TRIPEPI, CITY MANAGER DATE: MAY 13, 1997 SUBJECT: REQUEST FOR INSTALLATION OF RED CURB ON RIO HONDO AVENUE IN THE VICINITY OF MARSHALL STREET DISCUSSION In June, 1994, the Traffic Commission approved the installation of red curb on Rio Hondo Avenue at the intersection of Rio Hondo and Marshall Street. Staff was investigating a request for stop controls at the intersection of Rio Hondo Avenue and Marshall Street, and discovered that the red curbing was never installed. Staff is uncertain as to why the red curb was not installed as recommended or replaced with recent street work. The need for the red curb has not changed. There is still limited visibility for vehicles existing the Savannah school parking lot. The red curb would improve visibility and improve circulation by reducing the number of vehicles pulling away from the curb and interfering with cars exiting the school. At the May 1, 1997 meeting of the Traffic Commission, the Commission voted to recommend the red curbing be installed on Rio Hondo Avenue. A copy of the staff report and minutes are attached for the Council's review. Also attached are the Traffic Commission report and minutes from the June,.1994 meeting. COUNCIL. Diagram for installation of red curb on Rio Hondo • TO: HONORABLE CHAIRMAN AND MEMBERS ROSEMEAD TRAFFIC COMMISSION FROM: JOANNE ITAGAKI, DEPUTY TRAFFIC ENGINEER TO DATE: APRIL 23, 1997 RE: REQUEST FOR STOP SIGNS ON RIO HONDO AVENUE AT MARSHALL STREET REQUEST Traffic Commissioner Quintanilla requested staff review the intersection of Rio Hondo Avenue and Marshall Street. Commissioner Quintanilla was concerned for the number of vehicles traveling through this intersection and the need for additional traffic controls. The intersection of Rio Hondo Avenue and Marshall Street was reviewed by the Traffic Commission in May, 1994 for the placement of a crossing guard to assist students of Savannah School. The item was continued to the June, 1994 meeting. At this meeting, the Traffic Commission recommendedthe installation of additional red curb on the east side of Rio Hondo Avenue and the placement of a crossing guard at Rio'Hondo Avenue and De Adelena Street. The Traffic Commission items and minutes are attached. CONDITIONS The traffic conditions described in the May, 1994 staff report have not changed. Rio Hondo Avenue and Marshall Street are 40-foot wide residential roadways. Both streets have yellow skip striping in the centerline of the roadway. The posted speed limit on Rio Hondo Avenue is 30 mph and the posted speed. limit on Marshall Street is 35 mph. Marshall Street is STOP controlled at its intersection with Rio Hondo Avenue. The red curb recommended by the Traffic Commission in June, 1994 was not identified during field review. Staff is uncertain as to why the red curb was not installed as recommended or replaced with recent street work. Figure 1 depicts existing conditions. EXHIBIT A" Page 2 DATA The reported accident history for the intersection was reviewed for the period from January 1, 1993 through September 30, 1996. This analysis identified three accidents occurring at the intersection. The accident history is summarized below: Description Day/Date Time Eastbound vehicle turning Sung-17-94 1:45 pm left broadsided a south- bound vehicle proceeding straight (right-of-way automobile). Eastbound vehicle turning Tue/3-28-95 8:05 am left broadsided a north- bound vehicle proceeding straight (right-of-way automobile). Eastbound vehicle proceeding Thu/6-29-95 2:30 pm straight hit a fixed object (not driver, brakes, other equipment). Twenty-four hour approach counts were taken at the intersection of Rio Hondo Avenue and Marshall Street. However, the machines were not recording accurate data because of the condition of the roadway. Staff will provide traffic count data at the Traffic Commission meeting. DISCUSSION STOP control is intended to assign positive right-of-way at intersections. The control is usually established on the street with the least volume of traffic. Additional control, beyond the basic right-of-way assignment, is usually reserved for those locations where the volume of traffic exceeds 500 vehicles per hour for any eight hours of an average day and where both streets have about the same amount of traffic. The high traffic volume with almost equal amounts on each street lend credibility to the higher level of intersection control. Without credibility, voluntary compliance is poor