DISCUSSION
This item was brought to the Traffic Commission by business owners on Garvey Avenue
with concerns about parking conditions on their street as a result of the Alhambra Adult
Education Center. The businesses east of the Adult School have stated that they are
unable to conduct business when street parking in front of their shops is taken by students
parking for extended periods of time. The Adult School has adequate on-site parking to
accommodate student parking, but students are choosing instead to park on the street.
As a result of the on-going problems with students parking along Garvey Avenue, the
business owners are requesting a green curb on Garvey between Dequine Avenue and
Lindy Avenue with a "20 Minute" message.
This item was originally brought before the Traffic Commission on November 7, 1996.
Staff-analyzed the parking conditions at the site and recommended a green curb be
installed. At that time it was discovered that the Adult School had closed-off its parking
facilities so students were unable to park at the school and had to park on the street. The
Adult School agreed to open the parking structure to students, and it was believed this
would alleviate the parking conditions on Garvey Avenue. The Traffic Commission
voted to retain the existing conditions and requested additional enforcement of the
existing "2 Hour Parking" limit.
On March 26, 1997, staff received a petition signed by the business owners on the south
side of Garvey Avenue between Dequine and Lindy Avenue requesting the installation
of a green curb. They stated that the parking problems on their street have not been
alleviated. Staff analyzed the parking situation in this area and found that while the
Adult School has adequate on-site parking, the parking garage is underutilized, and

The Traffic Commission reviewed this item again on April 3, 1997, and voted 4-0 to
recommend that the City Council approve the installation of a green curb and additional
signage on Garvey Avenue from Dequine Avenue to Lindy Avenue. Attached for your
review is a copy of the Traffic Commission staff report and minutes.
RECOMMENDATION
It is recommended that the City Council approve the installation of a green curb and
additional signing on the south side of Garvey Avenue between Dequine Avenue and
Lindy Avenue per attached Figure 1 of Exhibit A.

BACKGROUND
This item was originally brought before the Commission on November 7, 1996.
The item was then continued to the December 5, 1996 meeting. At this meeting,
staff presented several alternatives to limit parking along this section of Garvey
Avenue. The Commission voted to retain existing conditions and request
additional enforcement of the existing parking restrictions. The reports and
meeting minutes are attached.
Since the December meeting, several discussions have occurred with the Adult
School, businesses on Garvey Avenue and City staff. The Adult School has
opened their garage to students. However, students have not been willing to use
the garage and prefer to park on the street.
The business owners on the south side of Garvey Avenue between Dequine
Avenue and Lindy Avenue have signed a petition, attached, for the installation of
green curb. The owners have had continued problems with extended parking,
primarily by students, in front of their business. The owners believe the requested
green curb will best serve their needs.
RECOMMENDATION
This item has been addressed in the previous reports. Staffs original
recommendation was to install the green curb. Since all the business owners have
requested the green curb, it is recommended that green curb and additional
signing be installed on the south side of Garvey Avenue from Dequine Avenue to
Lindy Avenue. A figure depicting this recommendation will be available at the
Traffic Commission meeting.

Ms.Panaqua gave the Commission the original copy of the petition. She stated that the
businesses east and west of them have been negatively impacted,and feels that the school has not
made an honest effort to put forth suggestions. It has required them to call on a continuous basis
and take up valuable resources for traffic enforcement. It has become a daily activity,it has made
it difficult to conduct business on a daily basis. There is adequate on-site parking,but they also
rely on the street parking for stop and go and over-size truck deliveries. The businesses lose out
by installing a green curb,because it means people will be restricted doing business in their
establishment. Ms.Panaqua also spoke to the manager at McDonalds who stated that the parking
problems travel across the street to their parking lot.
Commissioner Knapp asked what kind of contact have we had with the principal at the school.
Vice-Chairman Ruiz stated that Brad Johnson wrote them several letters, and we received a letter
back from the school stating that they will open the parking lot for their students.
Commissioner Tine asked who will be enforcing the green curb? Vice-Chairman Ruiz stated that
it would be the Parking Control Officers.
Ms.Panaqua stated that prior to the school coming on site,they did not experience problems in
the area. She feels the green curb will be a visual deterrent.
Commissioner Knapp stated that a"strong"letter from the City addressed to Jean Turner,Head
of the Adult School,indicating that this item needs to be a matter of priority for students and
teachers to use the parking lot provided for them, and indicate that they are in violation of their
"Conditional Use Permit".

