September 23, 1959
A regular meeting of the City Council of the City of Rosemead was held
in the City Hall, 3964 North Rosemead Boulevard. The meeting was called
to order by mayor Stead at 8:00 p.m. '
• 1. The pledge of allegiance was lead by Mayor Stead.
2. Present: Councilmen: Buchanan, Cook, Lowrey, Stead.
Absent: None.
Ex officio: Woollett, Ferguson, Stump, Armstrong.
3. It was moved by Lowrey, second by Cook, and unanimously carried that the
minutes of September 16, 1959 be approved as written.
Burl Blue, 9313 DeAdalena Street, representing the Rosemead Kiwanis Club
introduced their president, Jack Adams. Mr. Adams explained that the
Kiwanis Club has conducted a benefit program for the Rosemead Girl Scouts
for the past two years. Through this program the Kiwanis have been able
to contribute over $2,000.00 to the Girl Scout Camp Fund. This benefit
will be conducted again this year and in connection with the program, the
City Council is requested to proclaim Tuesday, October 27, 1959 as Rosemead
night at the Pasadena Playhouse.
It was moved by Lowrey, second by Cook, and unanimously carried that
October 27, 1959 be declared Rosemead night at the Pasadena Playhouse.
Eugene F. Crabtree, 9450 East Ralph Street, wished to know if the City
of Rosemead had any law which prohibited door to door selling.
Attorney Ferguoon stated that at the present time Rosemead has no restrict-
ions on door to door selling but that this will probably be taken care of
by the first of the year, with the twofold purpose of regulation and the
raising of revenue.
Richard Bowen, 9433 East Valley Boulevard, stated that the present speed
limit on Mission Drive in front of the High School is 35 miles per hour
and he feels that this should be reduced to conform to other school zones.
This matter referred to CA Woollett.
4. ORDINANCE N0. 7 PROHIBITING PARKING ON A PORTION OF THE WEST SIDE OF
ROSEMEAD BOULEVARD. (1st reading)
AN ORDINANCE OF THE CITY OF ROSEMEAD AMENDING CHAPTER 3 OF ARTICLE III
OF THE ROSEMEAD MUNICIPAL CODE AND PROHIBITING PARKING ON A PART OF
ROSEMEAD BOULEVARD.
It was moved by Cook, second by Lowrey, and unanimously carried that
Ordinance No. 7 be read by title only.
It was moved by Buchanan, second by Lowrey, that Ordinance No. 7 pass the

5. ORDINANCE NO. 8 AMENDING MUNICIPAL CODE RELATING TO CIVIL DEFENSE AND

• Councilman Horning was sworn in by the City Clerk, William Woollett, Jr.

15. ORDINANCE NO. 9 AMENDING THE MUNICIPAL CODE ESTABLISHING COMMERCIAL LOAD
LIMITS ON CERTAIN STREETS WITHIN THE CITY OF ROSEMEAD. (Urgency measure)
AN ORDINANCE OF THE CITY OF ROSEMEAD AMENDING THE MUNICIPAL CODE BY
• ADDING SECTION 3305 TO THE SAID MUNICIPAL CODE, WHICH SECTION PROHIBITS
THE USE OF CERTAIN CITY STREETS BY VEHICLES EXCEEDING A MAXIMUM GROSS ~
WEIGHT LIMIT OF MORE THAN 4000 POUNDS.
Ordinance No. 9 being an urgency measure, was read in full by CA Woollett.
On recommendation of Attorney Ferguson, it was moved by Lowrey, second
by Cook, and unanimously carried that letters from the Los Ange''as County
Sheriff's Department and the Los Angeles County Road Department be spread
in full in the official record of the meeting.

