ELECTED OFFICIALS LEADERSHIP ACADEMY, JULY 25-26, 1997
MONTEREY
Attached for your consideration is information regarding the aforementioned conference. The
Academy follows the Executive Form which ends at noon on Friday, July 25, 1997. The Council
has the option of attending the Academy or the Redevelopment Conference which start Friday
Afternoon. The sessions are directed at elected officials and include: Community Consensus
Building;Practical Ethics and the Public.Trust;Working with Community Based Organizations;
and Interest-Based Problem Solving.
RECOMMENDATION
It is recommended that the Council authorize the attendance of any Councilmember,

PRACTICAL ETHICS AND THE PUBLIC TRUST 2 CREDITS
Many issues facing city officials have ethical aspects;some are easy to decide,while others
are very difficult and carry profound implications.As we seek to uphold and advance the
public's trust each day,it is vital that we keep in mind the fundamental principles on
which our community and society function, and how we can work to respect and
advance them in all our actions.
Objectives:
To explore the ethical choices we can face and the principles and criteria by which we can
determine appropriate actions.
To examine ways to assure that ethical actions are the norm in your city hall.
WORKING WITH COMMUNITY BASED ORGANIZATIONS 2 CREDITS
From small towns to large cities,there has been an explosion of diverse community based
organizations(CBO's).While most cities are experiencing the fiscal restraints of
providing services and solutions to various sectors of the community, CBO's are
frequently overlooked as vital resources to this end.
Objectives:
To inform elected officials on how work with CBO's to resolve local problems.
To demonstrate several successful methods of government-CBO collaboration in
resolving crime,and the effective delivery of city/county human services.
To provide resource information to assist the long-term retention of small CBO's.
INTEREST-BASED PROBLEM SOLVING AND NEGOTIATING - PART I r 1 CREDIT
While you may not always be at the table,it is essential that you have a working
knowledge of the principles and processes of interest-based problem solving and
negotiating.It has the ability to achieve more creative and satisfactory resolutions to
differences than does traditional negotiating.This intensive,two-part workshop will give
you a solid introduction to this increasingly valuable tool for local officials. (Space is
limited;sign up for this session on the registration form.)
Objectives:
To provide a solid understanding of the principles of interest-based problem solving.
To provide a chance to practice the skills needed to successfully apply this process.

COMMUNITY CONSENSUS BUILDING T 2 CREDITS
Increasingly it is vital that we have the input, understanding,and support of the
community if we are to do the work of the city. Certainly Proposition 218 requires that
there be the consensus and consent of the public if there is to be new revenue. Therefore,
it is necessary for elected officials to understand and have skills in building consensus
among the divergent interests in our cities.
Objectives:
To introduce the concepts,processes and applications of consensus building.
To describe and practice some of the basic skills and techniques elected officials can use in
working with community groups.
PERFORMANCE POLICIES AND ASSESSMENT -r 2 CREDITS
As the policy leaders in your city, elected officials need to set clear expectations for the
performance of staff. This must be done respecting the proper roles of council, city
manager,attorney and staff. To do this effectively requires both policies and practices
which are understood and followed, and measures of assessment of which are clearly
stated and agreed to,particularly with relation to the council-appointed staff.
Objectives:
To consider the purposes and contents of effective performance policies for city councils
to adopt.
To examine the elements of an effective performance assessment system and how it can be
implemented.
INTEREST-BASED PROBLEM SOLVING AND NEGOTIATING - PART II r 1 CREDIT
See description of this two-part workshop shown above. One must participate in the
Friday session of the workshop to be in this part of the workshop.

The Ralph M.Brown Act does not apply to conferences simply because a majority of the
city council or other covered body attends.However,a majority of the body may not
discuss among themselves specific substantive issues at such conferences.Any such
discussion is subject to the Brown Act and must occur in a meeting which complies with
its requirements.
