The Pledge of Allegiance was led by Mayor Stead: 2. Present: Counciimeh euchanah, Cook, Horning, Lowrey, Stead. Absent: None. Ex officio: Woollett, Stump, Watson, Armstrong! 3. The approval of minutes was waived. 4. City Attorney Watson stated that this was the time set for protest hearing for proposed Annexation No. 2. To establish jurisdictional facts, Attorney Watson asked if the affidavits of publication were on file showing publication in 2 papers, in and out of the City. CA Woollett stated these affidavits were on file. City Attorney Watson asked if the proof of posting was on file. CA Woollett stated it was. Attorney Watson asked if prof of mailing was on file. CA Woollett stated proof of mailing was on file. Attorney Watson asked if Proposed Annexation No. 2 contained less than 12 registered voters. CA Woollett stated this was true. Attorney Watson stated the jurisdictional facts had been established and it was in order to proceed. Attorney Watson asked if any written protests had been filed. CA Woollett stated that written protests had been filed but there had not been time to tabulate these protests. Mayor Stead inquired if there was any one in the audience who desired to be heard at this time. There was no answer from the audience. Attorney Watson asked if Jennie Kaplan was present. She was not. Attorney Watson stated the record should show that according to the assessment rolls Jacob Kaplan is listed as owner of 7 parcels. Jacob Kaplan, 821 Traction Avenue, Los Angeles 13, California. The assessment roll lists I parcel to Jennie Kaplan • at the same address. No protests have been filed by Jacob Kaplan and none purported to be in his behalf. Tag Manning, El Monte City Engineer was asked if he could enlighten the Council. M.P. Manning stated he believed these protests had.been delivered by Mr. Kenneth Botts. Attorney Watson stated there were further protests apparently signed by Fred. F. White, E1 Fox Properties, Stoke and Rackow, accord- ing to the assessment rolls these names do not appear. Mayor Stead again inquired if there was any one in the audience who wli_shed to speak. ;There was no response from the audience. It was moved by Lowrey, second by Horning, that the hearing be closed and the Council await the findings of the City Administrator concerning protests filed. Mayor Stead introduced Mayor Dale Ingram of the City of E1 Monte. 6. CA Woollett informed the Council that bids from two election suppliers had been received. It was moved by Lowrey, second by Buchanan, that CA Woollett Y • n L I • investigate election suppliers and be authorized to hire the company of his cboice. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD RESCINDING RESOLUTION NO. 78 AND TERMINATING ANNEXATION • PROCEEDINGS. It was moved by Lowrey, second by Horning] and unanimoUsly carried that this resolution be read by title only. _ It was moved by Lowrey- second by Horning that Resolution No. 85 be approved. Roil call vote as follows:- Ayes:. Buchanan, Cook, Horning, Lowrey, Stead. Noes: None. Absent: None. 8. RESOLUTION NO. 86. RESOLUTION GIVING NOTICE OF:PROPOSED ANNEXATION TO CITY OF ROSEMEAD OF THAT CERTAIN UNINHABITED TERRITORY DESCRIBED. HEREIN AND DESIGNATED "CITY OF ROSEMEAD ANNEXATION AREA NO. 3" AND GIVING NOTICE OF TIME AND PLACE FOR HEARING OF PROTESTS THERETO. It was moved by Lowrey, second by Cook, and unanimously carried that Resolution No. 86 be read by title only. It was moved by Horning, second by Lowrey, that Resolution NO. 86 be approved. Roll call vote as follows: Ayes: Buchanan, Cook, Horning, Lowrey, Stead. Noes: None. Absent: None. 9. RESOLUTION NO. 87. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD RESCINDING RESOLUTION NO. 79 AND TERMINATING ANNEX- ATION PROCEEDINGS. It was moved by Lowrey, second by Cook, and unanimously carried that this resolution be read by title only. It was moved by Cook, second by Buchanan, that Resolution No, 87 be approved. Roll call vote as follows: Ayes: Buchanan, Cook, Horning, Lowrey, Stead. Noes: None. Absent: None. 10. RESOLUTION NO. 88. RESOLUTION GIVING NOTICE OF PROPOSED ANNEX- ATION TO CITY OF ROSEMEAD OF THAT CERTAIN UNINHABITED TERRITORY DESCRIBED HEREIN AND DESIGNATED "CITY OF ROSEMEAD ANNEXATION AREA NO. 41" AND GIVING NOTICE OF TIME AND PLACE FOR HEARING OF PROTESTS THERETO. It was moved by Cook, second by Lowrey, and unanimously carried that this resolution be read by title only. • It was moved by Cook, second by Lowrey, that Resolution No. 88 be approved.
