2021-2029 Housing Element Update
INTRODUCTION
The City of Rosemead (City) is seeking proposals from qualified firms or individuals to provide
consulting services to prepare the City’s 2021-2029 Housing Element Update (HEU) for
certification by the California Department of Housing and Community Development (HCD) by
the deadline of October 15, 2021. The project will also include preparation and completion of
project related General Plan, Zoning Code, and Zoning Map amendments for any
inconsistencies, updates, and/or zone changes that may be created and/or required by the
HEU, and to process the amendments to the General Plan, Zoning Code, and Zoning Map
concurrently with the HEU. In addition, the project will also include the preparation of all
applicable environmental studies.
The current Housing Element was certified by HCD in 2013 and shall serve as a foundation for
updating the Housing Element. The selected consultant shall evaluate: 1) the effectiveness of
the housing programs, goals, policies; 2) the production of housing units at all income
categories; 3) identification of housing characteristics; 4) update of the Regional Housing Needs
Assessment (RHNA); 5) analysis of special housing needs; and 6) the identification of new State
Housing Law and programs.
BACKGROUND
The City of Rosemead is a suburb located in the San Gabriel Valley, 10 miles east of downtown
Los Angeles. It is bounded on the north by the cities of Temple City and San Gabriel, on the
west by Monterey Park, Alhambra, and the unincorporated Los Angeles County community of
South San Gabriel, on the south by Montebello, plus by El Monte and South El Monte on the
east. The City is 5.5 square miles (2,344-acres) in size.
Rosemead is a working-class suburb with a diverse population base. According to the 2010
Census, the City had a population of 53,764. The estimated makeup of the City was 4.7% White,
0.3% African American, 60.3% Asian, 33% Hispanic/Latino (of any race), and 0.7% Non-Hispanic
Other. As a substantially built-out city, Rosemead only added 259 residents to its population
during the last decade (2000-2010).
Rosemead operates under the Council/Manager form of government. The City Council is
elected at large to four years, overlapping terms. The Mayor is elected by a majority vote of the
City Council and rotates each year. The City Manager is appointed by and serves at the pleasure
of the City Council. Gloria Molleda has served as City Manager since 2018.
The Community Development Department serves under the direction of the Director of
Community Development, Angelica Frausto-Lupo. The Community Development Department
combines the functions of Planning, Building & Safety, Economic Development, and Housing.

PROJECT OVERVIEW
The consultant shall be responsible for undertaking all necessary steps for completing the
preparation of the HEU and processing the HEU in accordance with HCD guidelines and
requirements. The consultant shall submit the HEU to HCD for review and complete all
necessary changes and required revisions in accordance with HCD’s findings and
recommendations. Final documents must be complete, accurate, defensible, and compliant
with state laws. The updated Housing Element must address the City’s Regional Housing Needs
Assessment (RHNA) allocation. Southern California Association of Governments (SCAG), in
consultation with HCD, will develop the Draft 2020 Allocation Plan, including the City’s
allocation, separated into four income categories. SCAG anticipates that it will adopt the final
RHNA allocation in October 2020. The City anticipates utilizing Local Early Action Planning Grant
Application funds to hire a consultant to assist staff in developing the HEU. The estimated
award amount that the City is proposing to utilize for the Housing Element update is $75,000.
The Housing Element update project shall be guided by the following objectives:
• Comply with all City and State legal and regulatory requirements
o A complete analysis of the specific housing needs and an inventory of the
resources and constraints relevant to addressing the housing needs;
o An inventory of land suitable for residential development to meet the City’s
housing needs – This includes existing sites or sites to be rezoned;
o Identification and analysis of potential and actual governmental constraints;
o Identification of specific programs to implement the policies and goals; and,
o Other analysis, policies, and goals required to comply with applicable State law.
• Produce a compressive document that addresses current and projected housing
conditions and needs in the City
• Ensure residents and stakeholders are engaged and participate in the update process to
facilitate community buy-in
• Achieve milestones with sufficient time for City and state oversight and review
• Effectively coordinate with other consultants and City staff.
The consultant shall assist staff with the Regional Housing Needs Assessment (RHNA) and
Housing Element update, pursuant to the State of California Government Code Sections 65580-
65589.11, and shall accomplish the following tasks:
Task 1: Project Administration
Task 1.1: Project Kick-Off Meeting
Consultant will schedule a kick-off meeting with City staff to discuss project expectations
regarding coordination, reporting, deliverables and all relevant project information.
Consultant will prepare a meeting summary with project goals, objectives and action
items.

