SUBJECT: PARKING RESTRICTIONS ON MISSION DRIVE IN THE VICINITY OF
ENCINITA AVENUE
DISCUSSION
Traffic Commissioner Victor Ruiz requested staff review the need for parking restrictions on the
south side of Mission Drive near Encinita Avenue. The roadway narrows at this location, and
Commissioner Ruiz indicated that vehicles parked along this part of Mission Drive may interfere
with vehicle travel.
Staff investigated the site and found that the situation necessitates the installation of"No Parking
Any Time" signs on this stretch of Mission Drive near Encinita Avenue. Curb lanes are
normally 18 feet or more, but at this location, the curb lane varies from 14 feet to 18 feet. Cars
parked on Mission Drive may interfere with the lane of travel as the roadway narrows.
There are "No Stopping Any Time" signs posted in a few locations on both the north and south
side of Mission Drive. The signs, however, are inconsistent in location, and do not provide
clear direction to the motorist.
On May 1, 1997, the Traffic Commission heard this item and agreed with the recommendation.

RECOMMENDATION
The Traffic Commission voted 4-0 to recommend that the City Council approve the installation
of "No Stopping Any Time" signs on the north and south side of Mission Drive from Loma
Avenue to Claudia Avenue per attached Figure 1 of Exhibit C.

IN THE VICINITY OF ENCINITA AVENUE
REQUEST
Traffic Commissioner Ruiz requested (staff review the south side of Mission Drive near
Encinita Avenue. Commissioner Ruiz indicated vehicles are parking on the street in areas
where the travel lane is narrow. Commissioner Ruiz indicated there may be a need to
restrict on-street parking.
CONDITIONS
Mission Drive is a 60-foot east/west roadway. There are 2 lanes of traffic in each
direction separated by a double yellow centerline. The posted speed limit is 40 mph. In
the vicinity of Encinita Avenue, Rosemead Park and Rosemead High School exist on the
north side of Mission Drive. The south side of Mission Drive is primarily residential
developments.
Figure 1 depicts existing conditions.
DISCUSSION
On-street parking is normally provided in curb lane widths of 18-feet or more. This
provides a comfortable travel lane width of 10-11 feet with a parking lane width of 7-8
feet.
Field review of Mission Drive in the vicinity of Encinita Avenue revealed curb lanes of 14-
18 feet. "No Stopping Any Time" signs are posted in a few locations on both sides of
Mission Drive. These existing signs, however, are not consistent in location and do not
provide clear direction to the motorist.
RECOMMENDATION
Based on field review of the location, the installation of"No Stopping Any Time" signs on
the north and south sides of Mission Drive from Loma Avenue to Claudia Avenue is
recommended. This recommendation is depicted in Figure 1.

RECOMMENDATION:
As part of the recommendation, the installation of 70 feet of red curb on the east
side of Rio Hondo Avenue from the crosswalk at Marshall Street to the "EXIT"
driveway of the Savannah School parking lot is recommended.
It was moved by Commissioner Knapp, seconded by Commissioner Tirre, and
carried unanimously to approve the Traffic Engineer's recommendation to install
70 feet of red curb on the east side of Rio Hondo Avenue from the crosswalk at
Marshall Street to the "EXIT" driveway of the Savannah School parking lot.
C. PARKING RESTRICTIONS ON THE SOUTH SIDE OF
MISSION DRIVE IN THE VICINITY OF ENCINITA
AVENUE
Deputy Traffic Engineer Itagaki stated that this request came from Chairman Ruiz
to review the south side of Mission Drive near Encinita Avenue. Chairman Ruiz
indicated vehicles are parking on the street in areas where the travel lane is narrow.
Chairman Ruiz indicated there may be a need to restrict on-street parking.
RECOMMENDATION:
Based on field review of the location, the installation of"No Stopping Any Time"
signs on the north and south sides of Mission Drive from Loma Avenue to Claudia
Avenue is recommended.
It was moved by Chairman Ruiz, seconded by Commissioner Knapp, and carried
unanimously to approve the Traffic Engineer's recommendation.
V. STAFF REPORTS
A. STATUS OF TRAFFIC COMMISSION ITEMS SENT TO
CITY COUNCIL FOR APPROVAL
Administrative Aide Cecilia Gallardo gave the Commission an update on the status
of"Parking Conditions on Garvey Avenue near Alhambra Adult Education
Center".
Administrative Aide Gallardo stated that the item was approved and sent to the
City-Council. At the City Council meeting one of the business owners indicated to
the Council that she wasn't in favor of the green curb and had instead thought that
