The special meeting of the Rosemead City Council was called to order by Mayor Clark at
6:05 p.m., in the Rosemead City Council Chamber, located at 8838 East Valley Boulevard,
Rosemead, California.
PRESENT: Mayor Clark, Mayor Pro Tem Armenta (arrived at 6:30p.m.), Council Members
Dang,Low and Ly (teleconferenced from 1400.Wilmington Drive, Dupont, Washington 98327)

1. WORKSHOP
A. G-402 Incident Command Training for Public Officials
Public Safety Supervisor Mandy Wong introduced Diana Manzano-Garcia, who
facilitated a presentation of the California Specialized Training Institute of the
Standardized Emergency Management System (SEMS) G-402. An Incident
Command training for executives, administrators, and policymakers involved with
emergency planning and response or recovery efforts. -
Diana Manzano-Garcia, Disaster Management Area Coordinator of Area D Office
of Disaster Management presented on the Standardized Emergency Management
System. The presentation provided a basic understanding of a unified and area
command and multi-agency coordination for implementing policy to improve
coordination of Federal, State, and local emergency management and response.
The Standardized Emergency Management.System went into effect to require all
state agencies to use the Standardized Emergency Management System to be
eligible for response-related personnel costs. Standardized Emergency
Management System improves information facilitation, enhances coordination
between agencies, and tracks resource mobilization and deployment.
In summary, coordination, communication, and cooperation are essential for
effective response and recovery. The type of incident,jurisdiction,legal mandates,
and degree of resource commitment usually determines the Lead Agency in a
Single Command or Unified Command. Analyzing the determining factors and
reaching consensus among agencies on the scene typically results in the right
decision.

Mayor Pro Tem Armenta stated she had been involved in many emergency
preparedness plans through NALEO. She shared the City was one of the few City's
with an emergency mitigation plan in place.
Mayor Clark stated the CERT program Public Safety Coordination Wong oversees
is key to the community during an emergency. She thanked Ms. Diana Manzano-
Garcia for her presentation on the Standardized Emergency Management System
and recessed the specialmeeting at 7:06 p.m.
RECONVENE TO THE REGULAR MEETING
7:00 P.M.
The regular meeting of the Rosemead City Council was called to order by Mayor Clark at
7:14 p.m., in the Rosemead City Council Chamber, located at 8838 East Valley Boulevard,
Rosemead, California.

2. PUBLIC COMMENT
Speaker Daniel Acosta expressed concerns on a City of San Gabriel project in the Pacific
Square Shopping Center being developed, formerly the old growing grounds of the San
Gabriel nursey on the corner of Grand Avenue and San Gabriel Boulevard. During the
Alameda Corridor Trench development, Mr. Acosta explained that trucks were driving on
his street six days a week,which caused street damage and superficial damage to his home.
He suggested the City speak to the City of San Gabriel and ask to re-route their hauling
trucks instead of driving on Grand Avenue within Rosemead boundaries.
Mayor Pro Tem Armenta stated Mr. Acosta reached out to her many times about
construction and traffic issues. She reiterated it's important the Council is notified of
surrounding construction projects that may affect the City and its residents.

Speaker Annie Park, Public Relations Director, the International Youth Fellowship and
the Gracias Music Foundation, invited the City Council to the 2019 Christmas Cantata
on September 29,2019.
Speaker Margaret Holt thanked the City staff for the 60th celebration festivities.
3. PRESENTATIONS
A. Introduction of Newly Hired Director of Public Works Christopher(Chris) Daste
City Manager Molleda introduced the newly appointed Director of Public Works
Chris Daste.
The City Council welcomed the newly appointed Director of Public Works.
B. Presentation by Southern California Edison - Update on Rule 20A Under-
grounding on Walnut Grove Avenue
Director of Public Works Daste introduced Project Manager David G. Seeley to
• update Rule 20A undergrounding project on Walnut Grove by Southern California
Edison.
David Seeley, Project Manager from Southern California Edison, explained Rule
20A is a tariff driven program in which a city can accrue an allocation credit
towards specific projects such as undergrounding utilities. The project on Walnut
Grove Avenue is from Valley Boulevard to Marshall Avenue. It has been on the
books with Southern California Edison for ten years. The program is designed to
reduce overhead light and restore the existing utility in an underground fashion.
The project has an aggressive schedule to be completed by mid-December.
Council Member Low asked what the duration of the entire project was.
Mr. Seeley replied the civil work would be completed by the end of October. The
wiring work follows, which should be finished by December 18.
City Manager Molleda added that staff would have ongoing communications
posted on social media for the public about the project and possible traffic delays
on Walnut Grove Avenue.
Mayor Pro Tern Armenta stated that the project had been a vision for Council
Member Ly to underground utilities.
C. Recognition of the 2019 Beautification Award Winners

