Minutes of August 2, 1960
An adjourned regular meeting of the City Council of the City
of Rosemead was held in the Council Chambers, 3954 North
• Rosemead Boulevard. The meeting was called to order by Mayor
Andersen at 8:00 o'clock p.m.
1. The Pledge of Allegiance was led by Councilman Phinney.
The Invocation was delivered by mayor Andersee.

THE COUNCIL.
Willietta Kunz, 3911 North Ivar Avenue, stated that an elderly
citizen on Newby Avenue was quite concerned about a dead tree
in the parkway in front of her home which had not been removed
even though it had been reported to the City Hall several times.
CA Farrell was instructed to obtain the necessary information
regarding the location of this tree and see to it that this
citizen is contacted and informed of an approximate time when
it can be removed. .

Mayor Andersen declared the Public Hearing open for Ordinances
.34 through 43 inclusive, and requested anyone in the audience
who wished to testify on any of these ordinances to stand and

16. MATTERS FROM CITY OFFICIALS.
• Attorney Watson advised the Council that an attorney who
leases space from his firm has been approached but not as yet
retained.,by a„.nymber of bar owners in the city to possibly
represent them iri"an action against the City. This attorney
had contacted Mr.. Watson as he did not wish to cause him
any embarrassment. Attorney Watson told the Council that he
felt they should be aware of this situation even though this
attorney is not associated with his firm in any way.
• Mayor Andersen instructed Attorney Watson to advise this
attorney that the Rosemead City Council would have no objections
to his representing Rosemead bar owners, that he.is his own
agent.
17. COMMUNICATION - ROSEMEAD CHAMBER OF COMMERCE.
CA Farrell read in full a letter from the Rosemead Chamber .
of Commerce manager concerning business conditions in the
City and requesting that a committee be appointed to study
and make recommendations on this subject.

• Mayor Andersen stated after a short discussion that he would
appoint a committee in the near future and would appreciate
suggemions from citizens and other Councilmen as to the type
of people they would prefer to see on this committee.
Stuart H. Maude, DVM, 9639 East Valley Boulevard suggested
that some landlords and some business men be appointed on this
• committee and that the City Council should be well represented.
18. COMMUNICATION-E. P. LIEBERG RE: BILLBOARDS.
This communication requesting the Council to reconsider its
action regarding a billboard at 9424 East Valley Boulevard
was readin full by CA Farrell.
After a short discussion, it'was moved by Lowrey, second by
Jackman that as far as this one sign is concerned that the
City Council agree that it was put up in good faith and that
it be allowed to remain as it was legally built under a permit
issured prior to the passage of our City ordinance.
Councilman Phinney stated that, a full Council was not present
and therefore he felt no action should be taken at this time.

of business be tabled until the first regular meeting in
September.

19. URBAN PLANNING ASSISTANCE. (701 Program)
CA Farrell read in full a letter from the Planning Commission
recommending the hiring of Everett Mansur as Planning
Consultant for the City of Rosemead, and explained the infor-
mation concerning the "701 Program" which had been presented
to the council.
Commissioners Roy Casares and Willietta Kunz addressed the
Council opposing the program.
Dr. Stuart H. Maude addressed the Council favoring this program.
After discussion, it was moved by Lowrey, second by Jackman
that everything be done to expedite application for the "701"
Plan and that the "701" Plan be referred back to the Planning
Commission for reconsideration.

Councilman Phinney abstained from votincJ saying he would

,RESOLUTION NO. 60-51. A RESOLUTION OF THE CITY COUNCIt OF THE
CITY OF ROSEMEAD RELATIVE TO URBAN PLANNING ASSISTANCE.
It was moved by Lowrey, second by Jackman that Resolution No. 60-
51 be adopted.

20. LONG BEACH PROPOSAL.
Councilman Phinney stated that he was in favor of the Long
Beach Proposal he had read in the League of California Cities

• Bulletin which requests the Alcoholic Beverage Control Board
to hold hearings which pertain to the City within the City.
It was moved by Phinney, second by Lowrey that a resolution
be drafted indicating that the City of Rosemead is in favor
of Alcoholic Beverage Control hearings being held within the
City when they affect the City and notification be sent to
• the League of California Cities to that effect.

21. PARKS AND RECREATION CONTRACT.
Attorney Watson stated that he had the proposed contract be-
fore him but if there was no urgency that he would like
additional.time to study it.
22. PAVE OUT RE: GUESS STREET.
Roy Casares,.9513 East Guess Street, requested the City
Council to consider pave out on his street. ,
A discussion followed concerning three streets on which curb
has been installed.
Mayor Andersen instructed CA Farrell to investigate the cost
of this repair on the three streets, Guess Street between
Rio Hondo and Ellis Lane, Muscatel Avenue north of Valley
Boulevard and Encinita Avenue between Pitkin Street and Lower
Azusa Road and report back to the Council as soon as possible.

carried that the meeting adjourn. Meeting adjourned at 9:57
o'clock p.m. Next regular meeting August 9, 1960.