and without voluntary compliance, traffic safety is severely compromised. Page 3 It is estimated peak hour traffic volume counts on Rio Hondo Avenue and Marshall Street will fall below the 500 vehicles per hour required to meet the volume warrant for a multi- way STOP control. Because Rio Hondo Avenue is the "through"street at this "T" intersection, motorist on Rio Hondo Avenue are less likely to expect STOP controls in their direction. Knowing Marshall Street"T's" into Rio Hondo Avenue, they expect traffic on Marshall Street to stop and yield the right-of-way to them. Installation of STOP controls on Rio Hondo Avenue would result in a higher accident potential than is currently being experienced at this intersection. The red curb recommended in the June, 1994 staff report is not existing. However, the need for the red curb has not changed. As discussed in the June, 1994 report, there is limited visibility for vehicles exiting the Savannah School parking lot. The red curb would improve visibility and reduce confusion between exiting vehicles and vehicles pulling away from the curb. RECOMMENDATION Based on the anticipated traffic volume and favorable accident history, the installation of STOP controls on Rio Hondo Avenue at Marshall Street is not recommended at this time. The installation of 70 feet of red curb on the east side of Rio Hondo Avenue from the crosswalk at Marshall Street to the "EXIT" driveway of the Savannah School parking lot is recommended as shown in Figure 1. REQUEST FOR STOP CONTROLS ON RIO HONDO AVENUE AT MARSHALL STREET Deputy Traffic Engineer Itagaki stated that this request came from Commissioner Quintanilla to review the intersection of Rio Hondo Avenue and Marshall Street. Commissioner Quintanilla was concerned for the number of vehicles traveling through this intersection and the need for additional traffic controls. Deputy Traffic Engineer Itagaki stated that she was not able to get the traffic counts for this location, and would like to defer this part of the item to the June, 1997 meeting, but recommended that the Traffic Commission take action on the red curb. She stated that the Traffic Commission had recommended the installation of a red curb on Rio Hondo in 1994, but the red curb had never been installed. RECOMMENDATION: As part of the recommendation, the installation of 70 feet of red curb on the east side of Rio Hondo Avenue from the crosswalk at Marshall Street to the "EXIT" driveway of the Savannah School parking lot is recommended. It was moved by Commissioner Knapp, seconded by Commissioner Tine, and carried unanimously to approve the Traffic Engineer's recommendation to install 70 feet of red curb on the east side of Rio Hondo Avenue from the crosswalk at Marshall Street to the "EXIT" driveway of the Savannah School parking lot. C. PARKING RESTRICTIONS ON THE SOUTH SIDE OF MISSION DRIVE IN THE VICINITY OF ENCINITA AVENUE Deputy Traffic Engineer Itagaki stated that this request came from Chairman Ruiz to review the south side of Mission Drive near Encinita Avenue. Chairman Ruiz indicated vehicles are parking on the street in areas where the travel lane is narrow. Chairman Ruiz indicated there may be a need to restrict on-street parking. RECOMMENDATION: Based on field review of the location, the installation of"No Stopping Any Time" signs on the north and south sides of Mission Drive from Loma Avenue to Claudia Avenue is recommended. EXHIBIT "B" . J TO: HONORABLE CHAIRMAN AND MEMBERS ROSEMEAD TRAFFIC COMMISSION FROM: JOANNE ITAGAKI, DEPUTY TRAFFIC ENGINEER DATE: MARCH 23, 1993 RE: REQUEST FOR STOP SIGNS ON RIO HONDO AVENUE AT MARSHALL, STREET REQUEST Staff has received a request from City Councilmember Joe Vasquez to investigate the installation of "Stop" signs on Rio Hondo Avenue at Marshall Street. CONDITIONS Rio Hondo Avenue is a 40-foot wide north/south residential street. A yellow skip stripe exists on the center line of the roadway. The posted speed limit is 30 mph. Marshall street is a 40-foot wide east/west residential street. A yellow skip stripe exists on the center line of the roadway. The posted speed limit is 35 mph. The eastern terminus of Marshall Street intersects Rio Hondo Avenue forming a 'T' intersection. Marshall Street is "Stop" controlled at the intersection. Savannah Elementary School is„ thcated on the east side of Rio Hondo Avenue between Marshall Street and DeAdalena Street. There is a yellow crosswalk on the