SUMMARY
This item is presented to the City Council at the request of Council Member Margaret Clark. She
would like to discuss El Monte Union High School District's expansion project of the Granada
Transitional Center at 4105 N. Rosemead Boulevard, currently leased and occupied by Pasadena
City College (PCC) and requests that the Council adopt a resolution in support of the PCC
campus.
STAFF RECOMMENDATION
That the City Council adopt Resolution No. 2020-52, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD, CALIFORNIA, IN SUPPORT OF A PASADENA CITY
COLLEGE CAMPUS AT 4105 N. ROSEMEAD BOULEVARD, IN THE

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ROSEMEAD, CALIFORNIA, IN SUPPORT OF A
PASADENA CITY COLLEGE CAMPUS AT 4105 N.
ROSEMEAD BOULEVARD,IN THE CITY OF ROSEMEAD
WHEREAS, Pasadena City College (PCC) has distinguished itself in nearly 100
years of service to the San Gabriel Valley;and
WHEREAS, PCC is consistently a leader in the state of California for transfers to
four-year institutions, degrees and certificates awarded, and economic achievement of its
graduates; and
WHEREAS, in 2011, PCC established operations at a satellite campus at the
Rosemead Center, a space leased from the El Monte Union High School District
(EMUHSD) at 4105 N. Rosemead Blvd, in the City of Rosemead; and
WHEREAS, PCC paid $751,000 in rent to El Monte Union High School District
in 2020; and
WHEREAS, in the intervening years, PCC Rosemead has grown to be an
educational landmark for our community, providing convenient courses and student
services for our residents and visitors; and
WHEREAS, PCC drives more than $600 million into the regional economy each
year—a sum that translates to nearly 6,000 local jobs; and
WHEREAS, for every dollar a student invests in his or her education at PCC, he
or she can expect to receive $4.20 in increased earnings and economic benefits over his
or her working life, a rate of return of more than 17%; and
WHEREAS, a PCC education is one of the best investments available for
students, families, and communities in our region; and
WHEREAS, roughly 26,000 students have attended classes at PCC Rosemead
since 2015,predominantly pursuing two-year degrees with an intent to transfer; and
WHEREAS, Rosemead High School is the largest feeder school for PCC
Rosemead students. Between 300 and 400 Rosemead graduates have enrolled in each of
the last five years, more than any other school; and
WHEREAS, the student population at PCC Rosemead that comes from an
EMUHSD high school has numbered more than 700 in each of the last five academic
years; and
WHEREAS, the EMUHSD is currently evaluating locations for its Transition
Center program, including a location on Granada that is centrally located within the
school district and near mass transit via the El Monte Bus Terminal; and
WHEREAS, for these reasons and more it is the opinion of this City Council that
the location on Granada is the superior choice for local students and our community;
NOW, THEREFORE LET IT BE RESOLVED, that the City of Rosemead
does hereby resolve as follows:
SECTION 1. The City of Rosemead stands in support of Pasadena City College's
campus at the Rosemead Center, recognizing the positive benefits for our community and
region.
Section 2. The City Clerk shall certify the adoption of this Resolution.
