DISCUSSION
Staff received a request from Mr. Jose Valencia, a resident on Norwood Place, for parking
restrictions on the south side of Norwood Place east of Muscatel Avenue. According to Mr.
Valencia, vehicles parked at this location cause circulation problems on Norwood Place because
of the narrow width of the street.
Staff investigated the site and found that the situation necessitates the installation of a red curb
on the south side of Norwood Place immediately east of Muscatel Avenue. The narrow width
of the roadway limits traffic flow if vehicles are parked on the street. This is especially true in
the immediate vicinity of theintersection of Norwood Place and Muscatel Avenue. Vehicles
entering Norwood Place may not be fully aware of cars parked on the street, which can cause
circulation problems.
On April 3, 1997, the Traffic Commission reviewed this item and agreed with the
recommendation.

RECOMMENDATION
The Traffic Commission voted 4-0 to recommend that the City Council approve the installation
of "No Stopping Any Time" signs on the south side of Norwood Place from Muscatel Avenue
to 30 feet easterly per attached Figure 1 of Exhibit C.

REQUEST
Mr. Jose Valencia, a resident on Norwood Place, has requested parking
restrictions on the south side of Norwood Place immediately east of Muscatel
Avenue. Mr. Valencia indicates a vehicle is parked at this location and causes
circulation problems on Norwood Place, especially when entering the street.
CONDITIONS
Norwood Place is a "half improved" street. The north side of the street is fully
improved with curb and gutter. The south side, however, is unimproved with the
pavement ending in a landscaped area. The effective roadway width of Norwood
Place is approximately 20 feet. Norwood Place ends in a cul-de-sac approximately
200 feet east of Muscatel Avenue. Norwood Place is STOP controlled at its
intersection with Muscatel Avenue. The prima facie speed limit is 25 mph and no
striping exists on the roadway.
Figure 1 will be available at the Traffic Commission meeting depicting existing
conditions.
DATA
The reported accident history in the immediate vicinity of Norwood Place and
Muscatel Avenue was reviewed. The history was reviewed for the period from
January 1, 1993 through September 30, 1996. No accidents were reported at this
location.
DISCUSSION
Field review of the location identified oil marks on the roadway which may indicate
vehicles parking for continued periods. A vehicle had been observed parked at the
subject location on several occasions.

The favorable accident history does not identify a problem with circulation on
Norwood Place. However, the width of the roadway does limit traffic flow if
vehicles are parked on the street. This is especially true in the immediate vicinity
of the intersection of Norwood Place and Muscatel Avenue. As vehicles enter the
roadway, they may not be fully aware of vehicles parked on the street which can
cause circulation problems.
The prohibition of parking on the south side of Norwood Place immediately east
of Muscatel Avenue will not directly affect any fronting residents. In this vicinity of
Norwood Place, this area is the side yard of a resident fronting Muscatel Avenue.
The installation of parking prohibition on the south side of Norwood Place will
improve the travel patterns of vehicles entering Norwood Place.
RECOMMENDATION
The installation of "No Stopping Any Time" signs is recommended on the south
side of Norwood Place from Muscatel Avenue to 30 feet easterly. Figure 1 depicts
this recommendation.

Deputy Traffic Engineer Itagaki stated that Mr. Jose Valencia, a resident of Norwood
Place, has requested parking restrictions on the south side of Norwood Place immediately
east of Muscatel Avenue. Mr. Valencia indicates a vehicle is parked at this location and
causes circulation problems on Norwood Place, especially when entering the street.
RECOMMENDATION:
The installation of a "No Stopping Any Time" sign was recommended on the south side of
Norwood Place from Muscatel Avenue to 30 feet easterly.
Commissioner Quintanilla asked if an arrow could be put on the sign to make it clear to
the residents it's only 30 feet.
It was moved by Commissioner Tine, seconded by Commissioner Quintanilla, and carried
unanimously to approve the Traffic Engineer's recommendation.
V. STAFF REPORTS
A. STATUS OF TRAFFIC COMMISSION ITEMS SENT TO
CITY COUNCIL FOR APPROVAL
Administrative Aide Gallardo informed the Commission on items that went before the City
Council.
On the March 25th meeting, the Council approved the installation of red curb on the south
side of Ramona, east of Walnut Grove, and the installation of red curb on Stevens
Avenue. They also re-painted the curb on the north side of Ramona.
Administrative Aide Gallardo went onto say that the parking restrictions at 8924 E.
Garvey(Auto Body Shop), will be going to the City Council on April 8th.
Deputy Traffic Engineer Itagaki stated-that Cal-Trans sent a letter to the City indicating
that on the San Bernardino off-ramp, the Commission recommended installing a flashing
yellow beacon. Cal-Trans does not feel a flashing yellow beacon is necessary, but did find
that their signage was in the wrong location.
