DISCUSSION
Elevations
At the Planning Commission Meeting on September 21, 2020, the Planning Commission
directed staff to work with the applicant to further enhance the design of the south
elevation along Garvey Avenue. As illustrated below and in Exhibit "E", staff has worked
closely with applicant to achieve a design that would significantly enhance all elevations
of the proposed building, with emphasis on the south elevation along Garvey Avenue.
The applicant has also updated the elevations to accurately reflect the colors and
materials of the proposed building in natural daylight. The applicant has incorporated
additional design elements from the Garvey Avenue Master Plan to create a pedestrian
scaled project that creates visual interest from the public -right-of-way. To achieve this,
the applicant has proposed the following improvements to the building elevations.
South Elevation
The applicant is proposing to elevate the south elevation (facing Garvey Avenue) by
incorporating elements such as additional windows, scoring, landscaping, and wall
mounted trellises with climbing vines. In addition, the applicant has enlarged several
windows by lowering the sill height and changing them from a clerestory window to a
display type window to reduce the mass of the building down to a pedestrian scale.
Furthermore, the metal sunshades that were proposed on the stucco forms in the original
elevation have been updated to metal awnings. Additionally, decorative light fixtures have
been integrated into the design.

To remain consistent with the improvements to the south elevation the applicant is
proposing to apply proposed scoring and decorative light fixtures the east, north, and west
elevations. The metal sunshades have also been updated to metal awnings. The
applicant has also proposed to enlarge two windows along the west elevation by lowering
the sill height and changing them from a clerestory window to a display type window.

Loading and Unloading of Patrons
At the Planning Commission Meeting on September 21, 2020, concerns were raised in
regards to how the PACE shuttles would navigate the subject site to load and unload
patrons. For clarification, the applicant has provided a diagram on page three of Exhibit
"F" and below, depicting a 60 -foot turning radius that would allow the PACE shuttles
adequate space to maneuver around the subject site in order to load and unload patrons.