Task 1.2: Project Schedule Development
Consultant will work with City staff to finalize a project schedule within ten (10) working
days and after the kick-off meeting that includes tasks and milestones for certification of
the Housing Element by State HCD no later than October 15, 2021. The schedule shall:
• Identify project milestones (tasks) with time for staff review of work products
throughout the project
• Include public outreach timeline with public meetings and anticipated
commission and council hearings, workshops, and study sessions
• Include outreach in compliance with SB 18 and AB 52 regulations
• Include anticipated environmental review timeline
• Include timelines for response to State HCD review and State HCD certification of
the Housing Element Update and city staff review times
Work Product(s): Project Schedule
Task 1.3: Project Coordination
Consultant’s project manager will meet with city staff, when needed, for progress
meetings over the course of the project to review status to ensure objectives and
milestones are being achieved. At the city’s discretion, these meetings may be
conducted as a conference call or in person at the City’s offices. Consultant will prepare
a meeting summary, including action items, for each meeting. Consultant will
coordinate with staff to create and make presentations to the City and/or stakeholders
as necessary.

Task 2: Housing Element Update- Existing Conditions, Issues, Opportunities, and Challenges
Task 2.1: Current Housing Element Review
Review and evaluate the current Housing Element to determine the revisions that must
be made to comply with current State law and HCD requirements and ensure
certification of the completed Housing Element amendment. Identify all obsolete
information, tables, exhibits and illustrations. Prepare an analysis of the City’s progress
towards meeting the identified goals, policies, and programs since the adoption of the
current Housing Element in the previous cycle (2014-2021).
Task 2.2: Housing Assessment and Needs Analysis
Complete a housing assessment and needs analysis pursuant to State housing law. The
Consultant will obtain and analyze demographic, economic, infrastructure and housing
data needed to complete this task.
Task 2.3 Housing Parcel Identification Analysis

Prepare an adequate sites analysis showing the relationship between the City's RHNA
allocation, and the City’s dwelling unit capacity, availability of potential housing sites
based on zoning, infrastructure, and General Plan policies, requirements, and
limitations. Consultant will also work with staff to identify potential zoning strategies to
address need for additional housing unit capacity. Potential zoning strategies could
include the rezoning of sites to accommodate for the City's RHNA allocation.
Task 2.4 Housing Production Constraints Analysis
Identify programmatic, physical, and financial housing resources available in the City. In
addition, Consultant will identify governmental and nongovernmental constraints to
housing production. This work will include review of existing city regulations, codes, and
standards related to housing. Where constraints exist, the Consultant will propose
strategies to address them.
Task 2.5 General Plan Consistency
Revise the Housing Element to ensure consistency with other General Plan elements,
compliance with State law, and certification by October 2021.
Task 2.6 Revised Maps and Figures
Revise maps and figures in the Housing Element and other elements of the General Plan
to ensure consistency throughout the General Plan document.
Task 3: Facilitation of Review of Draft Housing Element and Approval of Final Housing
Element
Task 3.1 Ongoing Staff Review Draft of Housing Element Sections
As work progresses, Consultant will provide drafts of each Housing Element section for
review. Consultant is expected to coordinate with City staff to provide adequate time
for review and discussion of revisions for each section.

Task 3.2 Draft Housing Element
Consultant will work with City staff to review comments/suggestions on previous
versions. Consultant will incorporate revisions and prepare a final draft Housing Element
using Microsoft Word, in the established City format, for public review and comment
and will submit draft to HCD as required for review. Consultant will facilitate ongoing
consultations with HCD to ensure compliance with applicable State guidelines and
requirements. This will include conducting the proper public outreach and notifying
interested parties and agencies.