north leg of Rio Hondo Avenue at Marshall Street. Advance school crosswalk signs and pavement legends are on Rio Hondo Avenue prior to Marshall Street in each direction (refer to Figure 1) . The intersection of Rio Hondo Avenue at DeAdalena Street is a four-way "Stop" sign controlled with yellow crosswalks on all four legs. DATA A review of the City's accident records over a three year period beginning September 1989 through the present revealed one reported accident -at the intersection of Rio Hondo Avenue at Marshall Street. EXHIBIT "C" JPage 2. The review included Sheriff Department accident reports through March 15, 1993 . The record indicates the reported accident occurred on Saturday, March 30, 1991 at 2:45 p.m. when vehicle turning left from Marshall Street ontoRio HondosAvenue collided with a southbound vehicle on Rio Hondo Street. The analysis indicated that the intersection of Rio Hondo Avenue and Marshall Street does not meet the required volumes or accident history to warrant additional stop signs. While conducting the field review, traffic was seen to be progressin in an orderly manner and no significant traffic delays were observed. Visibility to the north from Marshall Street is good .for vehicles turning left. Looking to the south from Marshall Street, a vehicle parked on Rio Hondo Avenue, at the southwest corner to be slightly obstructed, caused visibility RECOMMENDATION Based on the analysis and field review of the intersection of Rio Hondo Avenue and Marshall Street, installation of additional "Stop" signs are not recommended. ORAL COMMUNICATIONS FROM THE AUDIENCE - None V. NEW BUSINESS A. REQUEST FOR CROSSING GUARD FOR RIO HONDO AVENUE AT MARSHALL 1;__________ STREET Deputy Traffic Engineer Itagaki stated that staff received a request from the City Council to investigate the need for a . crossing guard at the intersection of Rio Hondo Avenue at Marshall Street. A request for "Stop" signs on Rio Hondo Avenue was presented at the April, 1993 Traffic Commission meeting. The conditions of the intersection of Rio Hondo Avenue and Marshall Street have not changed since the April, 1993 report. The proposed 20 ' of red curb on the southwest corner of the intersection was installed as recommended. A review of the City's accident history from January 1, 1990 to September 30, 1993 , revealed two accidents occurring within 50 ' of the intersection. These accidents were summarized: The 24-hour traffic volumes on the approaches to the intersection indicate the following: . • Northbound Southbound Eastbound 24-hour volume 583 5,185 53 AM Peak Hour 70 637 4 PM Peak Hour 63 372 10 The pedestrian volumes crossing at this intersection were observed during periods when students were travelling to and from school. These volumes were summarized: North Leg Southbound Eastbound Rio Hondo Avenue & AM 11 4 1 Marshall Street PM 23 3 . 5 AM = 7:45 - 8 :45 PM = 2: 00 - 3 : 00 The accident history does not indicate a significant accident pattern at the intersection of Rio Hondo Avenue and Marshall Street. The accidents identified at this intersection did not 3 involve pedestrians and only 1 occurred during school hours. • Page 1 Adult crossing guards are assigned to uncontrolled crossings when the following are satisfied: 1. There is no alternate controlled crossing within 600 feet; and • 2. The vehicular traffic volume exceeds 350 during each of the any two hours (not necessarily consecutive) in which 40 or more school pedestrians crossing daily while going to or from school. The intersection of Rio Hondo Avenue and DeAdalena Street is approximately 400' north of Marshall Street. This intersection is a four-way "stop" controlled location with yellow crosswalks on all legs. Therefore, the first guideline is not satisfied. The traffic volumes on Rio Hondo Avenue meet the 350 minimum of the second guideline. However, the number of pedestrians crossing Rio Hondo Avenue falls well below the 40 minimum. In addition, the traffic Volumes at this intersection are below the guideline requirements for the installation of multi-way "Stop" signs. These guidelines require a minimum of 500 vehicles per hour from all approaches of the intersection for any 8 hours of a day. The traffic at the intersection of Rio Hondo Avenue and Marshall Street continues to operate in an orderly manner. Some congestion and confusion occurs during the peak 15-minute period immediately before and after school. However, this