Minutes of .Marc' 22, 1960-
A regular meeting of the City;Council of the City of Rose-
mead was held in the City Hall, 3964 North Rosemead Boulevard.
The meeting was called to order by Mayor Buchanan at 8:00
o'clock p.m.
• 1. The Pledge of Allegiance was lead by Mayor Buchanan.
2. Present: Councilmen: Buchanan, Horning, Lowrey, Stead.
Absent: Councilman Cook.
Ex officio: Watson, Woollett, Stump, Armstrong.
3. APPROVAL OF MINUTES.
It was moved by Lowrey, second by Horning and unanimously
carried that the minutes of March 15, 1960, be approved as
written.
4. TIME RESERVED FOR THOSE IN THE AUDIENCE WHO DESIRE TO
ADDRESS THE COUNCIL.
George Mitchell, 3541 North Vane Street, President of the
Rosemead Youth Association, stated that he saw that their
solicitation request was on the agenda for later in the
evening, but since he had another meeting to attend he
would appreciate the Council's consideration at this time.
These tickets will sell for $1.00 for a drawing to be held
the opening day of the baseball season.
CA Woollett read in full a letter from the Rosemead Youth
Association requesting a solicitation permit.
Councilman Horning asked if each child would be required
to sell $10.00 worth of tickets. Mr. Mitchell stated that
if a child sold $10.00 worth of tickets their insurance
and so forth would be paid, if they did not they would have
to pay their own insurance and expenses.
It was moved by Horning, second by Lowrey and unanimously
carried thatthis permit be granted with the understanding
that all children will be allowed to participate in the
sale program regardless of the number of tickets sold.
CA Woollett stated that we do not have permit forms printed
at this time but will have one made up with the necessary
blanks so that they may be used for all applicants. After
considerable discussion it was decided that these forms
should also contain an expiration date. Mr. Mitchell

Councilman Cook arrived at this time.
Paul L. Geyer, 9040 East Bentel Street, stated that some
other cities require that permits be turned in to avoid
future use. Mayor Buchanan stated that this seemed to be
a good idea.

ORDINANCE NO. 22 AMENDING THE MUNICIPAL CODE AND PROHIBITING
CERTAIN DISPOSITION OF PRINTED MATERIAL. ( 2nd READING).
ORDINANCE NO. 22. AN ORDINANCE OF THE CITY OF ROSEMEAD
AMENDING THE ROSEMEAD MUNICIPAL CODE AND PROHIBITING CER-
TAIN DISPOSITION OF PRINTED MATERIAL ON LAWNS, YARDS AND
GROUNDS.
It was moved by Lowrey, second by Horning and unanimously
carried that Ordinance No. 22 be read in title only.

It was moved by Lowrey, second by Horning that Ordinance
• No. 22 be adopted.
Miles McManus, 9307 East Ralph Street,.stated that he was
representing the Garvey Advertiser and the.Shopper, and
proposed that we follow the example of Alhambra with a
$50.00 permit fee and the.City Councit to provide various
papers with lists every three (3) months of all people who
do not want papers delivered.. Mr. McManus further stated
that some houses are a censi.derable distance from the
street and that if papers were thrown hard enough to reach
the porch someone'could be injured.
Councilman Stead stated that he would prefer a report from
the Woman's Club, Jr. Woman's Club and other organizations
because he did appreciate the.news.items in the so called
throw-aways.
Councilman Cook stated that the acceptance of.a $50.00 fee
would relieve the newspapers of the responsibility for the
activities that this ordinance seeks only to control.
Councilman Stead stated that there was apparently some dif-
ference of opinion in the meaning of the word control,...
CA Woollett read in full a communication from Barton Heiligers,;
Publisher, Post-Advocate.
Frank Schulze, 3771 North Strang Avenue, stated that he does
not want..these papers on the lawn, the porch, or at all..:
Arnold Hackman, 3765 North Strang Avenue, asked if the City,
did not have a litter law. Attorney Watson stated that the
Code does contain Section 4230 concerning dumping, but that
it was quite broad. Mr. Hackman was opposed to throw-aways...,
Mayor Buchanan stated that perhaps this ordinance was too
restrictive.
William Scales, 9321 Evansport Drive, stated that he has
paid his subscription to one of these throw-aways but
understands there are not enough subscriptions in his
neighborhood to warrant delivery, so he had to steal one .