Commissioner Knapp stated that this item will be going to the City Council on the 4th Tuesday of
this month.
Vice-Chairman Ruiz strongly suggested that they attend the City Council meeting on April 22,
1997,and voice their opinion.
Sgt.Wayne Wallace stated that businesses in Rosemead should not suffer because of the Adult
School not adhering to the"Conditional Use Permit", and that a letter"strongly worded"to the
Adult School be sent them.
It was moved by Commissioner Knapp, seconded by Commissioner Tirre, and carried
unanimously to approve the Traffic Engineer's recommendation.

In follow-up to discussions with your office on Monday, March 24. 1997.
Tuesday, March 25. 1997, and Wednesday, March 26, 1997, the business
establishments listed below are requesting immediate action to resolve
•
outstanding parking concerns related to the Alhambra Adult Education
Center.
Specifically, for your review, please find letters from two business
owners, a City of Rosemead Traffic Commission correspondence, and a
staff report from the City of Rosemead Traffic Commission. Subsequent
to the November 7, 1997, meeting on said subject, businesses located on
the south side of Garvey Avenue east of Dequine Avenue have continued to
be negatively impacted by the parking of student vehicles associated
with the Alhambra Adult Education Center.
Given the impact from the Alhambra Adult Education Center to our
businesses and their lack of corrective action, we are respectively
requesting the curb common to our property be painted green with a "20
minute" message. In that the parking issue is an on-going problem, we
strongly believe the only reasonable action to resolve our concern is
restrictive parking or enforcing the "conditional use permit". The
irony of restrictive parking is our respective clients will now be
limited to conducting business due to the unwillingness or inability of
the District to manage parking requirements. We consider it very
unfortunate that four pre-existing businesses located in Rosemead have
had to be impacted for a period of seven months by the Alhambra Adult
Education Center.

REQUEST
A request was received by the City Council from Kwok H. Yeung, owner of
Wienerschnitzel, to paint the curb green with a "20 MIN PARKING" stencil for the
space in front of the establishment. An additional request was received from
Garvey Equipment for similar measures. The request indicated parking problems
due to the newly opened Southeast Adult Center school, where students are
parking in front of adjacent businesses for extended periods of time. The request
is attached for reference.
CONDITIONS
•
Garvey Avenue is a 74 feet wide with two lanes of traffic in each direction separated
by a 10 feet wide raised landscaped median. The posted speed limit on Garvey
Avenue is 35 mph. On street parking is limited to two hours from 7 A.M. to 6 P.M.
except for Sundays and Holidays.
Dequine Avenue is a 30-foot wide roadway with no striping. The prima facie speed
limit is 25 mph. Dequine Avenue is stop controlled at its intersection with Garvey
Avenue.
Figure 1 depicts existing conditions
DISCUSSION
A field review of the area was completed and revealed that on street parking in this
area is being used by vehicles for extended periods of time. Most likely, the on
street parking is being used by students of the Southeast Adult Center school,
because one of the two on-site parking areas was gated and the other area was
under utilized. On street parking along Dequine Avenue was being fully utilized.
As part of the Cities approval of the school, much consideration was given to
parking conditions and requirements within the area. This is partly the reason the