Beautification Commissioners Duran, Lewin, Liu, and Oceguera announced the
2019 Beautification Award winners that received a lawn sign, a rose planter, gift
card, and a certificate recognition by the City Council.
Mayor Clark thanked the winners for beautifying Rosemead.
Mayor Pro Tern Armenta expressed appreciation on what began as a Committee,
now a Commission,kept true on their overall goal to beautifying Rosemead since
2013. Thanked the winners for keeping Rosemead beautiful.
D. Declaring the Month of September 2019 as "National Preparedness Month"
Mayor Clark commended Public Safety Supervisor Mandy Wong for always
keeping the City prepare for any emergency. Encouraged residents to take the
CERT program and be ready for an emergency.
The City Council presented Public Safety Supervisor Mandy Wong with a
proclamation for declaring the Month of September 2019 as National Preparedness
Month.
City Manager Molleda announced the promotion of Director of Community
Development Ben Kim to Assistant City Manager.

B. Approval of Minutes
Recommendation: That the City Council approve the regular meeting minutes of
January 15, 2019 and March 26, 2019.
C. Approval of Extension of Red Curb at 2488 Jackson Avenue
The Public Works Department received concerns from residents of the neighboring
area of traffic safety concerns and requested for extension of an existing red curb
at the southeast corner of Jackson Avenue and Garvalia Avenue (2488 Jackson
Avenue). The residents described that cars parked on the southeast corner of
Jackson Avenue obstruct the view of oncoming northbound vehicles of westbound
stopped vehicles on Garvalia Avenue.
The current curb parking area extends approximately 65 feet south from the existing
10 feet of red curb to the first driveway, south of Garvalia Avenue (2482-2484

Garvalia Avenue). The 65 feet of available parking accommodates three parking
spaces of 20 feet in length, which is the minimum length for a parking space
established in the California Manual on Uniform Traffic Control Devices.
Extending the red curb south a distance of 15 feet would leave 50 feet in length of
available parking which would accommodate two parking spaces.
Recommendation: That the City Council approve the extension of 15 feet of red
curb on the east side of Jackson Avenue at 2488 Jackson Avenue to improve
visibility of oncoming northbound traffic.
The following item was pulled for separate discussion.
D. Sixth-Month Review of Conditions of Approval — Conditional Use Permit 16-08
(Binh Ding Temple)
On December 12, 2017, the City Council approved Conditional Use Permit 16-08
for the operation of Binh Dinh Temple ("Temple") at 7516 Emerson Place and
adopted a comprehensive list of Conditions of Approval. At that time, Condition
No. 32 was added for a sixth-month Council review (from the issuance of a
Certificate of Occupancy or final building permit) to ensure compliance with the
said Conditions of Approval. In addition to the sixth-month review, the City
Council also directed staff to look into a traffic impact analysis to determine the
existing parking conditions within the vicinity, specifically from Del Mar Avenue
to New Avenue(east to west bound)and Garvey Avenue to Hellman Avenue(south
to north bound).
Recommendation: That the City Council receive and file the report.
Council Member Clark recused herself and spoke as a member of the public.
City Attorney Richman clarified Council Member Clark recused herself from the
Council dais because her property is within 500 feet from the project property being
discussed.
Speaker Margaret Clark stated there was opposition to the project when it first went
to the City Council. One of the Temple's prominent issues was its proximity to
Emerson Intermediate School and the impact on traffic during school hours. Since
the Temple operates during specified hours of the week,the traffic study conducted
on August 12 was concerning because there was no school in session. When
parking was brought up, the requirement was for six parking spaces based on 485
square feet. The applicant was willing to do seven. On the traffic study, the
consultant Transtech conducted, it said they noticed one car entered the site, and
possibly the Temple members were using the parking area for a meeting space.
There's quite a bit of space on the property and they did remove the kitchen area
and things that they had to improve. She asked that if the Council could request the

