Minutes of April 19, 1960
An adjourned regular meeting of the City Council of the
City of Rosemead was held in the City Hall, 3964 North
Rosemead Boulevard. The meeting was called to order by
• Mayor Buchanan at 8:00 o'clock p.m.
1. The Pledge of Allegiance was lead by Mayor Buchanan.
2. Present: Councilmen: Buchanan, Cook, Horning, Lowrey, Stead.
Absent: Councilmen: None.
Ex officio: Woollett, Boyko, Stump, Armstrong.
3. APPROVAL OF MINUTES:
It was moved by Lowrey, second by Stead and unanimously
carried that the minutes of March 22, 1960, April 5, 1960,
and April 12, 1960, be approved as written.
4. CANVASS OF PRECINCT RETURNS: CITY COUNCIL.
CA Woollett introduced Bob Chapman of the election firm
Martin & Chapman W*,o would instruct the Council on the conduct
of the canvass. The election return envelops were handed
to Councilman Lowrey who opened and passed them to Council-
man Stead. Councilman Stead read the results from the tally
sheets, and Councilman Cook checked them against the results
of votes cast sheets.
Precinct 1. In the canvass of this precinct it was found that
Wallace A. Jackman had been credited with only
44 votes and it should have been 54 votes.

5. Resolution No. 60-19. A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ROSEMEAD, CALIFORNIA, RECITING THE FACT OF THE
GENERAL MUNICIPAL ELECTION HELD IN SAID CITY OF ROSEMEAD ON
THE 12TH DAY OF APRIL, 1960, DECLARING THE RESULT THEREOF
AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW.
It was moved by Lowrey, second by Stead, and unanimously
carried that Resolution No. 60-19 be read in full. This
resolution was read in full by CA Woollett.
It was moved by Lowrey, second.by Stead, that Resolution

6. CITY CLERK'S STATEMENT OF ELECTION RESULTS:
That, in accordance with the provisions of Sections 9918 and
9919 of the Elections Code of the State of California, the
results of said election are hereby declared to be as follows:
• a. The whole number of votes cast in the City of Rosemead
at the said election was 7,547.
b. The names of the persons voted for at said election

City Clerk Woollett advised that confirmation of the
filing of successful candidates expense accounts had been
received from the Registrar of Voters.
ADMINISTRATION OF OATH TO NEWLY ELECTED COUNCILMEN AND
DELIVERY OF CERTIFICATE OF ELECTION TO NEW COUNCILMEN:
CITY CLERK.
City Clerk Woollett presented Certificates of Election
and administered the Oath of Office to the newly elected
Councilmen, Arnold C. Andersen, Wallace A. Jackman and
John D. Phinney.

8. PUBLIC STATEMENTS: OUTGOING COUNCILMEN.
• Councilmen Cook stated that all he wished to say was to
wish the new Council well.
Councilman Horning made the following statement:

We, the Council, have been accused of passing laws that are
both unpopular and detrimental. The campaign was based
almost solely on the litter law. The law in itself was
• misrepresented and the effects were distorted, as anyone
who has bothered to read the ordinance knows.
We were accused of working against the interests of the
businessman by keeping local advertising from the people.
I,deny this. Practically all local advertising has been
by mail. The paper which opposed this'law, carries pract-
ically no advertising by local merchants; ratheri.they are
filled with advertisements drawing business away from Rosemead.

of this: 10% of Rosemead ads were by a merchant who has a
shop in E1 Monte.also. This is only on display type ads.
To me this academic, as I am not a merchant here or elsewhere,
but how a business: man and bookkeeper can feel that this is
beneficial to Rosemead merchants, I do not understand. The
new Council ran on a platform of working for the improvement
of the business area, and of revoking the litter law. In my
opinion these are opposing statements.
I am also curious about the opposing views of cooperation
with El Monte, with the program of necessary annexations. In
this particular case, the future of Rosemead is at stake.
I have been informed that; to save the city money; at least
one new councilman has refused to go to the conference at
Palm Springs. Realizing that he is not well informed on
local laws, 1 feel, for the good of the city., that attendance
should be required and further believe that it would be money
well spent.
1 further would like to say that I have enjoyed working
with this Council and City Administrator.: We have attempted
to give good government and I hope that the new council will
do the same.
. Outgoing Mayor Buchanan, made the following statement:
Since I want to state clearly what I have in mind and not be
misunderstood or misquoted, I have written and shall read what
have to say.
It has been less than a year since Rosemead was incorporated.
As a matter of fact, it has been less than ten months. Our
• first duty after being sworn in was to provide the necessary
ordinances, so that we would not be without authority,in
other words a lawless city. We secured the services of a
highly recommended Attorney, Mr. Ferguson to prepare the
ordinances which we read in public and signed immediately
after the swearing in ceremony at the Rosemead High School.
Mr. Ferguson later resigned to become a Judge of the Municipal
Court of Orange County. We then secured the services of Mr.
Glenn R. Watson, who is also recognized as a very able attornc,
He has advised us on every action and we have surely appreciated
his assistance.