dissipates quickly and motorists do yield right-of-way to pedestrians in the crosswalk. This supported by the favorable accident history. Field review was also made of the intersection of Temple City Boulevard and Valley Boulevard. School aged pedestrians are assisted by a crossing guard across Temple City Boulevard. The field review of this intersection was performed to determine if a relocation of the crossing guard to Rio Hondo Avenue/Marshall Street might be possible. Based on the field review, the traffic conditions are more complicated at this intersection and the pedestrian volumes (2: 00 - 3:00 p.m. = 32 pedestrians) are higher. Therefore, a relocation of, this crossing guard is not recommended. Based on the analysis of the intersection of Rio Hondo Avenue and Marshall Street, the installation of a crossing guard is not recommended. Speaking before the Commission was: Patricia Simbalar 9433 DeAdalena St Rosemead, California 91770 Ms. Simbalar stated that traffic begins to build up at 1:45 p.m. , and doesn't let up until approximately 2: 40 p.m. - 2: 45 p.m. Parents begin gathering on Rio Hondo approaching the parking lot, they double park, they park across the street, starting at 2: 05 p.m. , when the children are getting out on Rio Hondo. The children dash across the street when they see their parent's cars, while cars do not always yield at the stop sign. These children have no one to help them cross, the parents are almost equally to blame because there is no one there with authority. She feels if they necause tnere is no one cnere witn autnority. sne reels it tney see a crossing guard, it would help. Speaking before the Commission was: Lisa Brown • Teacher (Savannah School) 8757 Duarte Road '® San Gabriel, California 91776 Ms. Brown stated that the survey conducted was misleading, because the kids avoid the intersections at certain times. She feels that the mixture of cars and pedestrians creates a real problem, and feels this is a very dangerous situation. Page 2 Chairman Knapp asked Ms. Brown if she felt the crossing guard would be better at DeAdalena than at Rio Hondo. Ms. Brown felt the crossing guard should be at DeAdalena. • Deputy Traffic Engineer Itagaki stated that they did not take any pedestrian counts at DeAdalena and Rio Hondo. Commissioner Tirre inquired if the school has instructed parents not to double park. Ms. Brown stated that Savannah School held a "Traffic Safety Day", and have been in contact with the Sheriff's Department. Commissioner Larson inquired as to the best time for the Commission to go out and look at this location. He also recommended police enforcement for people making U-turns. Ms. Brown stated that the hours would be 7:45 a.m.- 8:15 a.m. and • again at 1:45 p.m. - 2:40 p.m. Speaking before the Commission was: Georgianna Donnelly Principal (Savannah School) 1680 Mar Vista Pasadena, California Ms. Donnelly commended the Sheriff's Department for their 411 assistance, and stated that she has also observed that approximately -25% of cars go through the intersection and do not stop. Ms. Donnelly stated that the school is willing to work with • the City in anyway possible to solve this problem. Ms. Donnelly also stated that the school has conducted various safety meetings/assemblies to educate the students, but they don't always follow the rules. It was moved by Commissioner Larson, seconded by Commissioner Tirre, and carried unanimously to have staff look at DeAdalena and Rio Hondo, and bringing it back next month. B. REQUEST FOR TRAFFIC SIGNAL AT DEL MAR AVENUE AND HIGHCLIFF • • TO: HONORABLE CHAIRMAN AND MEMBERS ROSEMEAD TRAFFIC COMMISSION FROM: JOANNE ITAGA-KI, DEPUTY TRAFFIC ENGINEER DATE: MAY 25, 1994 RE: REQUEST FOR CROSSING GUARD FOR RIO HONDO AVENUE AT DE ADELENA STREET - SAVANNAH SCHOOL REQUEST This request is a continuation of last-:-month's ''agenda' item -for a crossing-guard at the intersection of Rio Hondo Avenue at Marshall Street. During our meeting, it was determined the crossing guard' would be better utilized at Rio Hondo Avenue and De Adelena Street. In addition, appetition has been received for "speed bumps around the whole school", "STOP sign at Rio Hondo/Marshall" and "red zone • - on Rio Hondo at K-1 parking area". We also discussed the petition to ararify "these requests. The petition requests "speed bumps'!.'around the school. It is the policy of the City -notto install speed bumps due,:to-:the.