6. RESOLUTION.NO. 60-17 ALLOWING CERTAIN CLAIMS AND DEMANDS.
RESOLUTION NO. 60-17. A RESOLUTION OF THE CITY COUNCIL
OF THE.CITY OF ROSEMEAD ALLOWING CERTAIN CLAIMS AND DEMANDS-
IN THE SUM OF $2,234.50 DEMANDS NUMBERS 214 THROUGH 228.
• It was moved by Lowrey, second by Horning and unanimously
carried that Resolution No. 60-17 be read by title only. -

carried that Resolution No. 60-17 be approved.
7; PUBLIC HEARING: ANNEXATION NO. 6.
City Attorney Watson stated that Annexation No. 6, was a
inhabited annexation requiring first that people in the
area request permission for the circulation of petitions.
Petitions are then circulated, and the City Council then
conducts a Public Hearing and property owners have the
opportunity to present protests.
Attorney Watson asked if publication requirements had been
met. City Clerk Woollett stated, yes they had.
Attorney Watson asked if proper notice had been mailed to
owners as shown on the last equalized assessment roll.
City Clerk Woollett stated, yes, mailing requirements had
been met.

voters residing in the area. City Clerk Woollett stated
that it had been determined that there are more than 12
registered voters residing in the area.

Mayor Buchanan asked if there was anyone present who desired
to address the Council regarding this matter. There was no
response from the audience.
It was moved by Cook, second by Horning that the Public
Hearing be continued to April 19th.
Louis Johnson, 4123 Baldwin Avenug asked how this action
affects residents within the area who favor becoming a part
of the City of Rosemead.
Attorney Watson suggested that the foregoing motion be
amended to read "at 81c1clock p.m.". Amendment was agree-
able to both the maker of the motion and the second. Roll
call vote as follows: Ayes: Buchanan, Cook, Horning,
Lowrey, Stead. Noes: None. Absent: None.
7,,4 COMMUNICATIONS:
LIGHTING PROGRAM: STATE DIVISION OF HIGHWAYS.
CA Woollett explained the State Division of Highways signal
modification and high intensity lighting proposal. The
entire program will cost $86,000. The State's share would
be $45,000.00, City of Alhambra $26,500.00, City of San
Gabriel $9,000.00 and the City of Rosemead $5,500.00.
The Traffic Commission has recommended the adoption of this
program. CA Woollett stated that Gas Tax Funds could be
used for this program.
Councilman Horning stated he would move adoption with one
addition - that the signal at Rosemead and Valley Boulevards
be made a three-way signal. Motion was second by Cook.
Roll call vote as follows: Ayes: Buchanan, Cook, Horning,
Lowrey, Stead. Noes: None. Absent: None.
ROAD DEPARTMENT: FLOOD CONTROL STORM DRAIN PROJECT.
CA Woollett stated he would be hapy to write the necessary
letter. Mayor Buchanan stated if there were no objections
the City Administrator would be instructed to write the
necessary letter giving the required information. There
were no objections.
S C R - 62 - STUDY: CITY STREET DEFICIENCES.
• After short discussion it was moved by Horning, second by
Lowrey and unanimously carried that the County be notified
that the City Council recommends no alterations and that
the City Council authorizes the County to submit their SCR-
62 Study in our behalf to the State.
8. TIME RESERVED FOR THOSE IN THE AUDIENCE WHO DESIRE TO
ADDRESS THE COUNCIL.
Marian Robinson, 4405 North Rosemead Blvd., told the City
Council that a health problem exists in the form of 40
goats maintained by a neighbor resulting in unpleasant

