ORDINANCE NO. 279
AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF ROSEMEAD ADOPTING THE CIVIC CENTER
(C-C) OVERLAY ZONE AND AMEDING THE ROSEMEAD
MUNICIPAL CODE.
THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES HEREBY ORDAIN AS
FOLLOWS:
Section 1. Part XVI is hereby added to Article IX of
the Rosemead Municipal Code to read:
PART XVI
CIVIC CENTER (C-C) OVERLAY ZONE
9116.0 Intent and Purpose. This zone is designed to serve as
as limited specia purpose overlay zone to provide core
areas for government and public buildings and uses,
and limited compatible related and supporting facilities,
• with development controlled to maintain the appearance,
utility and quality of the civic center. It is the
purpose of this overlay zone to be applied over another
zone or zones and to permit, foster and preserve the
specialized civic purposes, developments and amenities
existing or proposed for the delineated civic center
area.
9116.1 Uses Permitted.
A. In Lawfully Existing and Lawfully Used Buildings.
All uses permitted in the underlying zone or zones
to which this overlay Civic Center (C-C) Zone is
a<, attached, subject to the stated standards and
limitations of said underlying zone or zones, but
• only in lawfully existing and lawfully used build-
ings.
B. In New Buildings.
Only the following uses may be established and
maintained subject to the regulations and standards
included in this Part, in any new buildings erected
in the zone or zones to which this overlay Civic
Center (C'=,C,) Zone is attached:
1. Civic Center Uses.
a. Public buildings and uses, including City
Hall, public library and governmental offices.
b. Business and professional offices and office

(1) Barber Shop
(2) Beauty Shop
(3) Specialty Retail Shop
(4) Book Shop
(5) News Stand
(6) Shoe Shine and Shoe Repair Shop
c. Financial institutions, including banks
and savings and loan associations.
d. Restaurants and coffee shops.
e. Private and public parking lots and parking
buildings.
2. Development Plans.
All uses and developments established in a new
building erected in the zone or zones to which
this overlay Civic Center,(C-C) Zone is attached
shall be subject to and developed in accord with
specific development plans approved by the Planning
Commission. Such development plans shall first
be reviewed by the Architectural Review Committee,
appointed by the City Council, which shall recommend
to the Planning Commission that the plan be approved,

9116.2 Development Standards.
A. All buildings, uses and developments to be erected or
established in any zone or zones with an overlay Civic
• Center (C-C) Zone shall be constructed, developed and
maintained in accord with the following standards and
such other conditions as may be required by the
Planning Commission in the approval of any development
plan:
1. Buildings.
The design, construction and appearance of
buildings and structures shall be suitable for
the Civic Center and compatible with any existing
civic buildings or structures, with regard to
design, construction, building materials, height
limits, setbacks, landscaping and lighting.
2. Setbacks, Parking and Landscaping.
• a. Setbacks.
(1) Front Yard Minimum: Twenty (20) feet.
(2) Side Yard Minimum: Ten (10) feet, except
that on the street side of a corner lot
there shall be a side yard of not less
than fifteen (15) feet.
(3) Distance Between Bu~ildin ~s: There shall
be a minimum distance of twenty (20) feet
between separate buildings on the same lot.
b. Parking.
(1) Parking shall be provided as required in
Part• XXI.I.(Automobile Parking Requirements)
of Article LX of the Rosemead Municipal
Code.
(2) Open parking spaces shall be not less than
nine (9) feet by twenty (20') feet in size.

c: Landscaping.
(1) All required setbacks, front,.rear and
side yards shall be landscaped; and not
less than two percent (2%) of the open
parking area shall be-landscaped. Open
space includes required yards and open
parking areas.

All landscaped areas shall be provided with
a permanent automatic watering system.
(3)
All required and approved landscaped areas,,
shall be continuously maintained substan=--
t,ially as approved. Any alterations of
required landscaping shall require approval
of the Director of Planning.
3. Signs.
a. Signs shall be limited to:
(1)
One (1) double face signed not over eighty
(80) square feet in sign face areas, for
mall uses on the same lot.
(2) Identification signs mounted flat against
the wall of the main building; not to exceed
four (4) square feet in size; and no more
than four such signs unless otherwise
specifically approved by the Planning
Commission.
(3) Flashing, blinking, animated or giant
statuary signs are prohibited.
(4) AU lighted signs shall be indirectly
lighted or back lighted.
9116.3 Accessory Uses and Buildings Permitted.
A. Accessory uses normally incidental to the uses permitted.

B. Accessory buildings, only if contructed simultaniously
with or subsequent to a permitted main building on the
same lot.
C•. All utilities shall be located underground.
Section 2. Section 9124.2-21.is hereby added to the
Rosemead Municipal Code to read:
9124.2 21. Retail establishments in a proposed building in any
zone with an overlay Civic Center (C-C) Zone..
