TRIPEPI, CITY MANAGER_•�4471 DATE: January 20, 1997 RE: 8820 GRAND AVENUE-HEARING The subject property consists of a tenant-occupied single family dwelling located in the R-1 zone. A"Please Letter"was mailed to the property owner on June 27, and a"bulky item" trash notice was sent to both the owner and tenants on July 9, 1996. Inspection on July 27, 1996 revealed no progress. The Building Official declared the property substandard and filed a Declaration of Substandard with the Los Angeles County Recorder's office. A"Thirty Day" certified letter was mailed and posted on the property on August 9, 1996, requesting abatement of the substandard conditions. On August 12, 1996, the property owner, Mr. Quinones, came to City Hall and advised Building Department staff that he was having trouble evicting the tenants. Mr. Quinones contacted staff again on September 10, 1996 to report the tenant would be vacating soon, and that all items on the list of defects would be corrected. Follow-up inspections in October,November, and December revealed no progress. Additional "bulky item" trash notices were sent on October 2, 1996 and January 7, 1997. A Notice of Hearing was mailed and posted on the property on January 13, 1997. All interested parties have been notified. CITY BUILDING OFFICIAL'S RECOMMENDATION: It is recommended that the Board find the property substandard and order all substandard conditions removed and/or corrected by March 3, 1997. However, if permits and approvals are obtained and sufficient progress is achieved by March 3, 1997, the abatement date may be extended to April 1, 1997.