Task 3.3 Final Draft of Housing Element
Following public review and comment period, consultant will prepare the final Housing
Element in response to comments from State HCD, responsible agencies, City staff, the
Planning Commission, City Council, and the public.

Microsoft Word format, one (1) USB copy
Task 3.4 State Certification and City Adoption
The Consultant will facilitate state review and certification of the Housing Element.
Upon adoption of the Final Draft Housing Element by the City Council, the Consultant
will prepare a final version of the documents for inclusion in the General Plan
document. The Consultant will prepare and submit requiring filings with State agencies
and County Recorder’s Offices.
Work Product(s): One hard copy and one electronic copy of all submitted filings with
State Agencies and County Recorder’s Offices, in both PDF and Microsoft Word Format
Task 3.5 Public Noticing
The Consultant will prepare and carry out the appropriate public noticing and required
consultations and notifications for HEU per local and State regulations. Consultant shall
coordinate with City staff to allow for adequate review and oversight of noticing
materials and activities. In addition, the consultant is expected to carry out appropriate
tribal noticing and consultation in accordance with statutory timelines.
Work Product(s): One hard copy and one electronic copy off all notices in both PDF and
Microsoft Word Format
Task 4: Community Engagement and Public Hearings
Task 4.1 Community Outreach
Consultant will conduct the appropriate number of community outreach meetings that
meets State HCD standards and meaningfully engages a broad array of community
interests in the Housing Element update process. Consultant is expected to prepare
branded outreach materials for distribution and communication/advertising purposes.
Work Products: Electronic copies of all branded outreach materials for distribution and
communication/advertising purposes.
Task 4.2 Public Hearings/Presentation Materials
Consultant will prepare staff reports, exhibits, and presentations to the Planning
Commission and City Council for staff to review. Consultant will also be prepared to
attend all public hearings held by the Planning Commission and/or City Council.

Task 5: Environmental Analysis
Task 5.1 Environmental Determination
Consultant will conduct an initial environmental review of the project and complete an
initial study checklist on the HEU in compliance with local requirements, California
Environmental Quality Act (CEQA) requirements (Public Resources Code 21000 et. seq)
and the State CEQA Guidelines (California Code of Regulations, Section 15000 et. seq).
Please note: Since the level of environmental review has not yet been determined, the
portion of the proposal responsive to Task 5 shall include two scopes of work: one for
each of the potential levels of environmental review (Mitigated Negative Declaration or
an Environmental Impact Report).
Task 5.2 Draft of Environmental Analysis
Consultant will prepare a draft environmental document in compliance with CEQA and
submit for a minimum 30-day internal staff review period. After City staff provides
comments on the draft document, consultant shall update draft to incorporate
comments and other technical analysis as needed.
Work Products: Three hard copies and one electronic copy in both PDF and Microsoft
Word Format
Task 5.3 Environmental Noticing, Outreach and Filing
Consultant will conduct all required outreach, noticing and filing of notices and
documents for the environmental review of the HEU. If necessary, consultant shall
produce the Notice of Preparation (NOP) and Notice of Scoping meeting, subject to City
staff review. This includes preparing notices and mailings for SB 18 and AB 52
compliance, and completing response to comments. Consultant shall also be responsible
for preparing materials for, presenting at, and attending public scoping meeting, if
necessary.
Work Products: One hard copy and one electronic copy of all notices and filings in both
PDF and Microsoft Word Format
Task 5.4 Final Draft of Environmental Analysis
Consultant will coordinate with City staff to review and consider comments/suggestions
received on previous version. After City staff provides comments on the draft document,
consultant shall update draft to incorporate comments and other technical analysis as
needed (allowing for at least two rounds of review). Consultant will review public
comments, incorporate revisions and prepare final draft of environmental document for
City of Rosemead – 2021-2029 Housing Element Update Request for Proposal No. 2020-09

public review and comment.
Work Products: Twenty hard copies, one electronic copy in both PDF and Microsoft
Word Format, one (1) USB copy
Task 5.5 Adoption
As needed, Consultant shall prepare final findings of fact and statement of overriding
considerations, and provide to City for review prior to distribution. Prepare and submit
requiring filings with State agencies and County Recorder’s Offices.

