wished to speak in behalf
of this exception. No one responded.
Don Alley, 4737 N. Muscatel Avenue stated that he is the operator
of the Shell Station at the corner of Rosemead Blvd. and Mis-
sion Drive. Mr. Alley spoke in opposition to the granting of
this exception.
Floyd Long, owner of the property at 3609 Rosemead Blvd.,
stated that he has backed out of his driveway onto Rosemead
Blvd. tw^ or three times per day for the past five years and
has not found it to be hazardous.
W.C. LaFave, 1085 N. Palm, Anaheim, stated that he is an
Engineer with Shell Oil Company and that Shell Oil Company
does not have any company operated stations. He further
stated that all leases have been signed for the property and
the company is ready to go ahead.

After a short discussion, it was moved by Andersen, second
by Phinney that this zone exception be denied.

6. PUBLIC HEARING - APPEAL - PLANNING COMMISSION DECISION
ZEC# 8 CARL GRANT, 8836 RAMONA BLVD.
Factual data regarding this case was presented by Advisor
Flanery.
Frank Foster, 4216 N. Rosemead Blvd. addressed the Council
on behalf of the applicants.

• Mayor Andersen asked if anyone wished to speak in opposition
to this exception. No one responded.
Mayor Andersen declared the Public Hearing closed at 9:57
o'clock p.m.
It was moved by Andersen, second by Phinney that this zone
exception be denied.
• After a short discussion, it was moved by Lowrey, second by
Jackman that this matter be taken under submission until the
next regular meeting.
Roll call vote as follows: Ayes: Andersen, Jackman, Lowrey,
Stead. Noes: None. Absent: None. Councilman Phinney abstaining.
7. NEW BUSINESS
PROCLAMATION - HALLOWEEN PARADE
Mayor Andersen read in full the proclamation he had issued
regarding Rosemead Parade Day.
8. CALIFORNIA CONTRACT CITIES ASSOCIATION PROPOSAL.
Mayor Andersen advised the Council that as their representative
to the California Contract Cities. Association he would need
ouidance as to their wishes. There are four choices open at
the present time.
1) That a permanent staff be hired on a full time
basis. Annual cost $14,840.00. Rosemead's share
would be $530.00.
2) Hire a staff on a part time basis.
3) Hire a Public Relations Firm or Consultant as the
need arose.
4) Continue as at present.
It was moved by Jackman, second by Stead that the Association
be authorized to hire a public relations firm or consultant
from time to time as necessary.

9. RESOLUTION NO. 60-72. CLAIMS AND DEMANDS
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD
ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $7,795.C)
DEMANDS NUMBERS 553 THROUGH 580.
Mayor Andersen requested CA Farrell to read Resolution 60-72
• by title only and the summary.
It was moved by Lowrey, second by Jackman that Resolution
No. 60-72 be approved. Roll call vote as follows: Ayes:

CA Farrell advised the Council that the foregoing notifications
• did not include any annexations which were adjacent to the
City of Rosemead.
It was moved by Lowrey, second by Jackman and unanimously
carried that Communications A-1 through 9 be received and
filed.
B. Helen L. Kesz: Re: Fire Dept. Rescue.(CCF 225)
Mayor Andersen directed that this communication be directed
to the Fire Department and a copy sent to the Sheriff's
Department.

Harry E. Tullar, 8919 Bentel Avenue, Manager of the Rosemead
Halloween Parade expressed thanks for the proclamation issu-'I
in connection with the parade.
12. MATTERS FROM CITY OFFICIALS
A. Attorney Boyko stated that he had prepared Ordinance No. 49
regarding parking on Highways which had been requested by the
California Hlghway Patrol and the Sheriff's Department.
AN ORDINANCE OF THE CITY OF ROSEMEAD AMENDING CHAPTER 3 OF
ARTICLE III OF THE ROSEMEAD MUNICIPAL CODE AND PROVIDING
ADDITIONAL TRAFFIC REGULATIONS.
It was moved by Stead, second by Andersen and unanimously
carried that Ordinance No. 49 be read by title only.
It was moved by Andersen, second by Jackman that Ordinance
i!o. 49 be introduced.

Phinney, Stead. Noes: None. Absent: None.
15. Attorney Boyko advised the Council that Resolutionshad been
drafted rescinding and reinstituting Annexations Nos. 11 anc:
12 following receipt of the Boundary Commission reports.

It was moved by Lowrey, second by Phinney and unanimously
carried that these four (4) resolutions be read by title only.

It was moved by Phinney, second by Lowrey, and unanimously
• carried that Resolutions Numbers 60-73, 60-742 60-75 and
60-76 be adopted.
C. CA Farrell called attention to the Road Department Cost and
Activity reports for July and August and also copies of the
Bureau of Census letter which were in the Council's folders.
D. Mayor Andersen stated he would like to commend the Rosemead
Chamber of Commerce for their second place award for the
booth at the Los Angeles County Fair for the record.
E. Mayor Andersen advised the Council that he had received an
invitation to the dedication of the new Hall of Administration
at 10:30 o'clock a.m. on Friday, October 28th. Special seat-
ing will be arranged for Councilmen who attend.
F. It was moved by Stead, second by Lowrey that a sign 30" by
48" be placed in the front window of the Council Chambers
with wording to the effect that City of Rosemead Public
meetings are held here and a schedule of meetings.
A short discussion determined that this schedule would show
the regularly scheduled meetings.
Roll call vote as follows: Ayes: Andersen, Jackman, Lowrey,
Phinney, Stead. Noes: None. Absent: None.
It was moved by Andersen, second by Lowrey and unanimously
carried that the meeting adjourn to a special executive
session in the City Hall offices for the purpose of considering
appointments to commissions.
Meeting adjourned at 10:45 o'clock p.m.
