P ARKS C OMMISSION
M EMORANDUM
TO: THE HONORABLE CHAIR AND PARKS COMMISSION
FROM: TOM BOECKING, DIRECTOR OF PARKS AND RECREATION
DATE: DECEMBER 1, 2020
SUBJECT: UPDATE ON GARVEY PARK DOG PARK
SUMMARY
This item is to provide the Parks Commission a progress update for the proposed Dog Park at
Garvey Park. At the direction of the City Council and as a part of the Rosemead 2016-2018
Strategic Plan, staff was asked to evaluate the development of a dog park. Staff identified a
portion of Garvey Park as the project location. A grant application was submitted to the
California State Parks Department. In October of 2019, staff was notified that the grant
application was awarded. Staff received the fully executed contract from the State on January
21, 2020.
DISCUSSION
The designated area is at the west side of Garvey Park around the tennis courts which are located
just north of the parking lot on EmersonPlace. The City is responsible for matching 50% of the
total cost of the project. The State’s portion cannot exceed $290,375. The total project amount
is $580,750. The project must be closed out by June 30, 2022 per State requirements.
The City has contracted with David Volz Design Landscape Architecture, Inc to develop a
design and plans for the proposed dog park. The design period will take roughly two months.
Once an initial design has been developed, staff will present the design to the Parks Commission
before presenting to the City Council at a future meeting.
The dog park will be a fenced area and feature a separate area for small andlarge dogs. The park
will also include a shaded area that will cover a portion of each dog area as well as play
amenities and water features.