-liability placed placed on the City. California:- courts have held publiclyagencies - liable for personal injuries•-• resulting from° Rfaulty .::designs., Currently, there is-no—standard design-for' speed:-bumps'approved by. Caltrans. Therefore, the City -d-cies-not have a- standard•'to 'follow. As discussed in last month's agenda, the request for STOP signs;on Rio.Hondo Avenue at Marshall Street was presented at the April 1993 . Traffic Commission meeting. The recommendation, at that time, was -not to install-the STOP signs. Traffic conditions have not changed at- this- intersection that would indicate• a -needed change in this recommendation. The request for red curb on Rio Hondo Avenue in the vicinity of the parking_ area . was ' discussed .-with Ms. Donelly. Based on this discussion, it was determined the requested red curb would be on the eastside of Rio Hondo Avenue; north` of the crosswalk at.°:Rio.. -- -Hondo- Avenue/Marshall >on o Avenue/Marshall - Street and would . extend to- -the "°exit'! .' driveway of the parking lot. Field review of the parkingilot area indicated a limited amount of visibility for exiting vehicles. The requested red curb would ' improve this visibility. This would ' also reduce some confusion that occurs with exiting vehicles and vehicles pulling away from the curb. Therefore, the installation of red curb is recommended as identified in Figure 1. Adult crossing guards are assigned to controlled crossings when the following are satisfied: 1. There are at least 40 school pedestriansrfor each of any two hours (not necessarily consecutive) daily using the crossing while going to or from school; and - 2 . The vehicular traffic volumes on undivided highways of four or more lanes exceeds 500 per hour during any period when the school pedestrians are going to or from school. The count data indicates that the number of pedestrians crossing- at the intersection of Rio Hondo Avenue and De Adelena Street would meet the first guideline. The PM peak period analyzed demonstrated over 40 pedestrians. crossirig. A similar number of pedestrians is anticipated to cross during the AM peak period. The traffic count data was interpolated from counts taken at the intersection of Rio Hondo. Avenue and Marshall Street. The counts at this intersection are expected to be very similar to the intersection of Rio Hondo Avenue and De Adelena Street. The traffic count data indicated a total --volume (northbound and southbound) in the AM. peak hour of 709 vehicles-'and in the PM peak! hour of .397 vehicles.: The AM peak hour traffic volume exceeds the 500 per hour guideline for crossing guards. The PM-peak hour is":less than this guideline. The PM peak hour volume, however, is almost 800 of -this guideline. This indicates a crossing guard may be needed: Based on field review of the intersection of Rio Hondo Avenue and De Adelena Street, confusion does exist between school pedestrians and motorists. Pedestrians are hesitant in crossing the street and motorists are unsure of the pedestrians actions and movements. Overall, there is a question -of 'right-of-way between pedestrians -and motorists. Therefore, the assignment of a crossing guard at' " the intersection of Rio Hondo Avenue and De Adelena Street is recommended. RECOMMENDATION Based on this report, the following is recommended: :' 1. Install 70 ' of red curb on the eastside of Rio Hondo Avenue from the crosswalk at Marshall Street to the "exit" driveway of the Savannah School/School District parking lot. See Figure 1. 2 . Assign an adult crossing guard to the intersection of Rio Hondo Avenue and De Adelena Street. The crossing guard's function is to cross students on the south leg and the east leg of the intersection. 3 . Direct school staff to instruct students to cross with the crossing guard at Rio Hondo Avenue and De Adelena Street and not to cross at Rio Hondo Avenue and Marshall Street. The pedestrian barricade would be a physical reminder to students not to cross Del Mar Avenue at this location. The barricade is not anticipated to eliminate students from crossing Del Mar Avenue mid-block. It is hoped, however, that it would be a.. constant reminder to students to cross at. Emerson Place, the nearest provided crossing. RECOMMENDATION The installation of pedestrian barricades is recommended in the vicinity of the alley on Del Mar Avenue south of Dorothy Street. Figure 1 identifies the location of the barricades. It was moved