PROPERTY H_ ISTORY AND DESCRIPTION
The project sfte is located on the west side of Muscatel Avenue, between Guess Street
and Nevada Avenue. According to the Los Angeles County Assessor, the project site
consists of one (1) parcel, totaling approximately 17,490 square feet of lot area. The site
currently consists of a 1,405 square -foot single-family dwelling unit that was built in 1930.
The existing home, including all ancillary improvements will be demolished and removed.
On February 4, 2019, the Planning Commission approved Design Review 18-04 to
construct two new, two-story single-family dwelling units, each totaling 3,497 square feet.
The Planning Commission Staff Report, Planning Commission Resolution, and Planning
Commission Meeting Minutes of February 4, 2019 have been included as Exhibits "D",
"E", and "F", respectively.
On April 9, 2019, the previous owner, Peter Hoang, submitted construction plans into
Building and Safety plan check. In June 2019, the property was sold to current property
owner and applicant, Emily Young. The construction plans were approved on June 10,
2019 by both the Planning and Building and Safety Divisions. Although the plans were
approved, the applicant decided not to proceed wdh the approved construction plans. As
a result, on March 4, 2020, the applicant submitted an application to modify Design
Review 18-04. Subsequently an April 16, 2020, the approved construction plans were
cancelled by the applicant.

As shown below in the approved second -floor plan, the wet bar in the loft would be
removed. The proposed second -floor plan would have a new balcony that is accessible
from the loft.

Elevations
The applicant is proposing to modify the design of the single-family dwelling units from a
prairie -style to a modern design with some traditional architectural elements. The modem
design incorporates horizontal siding, tile veneer, and a hipped roof in order to maintain
consistency with architectural styles of the surrounding neighborhood. The applicant is
also proposing to change the color palette from a brown tone to a gray tone, with accented
bronze -colored trims, fascia, and gutter. The approved and proposed modifications of the
color palette and materials are shown below and on page 7:
