The meeting was called to order by Mayor pro tem • Stead at 8:11 O'clock p.m. 1. The Pledge of Allegiance was led by Councilman Jackman. The Invocat•i.on was delivered by Councilman Lowrey. 2. Present: Councilmen: Jackman, Lowrey, Phinney, Stead. Absent: Mayor Andersen. Ex officio: Watson, Farrell, Stump, Pederson, Armstrong. 3. APPROVAL OF MINUTES: None. 4. TIME RESERVED FOR THOSE IN THE AUDIENCE WHO DESIRE TO ADDRESS THE COUNCIL. There was no one in the audience who wished to address the Council. 5. OLD BUSINESS. -A PT OF COUNTY ORDINANCES TO CONFORM WITH GOVERMENT CODE. CA Farrell advised the Council that Attorney Watson had prepared the ordinances that required re-adoption. Attorney Watson explained the necessity of re-adopting these ordinances to clear up a legal technicality. ORDINANCE NO.,34. AN ORDINANCE OF THE CITY OF ROSEMEAD ADOPTING BY REFERENCE, PURSUANT TO SECTION 50,022.2 OF THE GOVERNMENT CODE, ORDINANCE NO. 6544 OF THE COUNTY OF LOS ANGELES ENTITLED "AN ORDINANCE REGULATING TRAFFIC UPON PUBLIC HIGHWAYS AND REPEALING ORDINANCE NOS. 2177, 3549, 3922 AND 6383." AS AMENDED TO JULY 1, 1960, AND AMENDING THE ROSEMEAD MUNICIPAL CODE. Ordinance No. 34 was read in full by Attorney Watson as an example of all the ordinances which would be presented this evening and advised the Council that the motion to introduce should set the date of Public Hearing and authorize publication. It was moved by Lowrey, second by Jackman that Ordinance No. 34 be introduced, that the Public Hearing be set for August • 2, 1960 at 8:00 o'clock p.m. and that publication be author- ized. AN ORDINANCE OF THE CITY OF ROSEMEAD ADOPTING BY REFERENCE, PURSUANT TO SECTIO14 50,022.2 OF THE GOVERNMENT CODE, ORDINANCE N0. 4729 OF THE COUNTY OF LOS ANGELES ENTITLED "AN ORDINANCE REPEALING ORDINANCES 2550, 2991, AND 3266, AND PROVIDING FOR THE COUNTY POUND DEPARTMENT COUNTY POUNDMASTER, FOR THE LICENSING OF DOGS AND FOR THE REGULATION AND IMPOUNDING OF DOGS AND OTHER ANIMALS.", AS AMENDED TO JULY 1, 1960, AND AMENDING THE ROSEMEAD MUNICIPAL CODE. It was moved by Jackman, second by Lowrey, that Ordinance No. 43 be introduced, that the Public Hearing be set for August 2, 1960, at 8:00 o'clock p.m, and that publication be authorized. ORDINANCE No. 44 AN ORDINANCE OF THE CITY;OF ROSEMEAD AMENDING SECTION 4220 OF THE MUNICIPAL CODE; Attorney Watson informed the Council that this Ordiiance was due to a request from the Sheriff's Department due to a re= cent difficulty they had experienced in making an arrest. It was moved by Lowrey, second by Jackman and unanimously carried that this item be considered at this time. After discussion, this Ordinance was read in full by Attorney Watson. It was moved by Lowrey, second by Jackman that Ordinance No. 44 be introduced. Roll call vote as follows: Ayes: Jackman, Lowrey, Phinney, Stead. Noes: None. Absent: Andersen. 6. RUBBISH COLLECTION DISCUSSION. Councilman Lowrey stated that since this matter had been referred to a closed committee he felt it would be out of order to discuss it at this time. Councilman Phinney stated that this matter had been brought up at his request and that he would like the minutes to show the three suggestions which he had to make. • 1. That our committee make a recommendation to the Council on the level of service we wish. 2. That with this information, our City Attorney draw up a contract for a period of three (3) years. 3. That we advertise for bids. 7. BUSINESS LICENSE DISCUSSION. Councilman Phinney made several inquiries regarding the • County Regulatory Business License Ordinance of the County, which has been adopted by the City. 3. CA Farrell advised the Council that he had received aletter from the Sheriff's Department concerning the number of overnight parking citations which had been issued in the City of Rosemead from June 14i 1960 through July 14, 1960. There were a total of fourteen citations issued and all of these citations were issued in the 9300 block on Valley Boulevard. There were ten citations issued on July 5th and four on July 8th. Two of the cars cited on July 8th had received citations on July 5th. After a short discussion, the Council instructed CA Farrell to -request the Sheriff's Department to provide a report of the number of citations issued in'the City for overnight parking, for ahe,;next sixty (60;) :days , - rt ;f C.
