EXECUTIVE ACADEMY, SACRAMENTO, APRIL 30, 1997
Attached for your consideration is information regarding the aforementioned conference. The
topic is "An Insider's Guide to the State Budget: Why Sacramento Doesn't Seem to be
Listening". The conference will address the state budget, the effect of recent propositions, and

the importance of local economic development in the budget process. The topics are timely and I
would encourage you to attend.
RECOMMENDATION
It is recommended that the Rosemead City Council authorize the attendance of any
Councilmember,the City Manager and staff designee.

As a co-sponsor of this meeting,the League urges you to attend the 1997 California Executive
Academy, sponsored by the Governor's Office of Intergovernmental Affairs. It will address the
state budget formation process, the effect of recent propositions, and the importance of local
economic development in the overall budget process. It will offer a unique chance for you to gain
valuable insights into the budget formation process and how cities can be more influential in it.
The attached materials describe the program and how to register for it. Because the Academy is
only a few weeks away, we suggest you act now to sign up and make your travel plans.