The City Bank of Rosemead made this building available to us,
for which we paid $1.00 per month up to January 1st, 1960.
We had to finish the interior of the building. You can see
that it is clean, well lighted, respectable but not extravagant.
We decided that it would be most economical for us to purchase
first class furniture and equipment which could be used for
larger quarters when we would be able to secure them.
We are incorporated as a General Law City. We have an
• administrator which is a full time job. He takes instructions
from the Council, makes investigations and recommendations.
The Council then considers these reports and acts according
to their judgement. You can see that the Attorney and the
Administrator are very important positions in the government.
Our present Administrator comes to us very highty recommended
by the County. He was in the department of the County which
deals with the contract form of government, and he knows the
people and the details of this type of government. His
pleasing personality, experience and good judgement have been
a tremendous help to us. Our Treasurer, Assistant City Clerk
and other personnel were all selected carefully, because of
their fitness for their position and we are satisfied and
proud of their performance.
We used the same caution in establishing the Planning Comm-
ission, the Traffic Commission, and the Historical Committee.
We realized the importance of surrounding ourselves with
loyal competent personnel, interested and devoted to the
progress of Rosemead and who believed in its future.
I will not presume to tell the new Council what I think they
should do. But there is one thing that has been emphasized
in this campaign which I think is ill-advised and has disturbed
me somewhat. I think that it will lead to unsatisfactory
results if such a policy is adopted.
It has to do with responsibility.
All of us are interested in the welfare and future of Rosemead.
Ih~pe that what 1 have to say will be taken in the spirit in
which it is given, that of helpful, constructive criticism.
The statement has been made several times in various forms
that "the Council will initiate legislation only when requested
by the citizens". The citizens exercised their responsibility
when they elected you to be their Councilmen to look after
the welfare of the City. It is well to talk with people and
organizations about your problems and so broaden your knowledge,
but eventually you must make the decision.
You should have the imagination, wisdom, initiative, self
confidence and the courage to make a decision and act accordingly.
You must not, cannot pass this your responsibility to someone
else. You will have to decide what is best for Rosemead and
its future. The responsibility for the welfare and the future
of 20,000 people with an income of over $300,000.00 yearly to
the City is on your shoulders. You cannot shift it to some-
one else. You can learn much from other cities by attending
• luncheons and gatherings where you can talk to their officers
about their experiences and so not have to learn by your own
experiences which can well be expensive and embarrassing.
would call your attention to the fact that your advisers
or critics are using their hindsight and are not responsible
for the results and will be quick to forget their advice to
you if the results are unsatisfactory. You are operating
with your foresight, and are responsible for the results,
cannot and will not be permitted to forget if a mistake is

made. There is a big difference.
• We started out with no funds and went in the red for almost
20,000.00. We leave the City to your care with about
~y80,000.00 in the black side of the ledger.
I appreciate and wish to thank you for your courteous
attention, and hope that your administration will be very
successful.
• 9. SEATING OF NEWLY ELECTED COUNCILMEN.
City Clerk Woollett requested Mayor pro tem Lowrey to take
the chair as the new Councilmen came forward.
10. Mayor pro tem Lowrey dedared that nominations were open for
Mayor.
Councilman Phinney stated that he would like to place in
nomination the name of a man who has proven his popularity
to the voters of Rosemead and who is available at all times
here in the City of Rosemead, Arnold C. Andersen.
Mayor pro tem Lowrey asked if there were any further nominations,
there were none.
Roll call vote as follows: Ayes: Jackman, Lowrey, Phir,ney,
Stead. Noes: None. Absent: None. Andersen abstained from
voting.
11. ELECTION OF MAYOR PRO TEM.
Mayor Andersen assumed the chair and declared that nominations
were open for Mayor pro tem.
Councilman Phinney nominated Henry E. Stead for the office
of Mayor pro tem. There were no further nominations.
Roll call vote as follows: Ayes: Andersen, Jackman, Phinney.
Noes: Lowrey. Absent: None. Stead abstained from voting.
12. STATEMENTS OF NEW COUNCILMEN.
Councilman Jackman stated that he deeply appreciated the
confidence placed in him by his friends in electing him to
this office. He stated further that he would do everything
possible, both publicly and privately to further the interests
of Rosemead - to this aim he pledged all his efforts and
talents.
Councilman Phinney stated that he would like to thank those
who elected him to office and he would do the very best job
40 that he was capable of and would attempt at all times to
represent the majority as well as the minority of the people.
Mayor Andersen stated that he wished to thank his many fine
friends who worked for his election as a councilman and the
Council for the honor of being Mayor. He stated further that
he recognized the responsibility of this office and would do
all he could to uphold the confidence which had been placed
in him. Mayor Andersen said, " I pledge my full cooperation
• and support and covet the same from you."
13. APPOINTMENT OF SANITATION DISTRICT REPRESENTATIVE.
CA Woollett recommended that the Council also appoint an
alternate representative.
Councilman Stead moved that the Mayor be appointed as
representative to the Sanitation District.
Roll call vote as follows: Ayes: Jackman, Lowrey, Phinney,
Stead. Noes: None. Absent: None. Andersen abstained from
voting.

