CC - 07-26-05• • MINUTES OF THE REGULAR MEETING ROSEMEAD CITY COUNCIL JULY 26, 2005 The regular meeting of the Rosemead City Council was called to order by Mayor Imperial at 8:00 p.m. in the Council Chambers of the City Hall, 8838 E. Valley Boulevard, Rosemead, California. The Pledge to the Flag was led by Councilwoman Clark. The Invocation was delivered by Bante Chao Chu of the Rosemead Buddhist Monastery. ROLL CALLS OF OFFICERS: Present: Councilmembers Clark, Nunez, Tran, Mayor Pro Tern Taylor and and Mayor Imperial Absent: None APPROVAL OF MINUTES: None PRESENTATIONS: None 1. ORAL COMMUNICATIONS FROM THE AUDIENCE Victor Ruiz, thanked Councilman Tran for his integrity and leadership to community. Seen more visibility of Sheriffs in south end of City and to continue his efforts, i.e. meeting with Sheriff Baca. Ron Gay, 4106 Encinita, read a statement regarding there being no supermarkets, restaurants, or movie theaters on main streets in City and that he was amazed that the three Councilmember's keep getting elected. Spending money elsewhere equals tax dollars to other cities. He stated that the city has no vision, no direction. He also stated that the EIR document for Walmart was inadequate. Walmart donated to Rosemead School District and Rosemead High School only. Has photos of Mike Lewis at Rosemead Park with campaign posters and that he was in favor of the recall. Mayor Pro Tern Taylor stated that it was a gift from Walmart to Rosemead High School. Garvey School District voted against Walmart coming into City. Garvey School District did not put in a request for money from Walmart. Councilman Nunez asked how were requests obtained. Was Garvey School District given an opportunity to apply? Did not hear of any outreach efforts. Mayor Pro Tern Taylor stated that Garvey School District voted down to support Walmart and that they did not submit a request. Councilman Nunez stated how did 12 other school districts receive their requests? CCMIN-7/26/05 Page 1 • Ken Pike, stated that he has been here before the city incorporated and that the Kiwanis have given funds to the Garvey School District for afterschool programs. He spoke of the recent Garvey School District's commendation and that the Kiwanis has received 540,000 in contributions and that the money mainly went to the Garvey School District, some at Muscatel Jr. High. Mayor Pro Taylor asked Mr. Pike if he remembered the Fun Zone at the Montgomery Wards site, the theater that was in there and stated that Council cannot dictate what businesses close. Entertainment comes and goes. Mr. Pike stated that he tried to get a business district back then. To get businesses, more space is required, ie parking now. Also stated that there are a lot of empty buildings in Temple City also. City has built senior housing, community centers, etc. Hate to see recall election, thinks money will be wasted, should wait till next election. David Ortiz, 8408 Mission Drive, asked regarding Garvey School District banners from last meeting, "California Distinguished Schools". Teachers should be teaching kids. Good report cards are advertisement enough. City does not need to fund schools for advertising. Leadership by example, that is how the 3 councilmember's keep getting re-elected. He asked if the unions are going to tell us what to do. Recall is waste of money. Ron Gay asked Mayor Pro Tern Taylor if he started the recall against Ken Pike? Mayor Pro Tern Taylor stated no. Mayor Imperial stated that in 1976 he was elected to the Council just after the recall of Mr. Pike. Mr. Pike was recalled because he was trying to put in something that no one at that time wanted, in which some of the same people who are fighting us now. Some of the same people who have been friends of his for 27 years and just because you do one thing that they don't like, I didn't join the union, then we find out that they don't like me now, so keep this in proper context, Mr. Gay. IL PUBLIC HEARINGS A. PUBLIC HEARING - RESOLUTION NO. 2005-24 - CERTIFICATIN OF COMPLIANCE WITH THE LOS ANGELES COUNTY CONGESTION MANAGEMENT PLAN The Mayor opened the Public Hearing for anyone wishing to speak for or against this item. There being no one wishing to speak, the Public Hearing was closed. MOTION BY COUNCILWOMAN CLARK, SECOND BY COUNCILMAN NUNEZ, that the Rosemead City Council adopt Resolution No. 2005-24. RESOLUTION NO. 2005-22 - CLAIMS AND DEMANDS The following Resolution was presented to the Council for Adoption. RESOLUTION NO. 2005-22 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $907,524.78 NUMBERED 49786 THROUGH 49847 MOTION BY COUNCILMAN NUNEZ, SECOND BY COUNCILWOMAN CLARK, that the Rosemead City Council adopt Resolution No. 2005-22. MATTERS FOR DISCUSSION AND ACTION - None VII. STATUS REPORTS - None VIII. MATTERS FROM OFFICIALS Councilman Nunez asked that staff look into creating a commission on veterans. The commission could help with the 4th of July parade, a Memorial Day parade, and outreach programs. Veterans from Rosemead need to participate in the City. Mayor Imperial stated that he has made efforts to reach veterans in past. Mayor Pro Tem Taylor stated that it was a good idea to get people involved. Groups try to promote community activity and involvement. Councilman Tran stated that a commission was fine. CCMIN-7/26/05 Page 4 • • Ken Pike thanked the City for providing chairs for the Memorial Day service at Savannah Cemetery. Councilman Tran stated that the city needs more events and the commission would be good. Councilman Nunez stated that the City needs to bring in veterans and build up pride in city. Events will bring together community, have staff support them. City Attorney Kress stated that Councilman Nunez' proposal needs to come back as a future agenda item to give direction to staff. Councilman Tran stated that he met with Sheriff Baca. Sheriff Baca acknowledged there could be a lack of response time. Need to do study and direct City Manager to meet with Sheriffs to improve safety and look at options on their own dime. Mayor Imperial asked if a meeting could be arranged? Deputy Jewett stated yes, staff could meet. Sheriff very involved with city's. Mayor Pro Tern Taylor asked how much money did Rosemead get back from State? City Manager Crowe stated $950,000. Mayor Pro Tern Taylor stated that it would then go back to the city's General Fund and asked what would be the cost for 2 more deputies? Councilman Nunez stated that we need to first meet to find out where we needed more service and then met with Sheriffs and staff for best use of money. Councilman Tran stated that the city needed a study meeting and then bring back in the future. VIII. ORAL COMMUNICATIONS FROM THE AUDIENCE Steve Ly, 3040 Rosemead Place spoke on the methods used by Councilmen Nunez and Tran for recall. Need to stop using "SAVE" students in recall efforts. He stated that his mom signed the recall petition and was told Councilmembers have served too long. The recall was targeting union families and that his mother had pulled her name from the recall petition. Councilman Tran stated that "SAVE" students reached out to him as individuals that they wanted to help. Steven Ly, stated that they were being used as a tool, extremely unethical. Immigrant population is not being told the truth. Councilman Tran stated that they are Rosemead residents and that they came to him. CCMIN-7/26/05 Page 5 C] 0 Ron Gay, asked how was this a union.thing? He stated that he was a union member. He stated that he had worked with the RYA for many years. He stated that the City needed to build baseball fields and promote sports and that the only outsiders are people paying for all your literature. IX.
