TRIPEPI, CITY MANAGER ,.#,:z2, ----- DATE: MAY 13, 1997 SUBJECT: REQUEST FOR GREEN CURB ON GARVEY AVENUE AND DEQUINE AVENUE DISCUSSION Staff received a request by business owners on the 7400 block of Garvey Avenue for green curbing. Business owners have experienced continuous parking problems on their street as a result of the overflow of students attending the Alhambra Adult Education Center. On April 3, 1997, the Traffic Commission recommended approval to the City Council of a green curb with a "20 Minute" message on the south side of Garvey between Dequine Avenue and Lindy Avenue. This matter was brought to the City Council on April 22, 1997. The business owners addressed the Council and requested a time limit greater than the "20 Minute" recommendation. At the request of the Council, this item was continued in order for the business owners to reach a consensus on the length of time for the green curbing. On April 24, 1997, the four business owners met with City staff and agreed on a "30 Minute" message. Frank Cano from the Alhambra Adult Education Center was also in attendance to discuss the parking conditions on Garvey and possible solutions. Kwok Yeung, owner of Wienerschnitzel restaurant, has requested that a green curb also be installed on Dequine Avenue. The Wienerschnitzel is located at the southeast corner of Garvey and Dequine, across from the Adult School. The Alhambra Adult Education Center has been notified of this request and is in support of the additional green curbing on Dequine Avenue. b COUNCIL. AGENDA , MAY 131997 ITEM No. at. TRIPEPI, CITY MANAGER DA'Z'E: APRIL 22, 1997 SUBJECT: REQUEST FOR GREEN CURB ON GARVEY AVENUE BETWEEN DEQUINE AVENUE AND LINDY AVENUE DISCUSSION This item was brought to the Traffic Commission by business owners on Garvey Avenue with concerns about parking conditions on their street as a result of the Alhambra Adult Education Center. The businesses east of the Adult School have stated that they are unable to conduct business when street parking in front of their shops is taken by students parking for extended periods of time. The Adult School has adequate on-site parking to accommodate student parking, but students are choosing instead to park on the street. As a result of the on-going problems with students parking along Garvey Avenue, the business owners are requesting a green curb on Garvey between Dequine Avenue and Lindy Avenue with a "20 Minute" message. This item was originally brought before the Traffic Commission on November 7, 1996. Staff analyzed the parking conditions at the site and recommended a green curb be installed. At that time it was discovered that the Adult School had closed-off its parking facilities so students were unable to park at the school and had to park on the street. The Adult School agreed to open the parking structure to students, and it was believed this would alleviate the parking conditions on Garvey Avenue. The Traffic Commission voted to retain the existing conditions and requested additional enforcement of the existing "2 Hour Parking" limit. On March 26, 1997, staff received a petition signed by the business owners on the south side of Garvey Avenue between Dequine and Lindy Avenue requesting the installation of a green curb. They stated that the parking problems on their street have not been alleviated. Staff analyzed the parking situation in this area and found that while the Adult School has adequate on-site parking, the parking garage is underutilized, and students are choosing to park on the street. r-� CCUNCf L AGENDA APR 2 21997 EXHIBIT "A" _______ ,_, The Traffic Commission reviewed this item again on April 3, 1997, and voted 4-0 to recommend that the City Council approve the installation of a green curb and additional signage on Garvey Avenue from Dequine Avenue to Lindy Avenue. RECOMMENDATION It is recommended that the City Council approve the installation of a green curb and additional signing on the south side of Garvey Avenue between Dequine Avenue and Lindy Avenue per attached Figure 1 of Exhibit A. The item was then continued to the December 5, 1996 meeting. At this meeting, staff presented several alternatives to limit parking along this section of Garvey Avenue. The Commission voted to retain existing conditions and request additional enforcement of the existing parking restrictions. The reports and meeting minutes are attached. Since the December meeting, several discussions have occurred with the Adult School, businesses on Garvey Avenue and City staff. The Adult School has opened their garage to students. However, students have not been willing to use the garage and prefer to park on the street. The business owners on the south side of Garvey Avenue between Dequine Avenue and Lindy Avenue have signed a petition, attached, for the installation of green curb. The owners have had continued problems with extended parking, primarily by students, in front of their business. The owners believe the requested •green curb will best serve their needs. Speaking before the Commission was: Trina Panaqua Garvey Equipment Company Ms.Panaqua gave the Commission the original copy of the petition. She stated that the businesses east and west of them have been negatively impacted,and feels that the school has not made an honest effort to put forth suggestions. It has required them to call on a continuous basis and take up valuable resources for traffic enforcement. It has become a daily activity,it has made it difficult to conduct business on a daily basis. There is adequate on-site parking,but they also rely on the street parking for stop and go and over-size truck deliveries. The businesses lose out by installing a green curb, because it means people will be restricted doing business in their establishment. Ms.Panaqua also spoke to the manager at McDonalds who stated that the parking problems travel across the street to their parking lot. Commissioner Knapp asked what kind of contact have we had with the principal at the school. Vice-Chairman Ruiz stated that Brad Johnson wrote them several letters, and we received a letter back from the school stating that they will open the parking lot for their students. Commissioner Tine asked who will be enforcing the green curb? Vice-Chairman Ruiz stated that it would be the Parking Control Officers. Ms.Panaqua stated that prior to the school coming on site,they did not experience problems in • the area. She feels the green curb will be a visual deterrent. Commissioner Knapp stated that a"strong"letter from the City addressed to Jean Turner,Head of the Adult School,indicating that this item needs to be a matter of priority for students and teachers to use the parking lot provided for them, and indicate that they are in violation of their "Conditional Use Permit". ,1 EXHIBIT "C" Commissioner Knapp stated that this item will be going to the City Council on the 4th Tuesday of this month. Vice-Chairman Ruiz strongly suggested that they attend the City Council meeting on April 22, 1997,and voice their opinion. Sgt.Wayne Wallace stated that businesses in Rosemead should not suffer because of the Adult School not adhering to the"Conditional Use Permit", and that a letter"strongly worded"to the Adult School be sent them. Valley Boulevard Rosemead, CA 91770 RE: PARKING CONCERNS - Alhambra Adult Education Center In follow-up to discussions with your office on Monday, March 24. 1997, Tuesday, March 25, 1997, and Wednesday, March 26, 1997, the business establishments listed below are requesting immediate action to resolve outstanding parking concerns related to the Alhambra Adult Education Center. Specifically, for your review, please find letters from two business owners, a City of Rosemead Traffic Commission correspondence, and a staff report from the City of Rosemead Traffic Commission. Subsequent to the November 7, 1997, meeting on said subject, businesses located on the south side of Garvey Avenue east of Dequine Avenue have continued to be negatively impacted by the parking of student vehicles associated with the Alhambra Adult Education Center. Given the impact from the Alhambra Adult Education Center to our businesses and their lack of corrective action, we are respectively requesting the curb common to our property be painted green with a "20 minute" message. In that the parking issue is an on-going problem, we strongly believe the only reasonable action to resolve our concern is restrictive parking or enforcing the "conditional use permit". The irony of restrictive parking is our respective clients will now be limited to conducting business due to the unwillingness or inability of the District to manage parking requirements. We consider it very unfortunate that four pre-existing businesses located in Rosemead have had to be impacted for a period of seven months by the Alhambra Adult Education Center.