14. CONTINUATION OF PUBLIC HEARING: ANNEXATION NO. 6.
• It was moved by Phinney, second by'Stead, that this item
be continued until the next meeting on April 26th and the
Attorney be instructed to seek a means of ending litigation
beneficial to the City of Rosemead.
Roll call vote as follows: Ayes: Andersen, Jackman, Lowrey,
Phinney, Stead. Noes: None. Absent: None.
15. RESOLUTION NO. 60-20. CLAIMS AND DEMANDS.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD
ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $6,090.21
DEMANDS NUMBERS 229 THROUGH 323.
Mayor Andersen stated that he had looked at this resolution
and that it covered all the checks issued for workers for
the various precincts and other election costs and that
perhaps it could be read by title only.
It was moved by Stead, second by Phinney, and unanimously
carried that Resolution No. 60-20 be read by title only.
It was moved by Stead, second by Phinney that Resolution
No. 60-20 be approved. Motion carried unanimously.
16. BUSINESS LICENSE ENFORCEMENT AND AGREEMENT - BUSINESS
LICENSE SERVICES.
Resolution 60-21.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD
REQUESTING ADDITIONAL LAW ENFORCEMENT SERVICES WITHIN THE
CITY OF ROSEMEAD FROM THE LOS ANGELES COUNTY SHERIFF'S
DEPARTMENT UNDER THE LAW ENFORCEMENT SERVICES AGREEMENT.
CA Woollett explained that a Crossing Guard was also
included on this resolution since it had been previously
approved by the Council. He explained further that this
business license enforcement will be at no additional cost
to the City. The County retains fees collected for this
service.
It was moved by Phinney, second by Jackman that Resolution
No. 60-21 be approved. Motion carried unanimously.
• Attorney Boyko reminded the Council that this Resolution
should have been read by title. The title of the foregoing
resolution was read by CA Woollett.
It was moved by Jackman, second by Phinney, and unanimously
carried that the Mayor and City Clerk be authorized to sign
this agreement.
• 17. APPEAL OF PLANNING COMMISSION DECISION: SONE EXCEPTION
CASE NO. 3.
It was moved b/ Lowrey, second by Phinney, and unanimously
carried that this matter be continued until Tuesday, April 26,
1960 to give the Council an opportunity to review the Minutes
of the Planning Commission.
18. PLANNING COMMISSION REQUESTS.
CA Woollett advised the Council that the Planning Commission

had requested that a suitable out of pocket expense fund
• be provided.
It was moved by Stead, second by Jackman, and unanimously
carried that a $50.00 Petty cash fund be established for the
Planning Commission, signing of receipts be necessary and
a detailed accounting kept, and such fund be subject to
audit; the Secretary of the Planning Commission to be
custodian of this fund.
CA Woollett informed the Council that the Planning Commission
had requested the purchase of a tape recorder capable of
recording up to 4 hours and necessary tapes.
It was moved by Phinney, second by Lowrey that this request
be granted.
On the advise of Attorney Boyko, Phinney, with the agreement
of second amended his motion that this item be be presented
to the Council for approval of the purchase price before
spending any money. Roll call vote as follows: Ayes:
Andersen, Jackman, Lowrey, Phinney, Stead. Noes: None. Absent:
Nooe.
19. COMMUNICATIONS.
COUNTY OF LOS ANGELES: BOARD OF SUPERVISORS: PROPOSED CITY
OF NORPARK.
it was moved by Stead, second by Phinney, and unanimously
carried that this communication be received and filed.
BOUNDARY COMMISSION: EL MONTE ANNEXATIONS NOS. 222, 225.
It was moved by Stead, second by Phinney, and unanimously
carried that these communications be received and filed.
LOS ANGELES COUNTY EPILEPSY SOCIETY: REGULAR ASSISTANCE
FUND CAMPAIGN.
It was moved by Stead, second by Jackman, and unanimously
carried, that this request be granted.
ROSEMEAD SCHOOL DISTRICT: PUBLIC SCHOOLS WEEK.
It was moved by Phinney, second by Stead, and unanimously
carried that April 24 through 30 be proclaimed Public Schools
Week.
STATE OF CALIFORNIA, DEPARTMENT OF EMPLOYMENT: HIRE A
VETERAN WEEK.
• It was moved by Jackman, second by Phinney, and uanimously
carried that May 8 to 14 be dod ared "Hire a Veteran Week."
20. MATTERS FROM CITY OFFICIALS.
Mayor Andersen wished to know if he could introduce a motion.
He was assured that he could.
It was moved by Andersen, second by Stead, that Ordinance
No. 22 be rescinded.
Councilman Lowrey stated that this ordinance had received
a lot of study before its adoption. It was not intended to
restrict the flow of news but a simple matter of regulation.
Councilman Phinney asked the Attorney if it would be possible
to postpone enforcement until a future date. Attorney Boyko
stated that by resolution the Council suspend the effective

