1. Question: Can multiple organizations (or a coalition of non-profits) apply as a single applicant
entity? If so, how should the application’s organizational details be completed?
Staff’s Response: No, only one entity can apply under a single application.
2. Question: Should one organization be identified and designated as the Program Administrator
and thus their information be used?
Staff’s Response: The Program Administrator is the entity submitting the application.
3. Question: Would each organization need to provide a Subrecipient Agreement as part of the
RFP documentation?
Staff’s Response: Only one entity can apply under a single application, no subrecipients.
4. Question: What is meant by the date of “notice to proceed” (under Funding Timeline)?
If there are expenses incurred prior to this date, can these be reimbursed because they are
taking place during the RFP review process?
Staff’s Response: “Notice to proceed” means all of the approvals and execution of agreement
have taken place and successful bidder can move forward with project implementation.
No, expenses prior to the execution of an Agreement will not be reimbursed.
5. Question: Is there a maximum percentage of the grant request that can be directed to labor,
supplies, and materials, excluding the cost for the purchase of food item?
Staff’s Response: 5% of budget can be directed to supplies and materials. No staff (labor) cost.
6. Question: What is the minimum percentage of recipient participation who must show proof of
residency and income status in the City of Rosemead?
Staff’s Response: 100% or recipients must be Rosemead residents and have been impacted
by COVID-19. And a minimum of 51%, must be low-to-moderate income.
7. Question: Which pages of the RFP No 2020-08 needs to be completed, signed and returned?
Staff’s Response: Page 6, at the top labeled “Certifications”.

1. Question: What kind of narrative is needed of an of the subrecipients? We are planning to have
one church represent as lead agency, but we want to know what the City would like to know of
our other church and community partners?
Staff’s Response: You may provide as much information about your partners as you deemed
necessary to convey the scope of work being proposed in response to the RFP.