Gentlemen:.
Pursuant to your request for information concerning the additional
traffic enforcement necessary should a commercial business be established
in the vicinity of Whitmore and Driggs Streets in your City, I have asked
Capt. C. H. Kuiper of my Temple Station to explore the matter
He tells me the area of concern is bounded, generally, by Rosemead
Boulevard to the east, Garvey Avenue on the south, Rosemead Place to the
west and the San Bernardino Freeway to the north, and in order to reach
this location it is necessary to travel via residential streets.
The establishment of a commercial business in an area which has hereto-
fore been residential will impose an additional burden on the traffic
enforcement facilities, now minimal in your City, since it will be
necessary for commercial vehicles, including possibly semi-trucks, to
use streets designed and engineered for residential use.
In addition to the commercial vehicle traffic, additional traffic
congestion will be caused by personnel necessary for the operation of
the plant. Sullivan and Whitmore Streets, both of which will likely be
used for ingress and egress, are narrow streets without sidewalks and
curbs. Therefore, it is necessary for any pedestrian to walk on the
street. The natural increased vehicular travel on these streets is, of
course, an added hazard because of the many children of school age and
less who reside in the community.
In summary, it has been the experience of this Department that when a
commercial establishment is placed adjacent to a residential area,
traffic congestion and the enforcement problem in the residential area
increases.

• Under the provisions of Section 714 of the California Vehicle Code,
which defines four inches of combined roadway material as being an
improved roadway, weight reductions may be imposed on the first three
streets of the above list of streets. However, we direct your attention
to Section 713 of the California Vehicle Code which covers the reducing
of weight limits on City Streets.
We trust that this information will be of value in your study to
establish weight limits on these streets.

this invitation be received and filed as the Council is unable to attend
as this conflicts with a League of California Cities meeting.
25. COMMUNICATION FROM A. V. MARTIN: REQUEST TO IMPROVE ALLEY.
It was moved by Cook, second by Buchanan, and unanimously carried that
this communication be taken under advisement and referred to CA Woollett.
26. Kirk Schulkey, 9122 East Whitmore Street, wished to know exactly what
effect ordinance No. 9 would have.
CA Woollett explained that Ordinance 9 provided exactly what is stated
in said ordinance.
Frank Faster, 8603 Zerelda Street, asked what size trucks would be used
by the La Victoria Food Products Company.
CA Woollett stated that Mr. Tanklidge had informed him that the trucks to
be used by the company would consist of the ton and a half bob tail type
and probably smaller panel type.
• Captain Charles Olesen, Los Angeles County Fire Department, was introduced
and stated that the Fire Department was here to serve and could only do
their best if the residents let them know what they want.
Lieutenant Don Mead, Temple City Sheriff's Station introduced Sergeant
James Wallace a Traffic expert who is at the present time making a survey
of Rosemead.
0 27. MATTERS FROM CITY OFFICIALS
A communication from G. A. Anderson, President of the Rosemead Community
Cheat requesting support of their 1959-1960 campaign was read by CA
Woollett.
It was moved by Lowrey, second by Horning, that a proclaimation be
authored backing the Community Chest Campaign. Carried unanimously.
CA to follow through.
Councilman Cook stated that he had one complaint to make which he was
doing as a private citizen rather than as a councilman. Councilman Cook
stated that he was very disappointed that Rosemead High School had not

been permitted to participate in the.Los Angels County Fair+ He further
stated that it.,was his opinion that Rosemead Nigh School occupies third
place in the thtee school district:
Coun¢ilman Lowrey stated that the new owner of the Rosemead Rose Room
is planning a dinne as a benefit for the Rosemead Youth Association,
and the Councii wilt be informed as soon as plans are completed.
CA Woollett announced that the City Council will be represented at
the Los Angeles County Fair on San Gabriel Valley Day.
It was moved by Cook, second by Horning that a public address system be
purchased for the City Hall, cost not to exceed $500.00. Roll call vote
as follows: Ayes: Buchanan, Cook, Horning, Lowrey, Stead. Noes: None.
Absent: None.
Mayor Stead announced the appointment of City Attorney Warren J. Ferguson
as a Municipal Court Judge in the Anaheim-Fullerton Judicial District.
Motion to adjourn was made by Lowrey, second by Cook, and unaimously
carried. Meeting adjourned at 9:04 p.m.
