EMPLOYEE RELATIONS INSTITUTE FEBRUARY 20-21, 1997

Attached for your consideration is information regarding the aforementioned conference. Since
we are beginning negotiations with our employee bargaining unit, it is important that the City
attend this conference. Sessions include: Introduction to Public Sector Negotiations, Mediation,
Dispute Resolution, Avoiding the Pitfalls of Collaborative Bargaining, and a Legal Update.
RECOMMENDATION
It is recommended that the Rosemead City Council authorize the attendance of any
Councilmember, the City Attorney, the City Manager and staff designee.

I. Mediation-Does it Really Work?
This workshop is designed for elected officials and staff members who are
interested in how and when to use mediation to resolve labor disputes.Hear a
practicing mediator's advice on: when to call in a mediator;how to select and
work with a mediator and what results to expect;what a mediator can do for the
parties that they can't do for themselves;and the risks of mediation.
II. Introduction To Public Sector Negotiations
An introductory session focusing on public sector employee relations,the
Meyers-Milias-Brown(MMB)Act, and subsequent case law.
III. Advanced Negotiations At The Bargaining Table
An advanced session on the latest issues and strategies in negotiations used by
negotiating professionals.

The State Constitution and Local Government Finances,. : .
A discussion of the dramatic changes impacting local government finance which have
resulted from constitutional initiatives including Propositions 13,9,62,98 and 218.And
learn what future efforts we may anticipate to further restructure local finances through

workplace will be important.Have values changed from generation to generation?Has
the workforce changed significantly enough to require we focus on the potential conflicts •
between personal and workplace values?

III. Reference Checks-The Dangerous Grounds
Reference checks are a valuable tool for employee selection.However, agencies
face liabilities in the release,receipt and utilization of reference information.
This session will explore the most effective approaches to reference checks in
today's legal environment.

The County Personnel Administrators Association of California invites their
colleagues to an issues debate.The issue to be discussed will be:Public sector
collective bargaining laws,employee due process and benefits should be
modeled after those found in the private sector.

II. Workers' Compensation: The Results of Reform and
Ergonomics Standards
We have now had over two years of experience with the state workers'
compensation reform,including newly implemented ergonomic standards. What
has been the impact of these laws, and what further changes should we expect?

III. Using the Electronic Medium: Personnel Transactions and
Security Issues
Learn how human resources departments can utilize the electronic medium to
improve customer service,reduce workload,eliminate processing errors,meet
service delivery demands with less staff,and eliminate paper.Also covered will
be the security of such personnel transactions via the electronic medium.

Initiative.This informative session will explain what the initiative means,how
will it affect recruiting,and how it will change the way we have done business.
III. Giving First Class Internal Customer Service
Human resources departments are often viewed by their customers as enforcers,
rather than as consultants or partners.While our organizations focus on service
delivery to external customers, it is equally important for us to focus on
delivering to our internal customers.This session will feature practitioners
whose departments are trying to transform the traditional role of human
resources by providing services that our customers value.
