TRIPEPI, CITY MANAGER e'Y DATE: JANUARY 21, 1997 RE: ENGINEERING PROPOSAL- 1996-97 SLURRY SEAL ON VARIOUS STREETS Attached for your consideration is an engineering proposal from Willdan Associates for engineering design (preliminary and final), construction observation, contract administration, and utility coordination for slurry seal of pavement on various streets identified as Exhibit "A". The streets selected conform to priorities shown in the updated Pavement Management System report. The total construction cost for this project is estimated to be $40,000. The City's share is estimated at $20,000 and the Agency's estimated at $20,000. The proposed project is currently programmed in both the 1996-97 City and Redevelopment Agency budgets. The City budget utilizes State Gas Tax funds. Construction of the project is anticipated to begin in the Spring of 1997. The proposed fees are as follows: Preliminary and Final Design $ 3,000 Utility Coordination $ 1,500 Construction Observation $ 3,600 Contract Administration $ 60Q Total Proposed Fee $8,700 COUNCIL AGENDA JAN 2 81997 ITEM No. . . The total fee, excluding utility coordination, is in conformance with that portion of the City's agreement with Willdan Associates which pertains to design engineering services. RECOMMENDATION It is recommended that the Rosemead City Council: 1. Approve the attached engineering proposal. 2. Direct staff to begin the preparation of the necessary plans and specifications. Subject: Proposal for Professional Engineering Design, Construction Observation, Contract Administration, and Utility Coordination for the 1996-1997 Slurry Seal Program on Various Streets Dear Mr. Tripepi: As requested, we are pleased to be given the opportunity to submit this proposal • for the above-referenced services. Generally, this project includes a slurry seal coat for the streets throughout and serving the City of Rosemead and the Rosemead Redevelopment Agency area as listed in Exhibit "A." The streets selected conform to priorities shown in the updated Pavement Management System report. SCOPE OF SERVICES We propose to provide the following basic services for the project: Preliminary and Final Design 1. Confer with City staff to review, in full detail, the requirements for the project. Review available information and data assembled by City staff. 2. Prepare plans identifying the streets to be slurried, the trash pickup schedule, and street sweeping schedule. 3. Attend coordination meetings, as necessary, with City personnel at various times during the design phase to obtain additional input and review work. • 4. Prepare specifications and contract documents to conform to applicable requirements of the City of Rosemead. 5. Prepare final project cost estimates. =� _. Submit copies:of plans to all affected utilities and agencies. 2. Coordinate with affected utility companies to provide for any proposed utility improvements.prior to pavement construction. 3. Coordinate with water company to implement an upgrade of fire hydrants, as needed, within the project. 4. Send notification to affected utility companies, other agencies, contractor and City staff, and attend and coordinate the preconstruction conference. Contract Administration 1. Provide the City with 20 sets of final plans and specifications for bidding. 2. Assist the City in securing bids and awarding project. 3. Attend preconstruction conference and prepare minutes. 4. Provide contract administration for proper enforcement of the contract plans and specifications. 5. Provide engineering support, as needed. 6. Provide the necessary consulting services required to coordinate the efforts between the City and contractor. 7. Review and recommend approval of progress payment requests. 8. Answer inquiries and complaints for the City relating to the project. Construction Observation 1. Provide daily construction observation during the construction period. 2. Provide the necessary weekly, monthly, and final reports. 3. Provide copies of daily construction observation reports on a weekly basis. 4. Provide necessary coordination with other agencies to provide final inspection of the project. January 22, 1997 Page 3 5. Provide report to City following final inspection stating that the project has been completed, and provide necessary data for City acceptance of the project. Our proposed fees are as follows: • Preliminary and Final Design (Fixed Fee) $3,000 • Utility Coordination (Fixed Fee) 1,500 • Construction Observation (Fixed Fee) 3,600 • Contract Administration (Fixed Fee) 600 Total Proposed Fee $ 8,700 The current estimated construction cost for the project is $40,000. The total fee, excluding utility coordination, is in conformance with that portion'of the City's agreement with Willdan Associates which pertains to design engineering services. The construction contract period is estimated to be 10-working days. Compensation for weekend inspection and inspection beyond the allocated working days and hours of the construction contract will be on time-and-materials basis.
