TRIPEPI, CITY MANAGER .4‘..7Z- DATE: JANUARY 22, 1997 RE: REORGANIZATION OF PLANNING DEPARTMENT-CODE ENFORCEMENT FOR REMAINDER OF FISCAL YEAR 1996-97 The retirement of our Code Enforcement Officer has provided management with an opportunity to evaluate staffing in both the Planning Department and Building Department. There currently exists overlapping areas of responsibilities between the Building Department's Rehabilitation Inspector who is concerned with substandard building conditions and the Code Enforcement. Officer who responds to zoning violations and property maintenance problems. Staff has found in many cases both positions have been involved in resolving identified problems and deficiencies. Usually a property maintenance problem is initially handled by the Code Enforcement Officer who also has the discretion of referring various cases to the Building Rehabilitation Inspector. Often both these positions must be present at City Prosecutor Hearings. The vacancy provides us with the opportunity to consolidate the code enforcement position with the part-time contract building rehabilitation position. Attached for your consideration is a letter from Jim Guerra, Manager of Willdan's Building Inspection Services proposing to combine both positions at the same rate they provide rehabilitation inspection services. The letter includes a cost analysis which projects a savings of $13,426.65 from February through June of 1997. RECOMMENDATION It is recommended that the Rosemead City Council authorize Wilidan Associates to provide rehabilitation and code enforcement services through June 30, 1997 at a cost not to exceed $9,964.75 per month with an evaluation during the 1997-98 budget deliberations. ccstaf(5) COUNCIL AGENDA JAN 281997 ITEM No. .l�. Tripepi City Manager City of Rosemead 8838 East Valley Boulevard Rosemead, CA 91770 Subject: Proposal to Provide Interim Code Enforcement Services Dear Mr. Tripepi: Willdan Associates is happy to submit a proposal to provide Interim code enforcement services to the City of Rosemead. As you are aware with the recent retirement of the City's code enforcement officer, a vacancy now exists in this position. Willdan is proposing to provide part-time interim service for this position. Our proposal is to combine the duties of the City code enforcement officer with the duties of the contract rehabilitation inspector position currently provided by Willdan. This combining of these two (2) positions will eliminate some duplication of inspections and follow-up for properties and businesses that have both substandard conditions and zoning violations. Likewise there will be increased efficiency in City prosecution cases by combining these duties. In reviewing the duties of the code enforcement officer with Mr. Peter Lyons, the City Planning Director, we believe we can provide the same level of service the City is seeking on a part-time basis. It is our understanding that the duties of the code enforcement officer include the following: • Public counter assistance and answering phone inquiries • Complaint investigations and follow-up • CUP inspection for both new and existing cases • Occupancy permit inspection and follow-up • Street patrol for both vendors and signs in public right-of-way • Garment factory inspection and follow up • Periodic weekend patrol • , Miscellaneous duties including mail pick-up and delivery, and posting and delivering agendas. Willdan's cost to provide these services is $52.00 per hour. This rate includes all required insurance and mileage. We initially propose to provide these services approximately 20 hours per week on an as-needed basis. The level of service and it's effectiveness will be monitored by both myself and Mr. Lyons. Additionally, Willdan's company automobile insurance can be extended to cover the use of the City code enforcement truck by the Willdan inspector. The current City budget uses CDBG funds to-pay for both the City code enforcement -- officer and the Willdan contract Rehabilitation inspector. However, for these interim services,it will be necessary to use general funds monies until the City can go through a procurement procedure to qualifyfor the use of CDBG funds to fund these services through a contract. While this procurement can be part of obtaining funding for the next fiscal year, it is also to complete the procurement procedure earlier in order to obtain partial CDBG funding for this fiscal year. Willdan's CDBG coordinator, Ms. Lisa Baker, is available to expedite this procurement process. Willdan is available to immediately began these new services. I have already interviewed four (4) candidates for this combined position all of whom are bilingual in either Spanish or Cantonese. A second interview with City Staff can also be set-up.