FIRM QUALIFICATIONS
In selecting one firm to provide these services, the City of Rosemead seeks the following
qualifications:
1. Education, experience, and background in environmental consulting.
2. Qualifications of the Proposal Team. Has the firm been in this type of business for a
reasonable length of time? Are referenced prior consulting engagements clearly related
to the scope of services desired? Were clients of this firm satisfied that they received
high quality professional work?
3. Adequacy of the consultant’s staff to perform the work, including sufficient depth of
staff to ensure completion in the event the assigned principals or project managers are
unable to perform their duties.
4. Outstanding communication and work skills, including the ability to work in a team
environment within a demanding public atmosphere.
5. Documentation of errors and omissions insurance, other insurance as required by City
policy, and equal employment opportunity as required by law.
6. For continuing services subject to annual renewal, willingness to participate in an annual
cost-effectiveness and performance evaluation in writing by the City’s Finance Director
and Community Development Director prior to contract renewal.
PROPOSAL REVIEW
Selection will follow these steps:
1. Proposal Review: Upon receiving a satisfactory number of proposals, candidates and
firms will be evaluated by Community Development personnel. If needed, the best-
qualified firms will be invited to participate in an interview.

2. Interview: If needed, a panel consisting of at least three (3) staff members from the City
of Rosemead will interview firm/s. Each firm will be given one hour, with the first 10
minutes allocated for a brief presentation. Work samples are encouraged; fancy audio-
visual presentations are discouraged.
3. Professional Services Agreement: Upon identification of a preferred provider, the
Director of Community Development or his/her designee will request a Professional
Services Agreement subject to negotiation of precise work program, terms of payment,
and other City requirements.
PROPOSAL CONTENTS
All proposals shall include the following material:
1. Contact Information: name, address, phone number, e-mail and any other means of
reaching the firm.
2. Firm Profile: including size and organization, rates, functions and capabilities, and firm
philosophy.
3. Relevant Experience and Skills: focusing on the specific needs identified in this proposal,
including a description of at least three (but no more than six) prior assignments of the
firm providing the most recent examples in which services similar in scope to those
outlined in this RFP. Each description must be limited to one page. For each of these
prior assignments, provide the following:
a. The name of the organization, mailing address, contact name and telephone
number. The dates during which the services were performed.
b. A summary of the products delivered for the contracted work.
4. Project Approach, where applicable, including an outline of how services would be made
available to the City.
5. Project Team, including precise designation of responsible principals and project
manager handling day-to-day work program; names and resumes of back-up personnel
supporting the project manager; and designation of an alternate project manager in the
event illness or other occurrence prevents the project manager from overseeing the
contract.
6. Resumes of Key Project Personnel demonstrating experience and capabilities in the
subject areas requested.

7. Documentation of Recent Projects specifically addressing the types of work products
and activities contained in the request for proposals; the budget employed; references
or contacts currently available to answer City questions.
8. Current and Accessible References. References must have experience with the
particular individuals assigned rather than to the firm. Proposal should be clear and
correct with respect to what firm the respondent was with when performing the work.
9. Falsification of work experience by documenting projects not handled by the firm or
individuals will be grounds to eliminate the proposal from further consideration.
10. Cost breakdown. All proposers must provide an itemized spreadsheet documenting the
cost on a task-by-task basis for completing the entire project. Important, but not
necessary, items may be listed as “optional tasks.” The spreadsheet shall identify
personnel and the expected amount of time each team member will devote to each
task. The budget must be all-inclusive with overhead and/or reimbursable expenses
identified for each task. Hourly rates shall be included for all project team members.
11. Timeline. A detailed timeline should be provided for the project.