Temple to require their parishioners to use the onsite parking spaces and allow
additional parishioners to park on the street if needed. She reiterated that meeting
outside was not allowed because of the noise and possible burning of.incense.
Urged the City Council to put the parking requirement condition to minimize the
impact on the area and school.
Mayor Pro Tem Armenta asked City staff if the Council could impose additional
conditions, since the review period was over.
Assistant City Manager Kim replied no since it was a six-month review. Staff
would follow up on the parking matter with the Temple.
Mrs. Clark reiterated that the Temple agreed to have six parking spaces initially.
Mayor Armenta asked if.the parking condition was already embedded in their
Conditional Use Permit(CUP).
Assistant City Manager Kim explained the CUP approves the site plan, and the
project complies with the approval, including the parking spaces..
Mayor Pro Tem Armenta askedif there is language in the CUP that they-must use
the parking spaces.
Assistant City Manager Kim clarified parking stalls are reserve for parking spaces.
111 All businesses are required to use parking spaces for parking purposes. There is
also a condition requiring that activities-take place within the interior of the
building.
Mayor Pro Tem Armenta reminded the Council there was mention that the City was
goingto have Code Enforcement Officers look into the allegation brought before
the Council. She asked City staff if routine checks were conducted.
In response to Mayor Pro Tern Armenta's question, Assistant City Manager Kim
responded that Code Enforcement officers conducted inspections during the
approval process. - -
Council Member Low opined the applicant has been following the conditions in the
CUP and has complied in good faith with the City's requirements.
Council Member Dang asked if any citations were issued to the Temple.
Assistant City Manager Kim responded no citations had been given to the Temple.
Mayor Pro Tern Armenta clarified this was a receive and file report. Should
anything occurred,the City Council could bring the item back on the agenda.

City Attorney Richman clarified the item could come back before Council, if there
were violations of the CUP, the City Council could consider a revocation action.
However, any code violations would be first treated as any other business violation
through the administrative citation process.
Mayor Clark returned to the Council Dais at 8:17 p.m.
6. MATTERS FROM CITY MANAGER& STAFF
A. 2020-2024 Five-Year Consolidated Plan
The City of Rosemead is a federal entitlement grant recipient of Community
Development Block Grant ("CDBG") and HOME Investment Partnership Funds
("HOME") from the U.S. Department of Housing and Urban Development
("HUD"). As part of the process to receive funding, the City must undertake the
development of a Consolidated Plan every five(5)years and an Annual Action Plan
completed each year. The City's current Consolidated Plan is set to expire on June
30, 2020. Staff, with assistance from Michael Baker International ("MBI"), is
preparing the next Consolidated Plan (2020-2024) and is providing the Council a
progress report as well as seeking Council input on programing priorities.
Recommendation: That the City Council receive and file this report, and provide
input on the community needs, potential programs, and projects for the 2020-2024
Consolidated Plan.
Assistant City Manager Kim introduced Damien Delany, Michael Baker
International to present the five-year Consolidated Annual Action Plan.
Housing Consultant Damien Delany, Michael Baker International, presented the
2020-2024 Consolidated Plan and the Analysis of Impediments. The Consolidated
Plan is a five-year plan that will take into account the expenditure of the City's
Community Development Block Grant (CDBG) and HOME funds. We're also
preparing the City's Analysis of Impediments to fair housing. We're estimating
about $5 million to be received over the next five years. As part of the citizen
participation plan for both the Consolidated Plan and Impediment Analysis,
stakeholder interviews were conducted in July and August. Staff met with 11
agencies as well as the city-funded public service agencies within the City. A
survey will be conducted on social media and mailers to stakeholders in the City.
In the final stage, staff will bring back a public hearing for adopting the five-year
Consolidated Plan and Analysis of Impediments.
Mayor Pro Tem Armenta asked if the funding amount has gone down from
previous years.
Mr. Delany replied two years ago allocation went up in CDBG and HOME funds
and last year's funding allocations remained static.

7. MATTERS FROM MAYOR& CITY COUNCIL
A. Council Comments
Mayor Pro Tern Armenta asked about the status of the Garvey Avenue Specific
Plan.
Assistant City Manager Kim replied the Garvey Avenue Specific Plan was
approved in April. A few projects are in the review stages.
Mayor Pro Tem Armenta suggested a pumpkin patch in the back of the Community
Garden.
Council Member Low stated vendors could maybe sell pumpkins for the
community at the Community Garden.

Mayor Pro Tern Armenta commended City staff for a successful 60th Anniversary
event.
Council Member Low agreed and thanked City staff for their work on the 60th
anniversary and invited the public to attend the upcoming Moon Festival event.
Council Member Dang requested for a status update on the ring doorbell pilot
project.
City Manager Molleda stated City staff was in the process of purchasing the
cameras.
Council Member Dang also requested for an update on the traffic conditions on the
intersection of Marshall Avenue and Rosemead Boulevard.
Mayor Pro Tem Armenta, stated on behalf of Senator Susan Rubio's office, invited
the public to an upcoming free citizenship clinic for members of the public at
Rosemead Community Recreation Center.
Mayor Clark requested an update on the Garvey Avenue Specific Plan at the next
meeting on projects being proposed. She also announced the meeting would
adjourn in memory of longtime Rosemead resident Mary Lou Perea.

Mayor Clark adjourned the meeting in memory of Mary Lou Perea at 9:43 p.m.
The next regular scheduled City Council meeting will take place on September 24, 2019,
at 7:00 p.m. in the Rosemead City Hall Council Chamber.
