ROSEMEAD BUILDING REHABILITATION
APPEALS BOARD
NOVEMBER 26, 1996
The regular meeting of the Rosemead Building Rehabilitation Appeals Board was called to order
by Chairman Clark at 7:05 p.m. in the Conference Room of City Hall, 8838 E. Valley Boulevard,
Rosemead, California.
The Pledge to the Flag was lead by Vice-Chairman Vasquez
The Invocation was delivered by Boardmember Vasquez

APPROVAL OF MINUTES: SEPTEMBER 24, 1996 -REGULAR MEETING
MOTION BY BOARDMEMBER BRUES CH, SECOND BY VICE-CHAIRMAN
IMPERIAL that the minutes of the Regular Meeting of September 24,, 1996, be approved as
submitted. Vote resulted:

The Chairman declared said motion duly carried and so ordered.
I. ADMINISTRATION OF OATH
The Board Secretary administered the oath to all persons wishing to address the Board.
II. HEARINGS
A. 3021 BARTLETT AVENUE HEARING
The subject property consists of an owner-occupied single family dwelling with an
unpermitted accessory structure used for storage. The property is zoned M-1. A "Please Letter"
was mailed to the property owner on June 24, and a "bulky item" trash notice was sent on July 9,
1996. Inspection on July 24, 1996 revealed no progress. The Building Official declared the
property substandard and filed a Declaration of Substandard with the Los Angeles County
Recorder's office. A "Thirty Day" certified letter was mailed and posted on the property on
August 6, 1996, requesting abatement of the substandard conditions. A follow-up inspection on
September 9, 1996 revealed no progress. On September 23, 1996, the property owner, Luis
Guerro,requested inspection for the following day. On September 24, 1996 inspection of this
property was conducted with Mr. Guerro, however, no progress was observed. A second "bulky
item"trash notice was mailed to the owner on October 2, 1996. Inspection on October 24, 1996,
revealed the substandard conditions remained unchanged.
A Notice of Hearing was mailed and posted on the property on November 8, 1996. At
that time, minor progress was noted. All interested parties have been notified.

The City Building Official recommends that the Board find the property substandard and
• order all substandard conditions removed and/or corrected by January 2,, 1997. However, if
permits and approvals are obtained and sufficient progress is achieved by January 2, 1997, the
abatement date may be extended to February 3, 1997.
Frank Tripepi, City Manager, stated that the owner has agreed to the City Building
Official's recommendations.
MOTION BY BOARDMEMBER BRUESCH,, SECOND BY VICE-CHAIRMAN
VASQUEZ that the Board find the property substandard and order all substandard conditions
removed and/or corrected by January 1, 1997. However, if permits and approvals are obtained
and sufficient progress is achieved by January 2, 1997, the abatement date may be extended to
February 3, 1997. Vote resulted:

B. 3047 BARTLETT AVENUE
James Guerra,Building Official, stated that the owners requested that this item be
deferred to the next meeting due to a family emergency.
C. 3306 BARTLETT AVENUE
Mr. Guerra stated that an inspection was made today and all substandard corrections were
made, therefore, this item requires no action by the Board and the case will be closed.
