carried that the Minutes of October 2$, 1959 be approved as
corrected.
It was moved by,Buck han, second by Lpwi~'- i and unanimously
carried that the MlhUtes of November 4, 1959 be approved.

THE COUNCIL.
Maude Floren, 3667 North Charlotte Avenue, stated that she
was an opponent to Annexation No. 1 and wished to know what
action had been taken at this time.
CA Woollett stated that the petitions had been submitted to
the Registrar of Voters to be checked for sufficiency, petitions
were rot sufficbnt at this time and an additional 10 days was
granted to obtain the required number of signatures. Petitions
were submitted to the Registrar of Voters on November 9, 1959
for checking and at this time were declared insufficient.
It was moved by Cook, second by Lowrey, that the City Council
find and determine that the petition for Annexation No. 1 is
not signed by the required one-fourth of the qualified elector-
ate. Pursuant to Section 65116 of the Government Code all
proceedings in Annexation No. 1 be declared null, void and
terminated. Roll call vote as follows: Ayes: Buchanan, Coek,
Horning, Lowrey, Stead. Noes: None. Absent: None.
Carl Fossette, Field Secretary of the Upper San Gabriel Valley
Water Association addressed the Council in regard to a proposed
resolution in support of the formation of a Water District.
City Attorney Watson clarified for the benefit of the Council
and the audience that if the Water District receives a favorable
vote in the coming election, a new municipal entity will be
created with the authority to levy and collect taxes.
After discussion by the Council it was decided to consider the
resolution concerning this matter at this time.
4. RESOLUTION NO. 75 APPROVING THE FORMATION OF A WATER DISTRICT
• IN UPPER SAN GABRIEL VALLEY.
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD APPROVING
THE FORMATION OF A WATER DISTRICT IN UPPER SAN GABRIEL VALLEY.
Resolution No. 75 was read in full by CA Woollett.
It was moved by Low:- y, second by Buchanan, that Resolution
No. 75 be approved. Roll call vote as follows: Ayes: Buchanan,
Cook, Horning, Lowrey, Stead, Noes: None. Absent: None.
5. ORDINANCE NO. II AMENDING MUNICIPAL CODE ARTICLE IX CHAPTER 1
AND ADOPTING THE COUNTY ZONING ORDINANCE.
AN ORDINANCE OF THE CITY OF ROSEMEAD AMENDING CHAPTER I OF
ARTICLE IX OF THE ROSEMEAD MUNICIPAL SODE AND ADOPTING THE
ZONING ORDINANCE OF THE COUNTY OF LOS ANGELES BY REFERENCE.
It was moved by Lowrey, second by.took, that Ordinance No:. 111
be adopted.. Roll call vote as follows: Ayes: Buchanan, Cooki

CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $2,205.28 DEMANDS
NUMBERS 83 THROUGH 98.
It was moved by Cook, second by Lowrey, and unan'imous)y carried
that Resolution No. 76 be read by title only.

COMMUNICATION FROM COUNTY OF LOS ANGELES, BOUNDARY COMMISSION:
PROPOSED ANNEXATIONS NOS. 211, 212, 213 TO THE CITY OF EL MONTE.
It was moved by Lowrey, second by Cook, and unanimously carried
that these communications be received and filed.
9.
COMMUNICATION FROM COUNTY ENGINEER: VACATION.OF EAST CHESTNUT
STREET.
It was moved by Cook, second by Lowrey, that this communication
be referred to the C.ity Administrator for further study. Roll
call vote as follows: Ayes: Buchanan, Cook, Horning, Lowrey,
Stead. Noes: None. Absent: None.
10. COMMUNICATION FROM THE CITY OF SOUTH GATE: ELIMINATION OF TAX
RATE SCHEDULE FROM COUNTY TAX BILL.
It was moved by Horning, second by Lowrey, and unanimously
carried that this communication be received and filed.
MATTERS FROM CITY OFFICIALS.
Councilman Lowrey stated that he felt notice should be taken of
the new store fronts being constructed at the present time on
Valley Boulevard, the improvements are certainly a credit to
the new city and he feels these improvements are due in part
to the pride taken in being an incorporated city.
Councilman Buchanan stated that everyt';ing worthwhile starts
with a dream and if present dreams materialize this can be
• "the City" of the San Gabriel Valley. Buchanan further stated
he felt that the history of Rosemead should be written now,
that a committee should be appointed to compile this information
possibly three people at the present time with additional
members to be appointed later.
CA Woollett read a communication from the law firm of Anderson,
Adams and Bacon in regard to a palmistry license.
It was moved by Cook, second by Lowrey, and unanimously carried
that this matter be referred to the CA for further study.

• CA Woollett requested authority to hire another girl to work
for the City.
It was moved by Lowrey, second by Horning that the authority
to hire another employee be granted to the City Administrator.
Roll call vote as follows: Ayes: Buchanan, Cook, Horning,
Lowrey, Stead. Noes: None. Absent: None.
• Councilman Cook stated he would like to commend the Los Angeles
Times on the first article in the four article series that they
are running on the City of Rosemead.
Mayor Stead stated that he felt that the Rosemead Chamber of
Commerce and Parade Manager Harry Tullar should certainly
be commended on the Annual Rosemead Halloween Parade.
It was moved by Horning, second by Cook, and unanimously carried
that the meeting adjourn. Meeting adjourned at 9:12 p.m.