school has two parking areas onsite. The school has been put on notice regarding
on-site parking conditions and are subject to their Conditional Use Permit The
attached letter provides some background on the City's position regarding parking.
Garvey Avenue is a public street with 2 hour parking limits from 7 A.M. to 6 P.M.
except for Sundays and Holidays. A public parking space is typically not allocated
to just one user, however, it is commonly used by adjacent business owner(s).
Given the nature of student parking, which is typically longer than two hours, and
parking conditions placed on the school by the City to provide ample on site parking,
it is appropriate for the Garvey Avenue public parking to be designated as high
turnover parking to reflect the needs of the business located adjacent to the parking
space. To accomplish this, it is recommended that approximately 85 feet of curb
be painted green with white "20 MINUTE" messages stenciled on the top of each
curb section. As part of this improvement, the removal of one existing parking sign
and the installation of two new parking signs that enforce the new parking treatment
is recommended.
Figure 1 depicts proposed conditions.
RECOMMENDATIONS
•
Based on conditions discussed above in the vicinity of the Garvey Avenue and
Dequine Avenue, it is recommended that approximately 85 feet of curb on Garvey
Avenue east of Dequine Avenue be painted green with white "20 MINUTE"
messages stenciled on top of the curb and noted parking signs installed as shown
on Figure 1.

Dear Mayor,
This letter regards my concern about the parking space in front of my store_ I have only
one parking space in front of my store that is available to my customers. This space is very often
occupied by the customers who intend to 'stop and go' for a quick meal. This is a very
convenient spot for my customers and it has helped our business. The customers can easily exit
from their car and walk-up to our counter to place their order. This is necessary for those that are
in a hurry and need 'fast-food.'
. Recently, the building across from us has opened up and become a school. The problem is the
students. They repeatedly park their cars in our designated spot for countless hours, occupying
that space and denying it to our customers. This has hurt our business tremendously. It is
especially repelling our valued'stop n go' customers.
I would like for you to get the curb of this parking space painted green with a message stating: 20
minutes only. This would greatly help our business and keep the students from parking there for
continuous hours. I would appreciate your effort in accomplishing this as soon as possible.

On April 15, 1996, Rosemead's Planning Commission approved a permit for the Alhambra
School District to operate an adult education facility located at 7422 E. Garvey Avenue. Mr.
Lyons, Director of Planning and I, worked very closely with Ms. Jean Turner and Mr. Mark •
Paulson on completing this process.,cine of our concerns that we presented early on was that
there was not enough parking for the number of students that were requested_
Our parking code requires an adult educational facility to provide parking at a rate of one space
per two students, plus one space per faculty on the largest shift. Ms Turner stated that there
would be eight (8) staff and that you proposed to serve 80 students now with the potential to
increase to 100 later. We noted that the site is eight (8) parking spaces short for allowing 80
students. However, they noted that many students take the bus.
During the CUP process, we agreed for the school to operate with 80 students. Meanwhile, the
school is to take note of the number of students that are taking the bus. This information will help
your case when/ifyou decide to expand your operation without adding parking. However, we
have recently received a couple of complaints from your neighbors about students parking on the
street.
Staff conducted an investigation on September 26, 1996, and Mr. Brad Johnson of our office
spoke with Mr. Frank Conal of your agency. We found, and Mr. Canal confirmed, that the
students have not been allowed to use the parking facilities. In their place, staff from other
Alhambra School District facilities are now parking at this location.
This action places your facility in violation of Condition g 6 which regulates parking based on
eight (8) staff and 80 students all using the parking facilities at this site. Nothing was ever
mentioned about outside staff using this parking facility. Changes in operation requires a
modification request to go back to the Planning Commission for a public hearing (Condition g8).

Please work with your staff to correct this problem so that students have the opportunity to park
within the facility and staff from other facilities 'do not. We would Iike to provide fair warning
that cars parked on the street are subject to citations. We have instructed our parking control
officers to actively enforce parking restrictions in this area. In addition, we are now reviewing the
possibility of reducing the parking limit to 20 minutes in this area to reduce potential conflicts
with the neighboring businesses.

