ROSEMEAD TRAFFIC COMMISSION MEETING
March 5,2020
The regular meeting of the Rosemead Traffic Commission was called to order by Chair Masuda at 7:02 p.m. in the
Council Chamber, 8838 E.Valley Boulevard, Rosemead, California.

1. PUBLIC COMMENTS
None
2. CONSENT CALENDAR
Vice Chair Omelas motioned,seconded by Commissioner Ly to approve Item A(February 6, 2020 Minutes)from the
Consent Calendar as presented. Votes resulted in:
Yes: Ornelas, Ly, Um and Masuda
No: None
Abstain: None
Absent: Quintanilla
3. OLD BUSINESS
A. DISCUSS THE CITY OF ROSEMEAD'S BICYCLE PLAN
Staff gave the Traffic Commissioners a brief description of the item; along with recommending that the Traffic
Commission discuss the item and provide direction to staff.
Commissioner Lim asked if staff can provide an updated traffic collision report that indicates if there has been any
traffic collisions or accidents within the last 5 years regarding vehicles vs. bicycles. Mr. Lim also asked if the City has
a current mobile application where riders can find bicycle trails.
Staff replied that they weren't aware of City having that application.
Commissioner Lim asked if staff if they knew if CalTrans or the County have an application that includes Rosemead.
Staff replied that they weren't aware if the application existed, but they will do further research and bring their findings.
Commissioner Lim asked staff if they had fix stations on the Level 1 routes(which are designated for bicycles only).
Chair Masuda mentioned that the current Bicycle Plan was developed in 2012 and it was approved by the City Council,
but in terms of following-up there wasn't much and a lot of the items that are included don't exist.

Commissioner Lim asked if in the future staff can plan an event that can promote the use of the bicycle trails.
Chair Masuda asked if staff can look to see what it would cost to update the Bicycle Plan.
Staff informed the Traffic Commissioners that they will look to see what it will cost to update the Bicycle Plan and if the
Traffic Commission would like to move forward after reviewing staffs findings and recommendations,staff can take it
to the City Council for their approval to move forward.
Commissioner Ly suggested looking into the new bicycle regulations and look at the different major streets on feasibility
for bicycle lanes.
Chair Masuda mentioned that the current Bicycle Plan was well researched and had well written plans, he would like
to know what can be done at this point.
Staff suggested in doing further research to see what it would cost to redo a study to update the current Bicycle Plan.
Commissioner Lim motioned, seconded by Commissioner Ly to have staff check the cost on updating the current
Bicycle Master Plan.Votes resulted in:

4. STAFF REPORT
Staff gave the Traffic Commissioners an update on the items that were brought up on the previous meeting.
5. COMMISSIONER REPORTS
Vice Chair Ornelas asked if Share the Road Bicycle signs can be installed on Valley Blvd and south of Walnut Grove
Avenue to Marshall Street.
Commissioner Lim asked for an update on Temple City Avenue and Olney Street.
Staff informed the Commissioners that their recommendation was taken to the City Council, they agreed with their
recommendation and they're starting to do a traffic study. Once the study is completed, it will be brought back to the
Traffic Commission and then taken back to the City Council.
Commissioner Lim informed staff that on Garvey Avenue and Walnut Grove Avenue and on Grave and San Gabriel
Blvd vehicles are doing donuts and marking the streets and asked if something can be done to prevent them from
doing it.
Commissioner Ly asked if the City will repave or cover up the tire marks.
Staff informed the Commission that they will see if it the tire marks can be removed by having it power washed.
Commissioner Lim asked if the Public Works guys worked on the weekends.
Staff informed the Commissioners that they are on-call and they usually don't work on weekends.
Commissioner Lim mentioned that the intersection of Emerson Place and Evelyn Avenue previously had red curbs and
seem to be faded, he asked if they can be repainted.

Staff informed the Commissioners that the curb were previously painted red but shouldn't have been painted red and
staff had to power wash it off.
Chair Masuda asked if staff if something can be done to improve the lighting at the intersection of Walnut Grove Avenue
and Grand Avenue.
6. ADJOURNMENT
The meeting adjourned at 7:27 p.m. The next Traffic Commission meeting is scheduled for April 2, 2020 at 7:00 p.m.,
in the City Council Chamber at City Hall, located at 8838 East Valley Boulevard.
