Minutes of December 22, 1959
A regular meeting of the City Council of the City of Rosemead was held in
the City Hall, 3964 North Rosemead Boulevard. The meeting was called for
8:00 o'clock p.m. The meeting was called to order by Mayor Stead at
8:03 o'clock p.m.
. 1. The Pledge of Allegiance was led by Mayor Stead.
2. Present: Councilmen Buchanan, Cook, Horning, Lowrey, Stead.
Absent: None.
Ex officio: Woollett, Watson, Stump, Armstrong.
3. It was moved by Lowrey, second by Horning, and unanimously carried that the
minutes of December 8, 14 and 15, 1959, be approved as printed.
4. ORDINANCE NO. 12. ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD,
CALIFORNIA, GRANTING TO SOUTHERN CALIFORNIA EDISON COMPANY, ITS SUCCESSORS
AND ASSIGNS, A BRANCHISE TO USE AND TO CONSTRUCT AND USE, FOR TRANSMIT-
TING AND DISTRIBUTING ELECTRICITY FOR ANY AND ALL PURPOSES, POLES, WIRES,
CONDUITS AND APPURTENANCES, INCLUDIl4G COMMUNICATION CIRCUITS NECESSARY
OR PROPER THEREFOR, IN, ALONG, ACROSS, UPON, OVER AND UNDER THE PUBLIC
STREETS, WAYS, ALLEYS AND PLACES WITHIN THE CITY OF ROSEMEAD. (2nd reading).
It was moved by Cook, second by Lowrey, and unanimously carried that
Ordinance No, 12 be read by title only.

5. ORDINANCE NO. 13. AN ORDINANCE OF THE CITY OF ROSEMEAD GRANTING TO SOUTH-
ERN COUNTIES GAS COMPANY OF CALIFORNIA, A CORPORATION THE RIGHT, PRIVILEGE
AND FRANCHISE TO LAY AND USE PIPES AND APPURTENANCES FOR THE TRANSMITTING
AND DISTRIBUTING GAS FOR ANY AND ALL PURPOSES UNDER, ALONG, ACROSS OR
UPON THE PUBLIC STREETS, WAYS, ALLEYS AND PLACES, AS THE SAME NOW OR MAY
HEREAFTER EXIST, WITHIN SAID MUNICIPALITY. (2nd reading).
It was moved by Cook, second by Lowrey, and unanimously carried that
Ordinance No. 13 be read by title only.

6. Application for Franchise and Resolution No. 90 Declaring Intention to
Grant Gas Franchise to Southern California Gas Company.
It was moved by Cook, second by Lowrey, and unanimously carried that said
Application be acknowledged, accepted and filed.
RESOLUTION NO. 90. RESCLUTION BY CITY COUNCIL OF THE CITY OF ROSEMEAD
DECLARING ITS INTENTION TO GRANT THE GAS FRANCHISE APPLIED FOR BY
SOUTHERN CALIFORNIA GAS COMPANY UNDER DIVISION 3, CHAPTER 2 OF THE
PUBLIC UTILITIES CODE OF THE STATE OF CALIFORNIA, KNOWN AS THE FRANCHISE
ACT OF 1937.
It was moved by Lowrey, second by Cook, and unanimously carried that
Resolution No. 90 be read by title only.
It was moved by Lowrey, second by Horning, that Resolution No. 90 be approved.

Resolution No. 90 sets the protest hearing for January 26, 1960, 8:00
o'clock p.m., at the City Hall, 3964 North Rosemead Boulevard.
7. RESOLUTION NO. 91. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD ALLOWING CFRTAIN CLAIMS AND DEMANDS IN THE SUM OF $,562,186
DEMANDS NUMBERS 120 THROUGH 129.

8. Division of Highways: Investigation of Traffic Conditions.
• It was moved by Lowrey, second by Horning, that this communication be read
in full.

this communication be received and filed.
9. Los Angeles County Flood Control District: Storm Drain Projects.
Attorney Watson stated at first reading he had some reservation concerning
this agreement, but after careful study feels it would not be detrimental
to the city.
It was moved by Lowrey, second by Cook, that this agreement be approved.

10. City of Torrance: Protesting Spending of Funds by County.
It was moved by Lowrey, second by Cook, and unanimously carried that this
communication be read in full.

11. Rosemead Parks, Recreation and Parkway District No. 8: Recreation Survey
Recommendations.
It was moved by Lowrey, second by Horning, and unanimously carried that
this communication from Helen HasBrouck be read in full.

Jim Clayton, 9346 E. Marshall Street, stated the Park Board needsAmmediate
answer since their budget is due in January.
It was moved by Lowrey, second by Cook, and unanimously carried that this
matter be referred to the City Administrator unless the Mayor had a
recommendation.
12. California Aerial Surveys, Inc.: Aerial Photographic Coverage, Rosemead.
It was moved by Lowrey, second by Cook, and unanimously carried that this
matter be referred to the City Administrator for further suudy. City
Administrator to make a recommendation to the City Council.
• 13. MATTERS FROM CITY OFFICIALS:
Councilman Lowrey stated that Dick Reid and Jim Siegfried, President and
Secretary of the Rosemead Rotary Club, were present and he felt the council
should take the opportunity to express its appreciation to the local
Rotary Club for the flags and standard recently presented to the city..
Motion was seconded by Cook, and unanimously carried.
CA Woollett stated that December 15, 1959 was the date scheduled for
Annexation No. 2 protest hearing. Said hearing was continued until tonight.
It would appear that we do have a majority of protests. Attorney Watson
stated that technically some of these protests could be overruled
on technical grounds be recommended that the council should recognize
all protests.
It was moved by Horning, second by Lowrey that the 81ty Council finds and
determines that a majority of protests were filed in Annexation No. 2
by reason thereof Annexation No. 2.terminated as of 8:00 o'clock p.m.,
December 15, 1959. Roll Call vote as follows: Ayes: Buchanan, Cook,
Horning, Lowrey, Stead. Noes: None. Absent: None.

CA Woollett requested permission to close the City Hall at 1200 hours on
December 24 and 31. It was moved by Lowrey, second by Buchanan, and
unanimously carried that this request be approved. .
CA Woollett requests that he be permitted to take one day vacation on
December 24.' It was moved by Lowrey, second by Cook, and unanimously
carried that this request be granted.
• Attorney Watson suggested that Resolution No. 92 be adopted to clarify
the statis of Annexation No. 6.
RESOLUTION NO. 92. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD ACKNOWLEDGING THE RECEIPT OF NOTICE OF INTENTION TO CIRCULATE
A PETITION FOR THE ANNEXATION OF TERRITORY DESIGNATED AS "ANNEXATION
AREA NO. 61, AND IN AFFIDAVIT OF PUBLICATION THEREOF AND APPROVING THE
CIRCULATION OF THE PETITION.
It was moved by Lowrey, second by Horning, that Resolution No. 92 be
approved. Roll Call Vote as follows: Ayes: Buchanan, Cook, Horning,
Lowrey, Stead. Noes: None. Absent: None.
RESOLUTION NO. 93. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD AUTHORIZING EMPLOYMENT.
It was moved by Lowrey, second by Buchanan, and unanimously carried that
Resolution No. 93 be read by title only.

It was moved by Lowrey, second by Cook, and unanimously carried that