0 odors and a fly problem.
It was moved by Lowrey, second by Horning, and unanimously
carried that this matter be brought to the attention of the
City Administrator.
Mr. R. J. Strinz, 8941 Mission Drive stated the odors are
• noticable at his home also.
Burl Blue, Chairman of the Citizens Committee for Good
Government, stated the Committee was sorry that the Council-
men had been unable to attend their last meeting and would
like to extend an invitation to the Council to attend the
meeting next Wednesday. Mr. Blue stated that a question
had arisen which he was unable to answer and therefore he
would like to ask Mayor Buchanan at this time that if he
were re-elected, would he serve his full term of office?
Mayor Buchanan stated that if he were re-elected he would
certainly serve his term if possible, that it was his feeling
that it would be "sneaky" to run then quit.
John D. Phinney, 4516 N. Delta Avenue, stated that he would
like to extend an invitation to everyone present to attend
the meeting tomorrow night at Marshall School at 7:30 P.M.
Councilman Horning stated that a special meeting of the
Planning Commission was also being held at the same hour.
Councilman Lowrey asked Attorney Watson to advise the-Council
regarding the present status of Annexation No. 6. Attorney
Watson briefly outlined the various steps which had been
taken by both the City of E1 Monte and the City of Rosemead.
He further outlined the choice of actions open to the.City
of Rosemead.
It was movedby Lowrey, second by Horning, that the.City
Attorney be instructed to take legal steps and whatever
is necessary to protect the City of. Rosemead.
After a short discussion, with Attorney Watson explaining
what is meant by a mandamus action, roll call vote was as
follows: Ayes: Buchanan, Cook, Horning, Lowrey, Stead.
Noes:'None. Absent: None.
Councilman Lowrey called the Council's attention to the
California Contract Cities Conference to be held in Palm
Springs. Councilman Lowrey stated that whether the incumb-
ents or new councilmen were in office at the time, he felt
• attendance was most important, therefore, it was moved
by Lowrey, second by Horning, that the registrations and "
reservations be made, accompanied by. the necessary fees,
and that reasonable and necessary expenses be authorized
for attending Councilmen.
Roll call vote as follows: Ayes: Buchanan, Cook, Horning,
Lowrey, Stead. Noes: None. Absent: None.
• CA Woollett read a communication directed to the Mayor
requesting the City Council to authorize the Mayor to issue
a proclaimation in reference to "Save your vision." It was
moved by.Lowrey, second by Stead, and unanimously carried
that the Mayor be instructed to issue such a proclaimation.
CA Woollett introduced C. 0. Wedberg and Keith Haley of
Southern California Edison Company. Mr. Haley, Lighting
Construction Engineer outlined the proposed installation
of high intensity lighting for the business district on
Valley Boulevard.

After considerable discussion, it was moved by Horning,
second by Lowrey, that this lighting program be carried out
as soon as possible and that we install 55,000 mercury vapor
luminaires.
After considerable discussion by the Council, roll call vote
as follows: Ayes: Cook, Horning, Lowrey. Noes: Buchanan,
Stead. Absent: None.

Attorney Watson advised the Council that it would be wise
at this point to adopt Resolution No. 60-18.
RESOLUTION NO. 60-18. RESOLUTION GIVING NOTICE OF PROPOSED
ANNEXATION TO CITY OF ROSEMEAD OF THAT CERTAIN UNINHABITED
TERRITORY DESCRIBED HEREIN AND DESIGNATED "CITY OF ROSEMEAD
ANNEXATION AREA NO. 8" AND GIVING NOTICE OF TIME AND PLACE
FOR HEARING OF PROTESTS THERETO.
It was moved by Horning, second by Lowrey, and unanimously
carried that Resolution No. 60-18 be read by title only.
It was moved by Lowrey,second by Horning, that Resolution
No. 60-18 be adopted on the condition that it is not intended
to affect or terminate pending proceeding Annexation No. 6
if Annexation No. 6 is not terminated by protests of i the
owners, then Annexation No. 8 is not in effect if
Annexation No. 6 is terminated by protests of Z of the
owners then Annexation No. 8 shall be in effect.

Lowrey, Stead. Noes: Nooe. Absent: None.
It was moved by Lowrey, second by Cook, that the meeting
adjourn to April 5, 1960. Councilman Lowrey stated he
would like to amend his motion to change the time of meeting
to 5:30 o'clock p.m. at the request of Councilman Stead.
The amendment was agreeable to second and the motion carried
unanimously. Meeting adjourned at 10:22 o'clock p.m.