Councilman Stead stated that we already have an anti-dumping
ordinance.

addressed the Council favoring some type of control, possibly
some sort of compromise and not necessarily Ordinance No. 22.
Pershing Stone, 3620 Dubonnet Avenue, told the Council that
he could not imagine anyone too lazy to p.ick up these throw-
away papers and that he wanted to continue to receive them.
Attorney Boyko advised the Council that an Ordinance had
been prepared to rescind Ordinance No. 22 if this was their
desire.
It was moved by Andersen, second by Stead, that Ordinance

Councilman Lowrey stated that at this time he would like
to say that he pledged his full support to the new Mayor
and Mayor pro tem, and that even though he had cast a
dissenting vote regarding the Mayor'pro.tem, which.he felt
honor bound to do due to previous actions,-he wanted to
state that he will support the Council, the Mayor.and Mayor
pro tem and pledged full. cooperation.'
Councilman Phinney stated that he wouI'&.1 ike-to also pledge
his support to the entire Council, the Mayor and the Mayor
pro tem.
Councilman Phinney stated.furttier that he would iike.to move
that, we compliment.our-retiring'Councilmen,';as:well as those
remaining on thie Council,, for passing the many,,6e.06ances-
necessary to.operate the new city, and thank hem: for their:
many hours of labor, spent for_ the Cty.'of.Ros,erimead. Motion
was seconded by Stead-arid unanimously carried.
21. COMMUNICATIONS:
CA Woollett stated that a request had been received from,
Dr. A.J. Terry on behalf of the Salvation Army, for a chari-
table solicitation permit.
It was moved by Jackman, second by Lowrey and unanimously
carried that a permit be issued to the Salvation Army for
their fund raising campaign.
CA Woollett stated the next communication was from the
• Southern California Gas Company inviting the City Adminis-
trator and the Mayor to tour their out-of-State facilities
this Friday and Saturday.
It was moved by Phinney, second by Lowrey, and unanimously
carried that the City Administrator and Mayor be authorized
to attend.
CA Woollett stated that an invitation had been received from
the League of California Cities regarding the City Clerks
Institute to be held in Berkeley, May 4th through 6th, and
recommended that the Council send the Deputy City Clerk.

It was moved by Lowrey, second by Jackman that the Deputy
City Clerk be authorized to attend with funds for necessary
expenses. Roll call vote as follows: Ayes: Andersen,
Jackman, Lowrey, Phinney, Stead. Noes: None. Absent: None.
CA Woollett stated that a letter of resignation from the
Traffic Commission had been received from Mildred Janson.
This communication was read in full by CA Woollett.
• It was moved by Stead, second by Phinney and unanimously
carried that this resignation be accepted with regrets
and a letter of sincere appreciation be sent to Mrs. Janson.
CA Woollett stated that a letter of resignation from the
Historical Committee had been received from J.B. Blue.
It was moved by Stead, second by Lowrey and unanimously
carried that this resignation be accepted with sincere
regrets and a letter of appreciation be.sent to Mr. Blue.
Councilman Phinney stated he would like to comment on
statements made earlier in the meeting regarding attendance
at various meetings. He said it was his feeling that
specific amounts should be set for lodging, travel, meals,
etc., per trip and should be pro rated if all sessions are
not to be attended.
It was moved by Lowrey, second by Stead, and unanimously
carried that the meeting adjourn. The meeting adjourned
at 10:05 o'clock p.m. Next regular meeting April 26th, 1960.
