GARVEY AVENUE DISCUSSION Staff received a request from Water Auto Shop owner Helena Shui to investigate parking conditions at the southeast corner of Garvey and Stingle Avenues. Ms. Shui is concerned with vehicles continually parking along the south side of Garvey Avenue and blocking access to the driveway of her business. At the January 9, 1997 Traffic Commission meeting, the Commission voted to recommend that the City Council approve red curbing on both the east and west side of the driveway at 8924 E. Garvey Avenue. The Council continued this item at the February 25, 1997 City Council meeting to allow staff to monitor the parking conditions and increase enforcement of traffic and parking violations occurring at this location. With the assistance of the Sheriff's Department and the Parking Control Officers, staff has been able to ascertain that the majority of the parking and traffic problems at this location occur on the weekends. Over the past two weekends, Parking Control Officers have issued eighty citations at 8924 E. Garvey Avenue. Staff recommends parking restrictions in front of 8924 E. Garvey Avenue to be enforced on weekends only, as detailed in the attached diagram. RECOMMENDATION It is recommended that the City Council approve the installation of "No Parking Saturday and Sunday, 6:00 am to 6:00 pm" signs at 8924 E. GARVEY AVENUE DISCUSSION Staff received a request from Helena Shui, owner of Water Auto Shop, to investigate Parking conditions at the southeast corner of Garvey and Stingle Avenues. At the January 9, 1997 Traffic Commission meeting the commission voted to recommend that the City Council approve the painting of the curbs to red on both the east and west sides of the driveway of 8924 E. Garvey Avenue. At the request of the Council this item was continued at the February 25, 1997 City Council meeting in order to allow staff to increase selective enforcement of traffic and parking violations occurring atthis location with both the Sheriff patrols and the City Parking Control Officers. As a result a total of 21 citations were written between February 25, 1997 and March 19, 1997. Eighteen (18) of these citations were issued by the Sheriffs department and three (3)were issued by the City's Parking Control Officers. On March 17, 1997 Helena Shui submitted another letter to the City stating that the enforcement was not having the desired affect on the situation. Ms. Shui also submitted a video tape taken on Saturday March 8, 1997 at midday(approximately 12:30 pm to 1:30 pm). The video shows approximately twenty vehicles creating traffic circulation problems by parking in the drive approach at the subject location. At this time staff is recommending that the Traffic Commission recommendation of red curb • installation be approved until at such time the owner of the Live Poultry business remodels or reconfigures his parking lot for better circulation. Staff investigated the site and found that the problem would not be remedied by the installation of red curb at this location, in addition, red curb would reduce available on street parking. However, the Traffic Commission agreed with the shop owner's request for the painting of the curb to red. On January 9, 1997, the Traffic Commission heard this item. The Commission agreed with the applicant that something must be done at this location. The recommendation is that both sides of the drive approach be painted red to discourage vehicles from parking (approximately 37 feet east of the driveway and to the corner, west of the drive approach). RECOMMENDATION: The Traffic Commission voted 5-0 to recommend that the City Council approve the painting of the curbs to red on both the east and west sides of the driveway of 8924 E. Poultry. Even some of them parking their car in front of the water plug. They all block my customers' way or view for enter or exit. I know there were police cars checking this area about this problem, but they always came the wrong time. Usually, the police cars came in the early morning or weekday, and I don't thinks people will go to C.A.L Poultry in the early morning. Beside, most of people would prefer formal dinner not lunch and people-have more time to prepare formal dinner at weekend. Therefore, most of time, people came around noon time or after lunch during the weekend.