by Commissioner Tirre, seconded by Commissioner Beezley, and carried unanimously to approve the Traffic Engineer's recommendation. B. REQUEST FOR CROSSING GUARD FOR RIO HONDO AVENUE AT DE ADALENA STREET - SAVANNAH SCHOOL Deputy Traffic Engineer Itagaki stated that this request was a continuation of last month's agenda item for a crossing guard at the intersection of Rio Hondo Avenue at Marshall Street. During our meeting, it was determined the crossing guard would be better utilized at Rio Hondo Avenue and De Adelena Street. In addition, a petition has been received for "speed bumps around the whole school" , "STOP sign at Rio Hondo/Marshall" and "red zone on Rio Hondo at K-i parking area" . The pedestrian volumes crossing the intersection of Rio Hondo Avenue and De Adelena Street were observed from 1:45 pm to 3 : 00 pm. These volumes are summarized below: - School Aged Pedestrians Crossing North Leg South Leg East Leg West Leg Rio Hondo Ave. 23 38 99 27 De Adelena St. Staff met with Ms. Georgianna Donnelly, Principal of Savannah School to insure all the. concerns of the school were addressed. We also discussed the petition to clarify these requests. • The petition requests "speed bumps" around the school. It is the policy of the City not to install speed bumps due to the• liability placed on the City. California courts have held public agencies liable for personal injuries resulting from faulty designs. Currently, there is no standard design for speed bumps approved by Caltrans. Therefore, the City does not have a standard to follow. :4-4) As discussed in last month's agenda, the request for STOP signs on Rio Hondo Avenue at Marshall Street was presented at the April 1993 Traffic Commission meeting. The recommendation, at that time, was not to install the STOP signs. Traffic conditions have not changed at this intersection that would indicate a needed change ip this recommendation. Page 2 The request for red curb on Rio Hondo Avenue in the vicinity of the parking area was discussed with Ms. Donnelly. Based on this discussion, it was determined the requested red curb would be on the eastside of Rio Hondo Avenue, north of the crosswalk at Rio Hondo Avenue/Marshall Street and would extend to the I"exit" driveway of the parking lot. • Field review of the parking lot area indicated a limited amount of visibility for exiting vehicles. The requested red curb would improve this visibility. This would also reduce some confusion that occurs with exiting vehicles and vehicles pulling away from the curb. Therefore, the installation of red curb is recommended. Adult crossing guards are assigned to controlled crossings when the following are satisfied: 1. There are at least 40 school pedestrians for each of any two hours (not necessarily consecutive) daily using the crossing while going to or from school; and 2 . The vehicular traffic volumes on undivided highways of four or more .lanes exceeds 500 per hour during any period when the school pedestrians are going to or from school. The count data indicates that the number of pedestrians crossing at the intersection of Rio Hondo Avenue and De Adalena Street would meet the first guideline. The PM peak period analyzed demonstrated C' over 40 pedestrians crossing. A similar number of. pedestrians is anticipated to cross during the AM peak period. The traffic count data was interpolated from counts taken at the intersection of Rio Hondo Avenue and Marshall Street. The counts • at this intersection are expected to be very similar to the intersection of Rio Hondo Avenue and De. Adelena Street. The traffic count data indicated a total volume (northbound and southbound) in the AM peak hour of 709 vehicles and in the PM peak hour of 397 vehicles. The AM peak hour traffic volume exceeds the 500 per hour guideline for crossing guards. The ,PM peak hour is less than this guideline. The PM peak hour volume, however, is almost 80% of this guideline. This indicates a crossing guard may be needed. Based on field review of the intersection of Rio Hondo Avenue and De Adelena Street, confusion does exist between school pedestrians and motorists. Pedestrians are hesitant in crossing the street and motorists are unsure of the pedestrians actions and movements. Overall, there is a question of right-of-way between pedestrians and motorists. Therefore, the assignment of a crossing guard at the intersection of Rio Hondo Avenue and De Adelena Street is recommended.