In response to your October 29, 1996 correspondence outlining

meeting tonight, due to a previous commitment.
Although we support the efforts of the Alhambra Adult Education Center.
in providing enrichment opportunities to area residents, the related
parking concerns that have impacted our business cannot be ignored.
Specifically, the limited curb area on Garvey Avenue that we share with
adjoining businesses is no longer available to our clients and
deliveries via UPS and tractor trailers are extremely difficult. At
times this congestion has even affected the vehicular traffic on Garvey
Avenue further creating a dangerous situation. Additionally, clients
whose over-sized vehicles will not fit onto our business lot rely on the
curb for "stop and go" shopping.
A recent conversation with a student attending the Alhambra Adult
Education Center who continues to park in front of our business risking
a parking fine further illustrates the need to address inadequate
parking. When asked why she didn't use the underground lot available
on-site she indicated that it was only for the teachers with few spaces
remaining. She further said that on Mondays _attendance was light due to
the 2 hour restricted parking on Garvey Avenue in combination with

ticketing on the sidestreets due to street cleaning. She even opted at
times to get the lesser fine with street cleaning than to move her car
on Garvey Avenue during the day.
Overall , it is apparent that the projected parking requirements to
adequately service students fell short of actual needs. Possible
solutions for this parking dilemma might be to stagger classes between
mornings and afternoons and/or lease parking space nearby to augment
underground parking. Should the Alhambra Adult Education Center be
unable to resolve this matter in a timely manner, Garvey Equipment
Company would be supportive of a restricted curb along Garvey Avenue to
include the area directly in front of our business site.
We are hopeful both our concerns and suggestions have been of assistance
to the Traffic Commission in addressing the parking issues of the
Alhambra Adult Education Center. Should you have any questions

BACKGROUND
This item was discussed at the November 7, 1996 Traffic Commission meeting.
A copy of the report is attached. The Commission was concerned with the
enforceability of the "20 Minute" green curb requested by the owner of
Wienerschnitzel. In addition, there were concerns of visibility needs when exiting
the driveway when a vehicle is parked in this location. The specific needs of
Garvey Equipment were also a concern.
DISCUSSION
The parking conditions in the study area have not changed since last month's
report.
Staff did speak with Ms. Trina Panaqua of Garvey Equipment Company. Ms.
Panaqua wanted to reiterate to the Commission that Garvey Equipment Company
needs to have the on street parking in front of their business available for their
customers. Because of the limited on street parking, most of their employees are
parking on-site, reducing the number of available on-site spaces for customers.
However, some customers are not able to park on-site due to the large size of their
vehicles and/or the trailers they pull.
Ms. Panaqua relayed that Garvey Equipment Company would prefer a 20 minute
green curb over a yellow curb. Garvey Equipment Company feels the yellow curb
would be more restrictive for their customers. The 20 minute green curb would
allow enough parking time for the majority of their customers and provide curb
space for their deliveries.
At the request of the Traffic Commission, several alternatives have been identified
for consideration.

Alternative 1 - Retain existing conditions
This alternative would retain existing parking restrictions on Garvey Avenue east
of Dequine Avenue. This wouldinclude the street sweeping and 2 hour parking
restrictions.
Alternative 2 - Install Green Curb
Alternative 2 is the staff recommendation made at the November 7, 1996, Traffic
Commission meeting. This would install green curb in front of Wienerschnitzel,
Armstrong Auto Service, and Garvey Equipment. The total green curb (and
driveway) length is approximately 150 feet.
Alternative 3 - Install Red Curb at.Wienerschnitzel
Alternative 3 would install red curb in front of the Wienerschnitzel restaurant and
keep the remaining curb unmarked. The unmarked curb would fall under the
existing parking restrictions. The installation of red curb is not needed for visibility
purposes. The red curb would provide ease of access for eastbound vehicles
entering the restaurant's parking lot.
Wienerschnitzel is not in favor of eliminating this parking space. They are
requesting the green curb for their "stop and go" customers.
Alternative 4 - Install Yellow Curb at Garvey Equipment
This alternative would install yellow loading/unloading zone in front of Garvey
Equipment and keep the remaining curb unmarked. The unmarked curb would fall
under the existing parking restrictions.
• As discussed previously; Garvey Equipment Company is not in favor of a yellow
curb in front of their business. They need the on street parking for all of their
customers and deliveries.
RECOMMENDATION
Due to the alternatives requested by the Commission, staff has not made a
recommendation on this issue.
