Ordinance No. 261 - Limiting Access to Certain Areas• CITY OF ROSEMEAD ORDINANCE NO. 261 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD LIMITING ACCESS TO CERTAIN AREAS OF THE CITY HALL AND PROHIBITING THE ENTERING INTO OR OCCUPANCY OF OTHER AREAS WITHOUT THE CONSENT OF AN AUTHORIZED CITY OFFICIAL OR AUTHORIZED EMPLOYEE AND AMENDING THE ROSEMEAD MUNICIPAL CODE. THE CITY COUNCIL OF THE CITY OF ROSEMEAD HEREBY ORDAINS AS FOLLOWS: SECTION 1. In order to provide for the efficient and orderly con u ct oT-the business of the City of Rosemead, Chapter 7 of Article II of the Rosemead Municipal Code is hereby amended by adding Section 2702.1 to read as follows: 2702.1 No person, other than an official or employee of the City of Rosemead, or service personnel engaged by the City • of Rosemead acting in the course of his duties, shall enter into or occupy any portion of the Rosemead City Hall other than the entrance hall or corridor, public restrooms opening therefrom, Council Chambers and foyer area providing access to public counters, except upon express in- vitation or consent of an authorized officer or authorized employee of the City. The City Administrator shall post or cause to be posted "Employees Only" signs at the entrance of those areas of the City Hall in which members of • the public are not permitted, except as provided in this section. SECTION 2. Recent conduct in and about public buildings in the State of California, instigated to a large extent by persons having no proper business thereat, demonstrates clearly that the operations of the public entities in such buildings which are essential to the maintenance of police, fire and health protection of the general public, cannot be conducted without adequate regula- tion of public access thereto. Interference with the peoples' business and the performance of essential municipal services is imminent in the absence of such regulation. This ordinance is therefore an urgency ordinance, necessary for the preservation of the public peace, health and safety and shall take effect immediately upon adoption.
