TRIPEPI, CITY MANAGER DATE: February 25, 1997 SUBJECT: INSTALLATION OF INTERSECTION APPROACHING SIGNS Staff received a request from the Temple Sheriffs Station, to install STOP signs on Ralph Street at Hart Avenue. The concern is that the Sheriff cannot use laser speed enforcement because of the overall length of Ralph Street from Rosemead Boulevard to Rio Hondo Avenue. Staff investigated the site and found that the situation does not meet the guidelines outlined by the Caltrans Traffic Manual that would warrant a multi-way stop at this location. However, the request is valid and the Traffic Commission agreed to the recommendation of installing "Intersection Approaching" signage at this location and the placement of the radar speed trailer on Ralph Street and Guess Avenue. RECOMMENDATION: The Traffic Commission voted 5-0 to recommend that the City Council approve the installation of Intersection Approaching signs (per attached diagram). Exhibits: A. Diagram for dimensions of sign installation 1997 ITEM No. Tr. c6`e-- J TO: HONORABLE CHAIRMAN AND MEMBERS ROSEMEAD TRAFFIC COMMISSION • FROM: JOANNE ITAGAKI DEPUTY TRAFFIC ENGINEER OF4 DATE: JANUARY 28, 1997 RE: REQUEST FOR STOP SIGNS ON RALPH STREET AT HART AVENUE REQUEST A request has been received from the Temple Sheriffs Station to install STOP signs on Ralph Street at Hart Avenue. The Sheriff was contacted by a resident • indicating there are "numerous speeders" on Ralph Street. The Sheriff, however, cannot use laser enforcement of the speed limit because of the overall length of Ralph Street from Rosemead Boulevard to Rio Hondo Avenue. The STOP sign installation was requested to alleviate some of the speeders and permit laser enforcement on Ralph Street. CONDITIONS • Ralph Street is a 30-foot east/west residential roadway. There are no stripes on the roadway and curb and gutter exist on both sides of the street. The prima facie speed limit on Ralph Street is 25 mph. Hart Avenue is a 30-foot north/south residential roadway. Hart Avenue terminates south of Ralph Street. Hart Avenue is STOP controlled at its intersection with Ralph Street. The prima fade speed limit on Hart Avenue is also 25 mph. DATA • The reported accident history was reviewed for the period from January 1, 1993 through September 30, 1996 for the intersection of Ralph Street and Hart Avenue. Only one accident was reported during this period occurring in 1995. This accident involved a southbound vehicle proceeding straight broadsiding an eastbound vehicle proceeding straight. The cause of this accident was reported as a failure to yield right-of-way. No injuries were reported. • EXHIBIT A Traffic count data was also obtained for the approaches to the intersection. This count indicated the following 24-hour volumes: Northbound 31 Southbound 417 Eastbound 641 Westbound 424 DISCUSSION Multi-way STOP signs are installed based on the guidelines from the Caltrans Traffic Manual. These guidelines are identified on the attached sheet. The first guideline deals with the installation of STOP signs as an interim measure for an urgently needed traffic signal. The intersection of Ralph Street • and Hart Avenue does not satisfy this guideline. The second guideline reviews the location's most recent 12-month period accident history. The guideline suggests a history of 5 or more broadside-type accidents occurring in this period. As stated previously, only one accident was reported during the three year period analyzed. The third guideline analyzes the traffic volumes of the intersection. The total traffic volume entering the intersection does not meet the 500 vehicles/hour for any 8 hours guideline. In addition, the traffic volume from the Hart Avenue does not satisfy the 200 units/hour during the same 8 hour period. The request of the Sheriff, however, is valid. Both Ralph Street and Guess Avenue are uncontrolled between Rosemead Boulevard and Rio Hondo Avenue. The enforcement of the prima facie speed limit by means other than laser would be very difficult without motorists recognizing they are being "tracked". The accident history indicates motorist are traveling through the intersection with due care. The installation of STOP signs on Ralph Street would likely increase the number of accidents occurring at the intersection primarily due to noncompliance of the STOP signs by motorists. Motorist would eventually consider the STOP.. signs unjustified because of minor cross traffic from Hart Avenue. RECOMMENDATION Therefore, the installation of STOP signs on Ralph Street at Hart Avenue is not recommended at this time. Where traffic signals are warranted and urgently needed, the multi-way STOP may be an interim measure that can be installed quickly to control traffic while arrangements are being made for the signal installation. Satisfied: Yes o .2. An accident problem, as indicated by five or more reported accidents within a 12 month period of a type susceptible to correction by a multi-way STOP installation. Such accidents include right- and left-turn collisions as well as right-angle collisions. 3. REQUEST.FOR STOP SIGNS ON RALPH STREET AT HART AVENUE This request came from the Temple City Sheriffs Station to install STOP signs on Ralph Street to allow laser enforcement of speeds on Ralph Street. Deputy Traffic Engineer Itagaki presented the staff report. RECOMMENDATION: The installation of STOP signs on Ralph Street at Hart Avenue is not recommended at this time. The placement of the radar speed trailer on Ralph Street and Guess Avenue is recommended to remind motorist of the speed limit on these streets. Commissioner Ruiz asked if an "Intersection Signs" (Warning Signs) would be feasible at this location. Deputy Traffic Engineer Itagaki stated that they might be of some help. It was moved by Commissioner Ruiz, seconded by Commissioner Knapp, and carried unanimously to approve the Traffic Engineer's recommendation with the addition of an "Intersection Sign" on both streets and placed within 200 feet. V. STAFF REPORTS - NONE VI. COMMISSIONER REPORTS Commissioner Tirre reported to the Commission that last Thursday, he suffered a slight stroke and was taken to the hospital, he reported he is feeling fine. The Commission wished him well! Commissioner Knapp asked staff to look into the signal at Delta and Mission Drive. She received this request from Judy Thompson of the California Christian Home. Ms. Thompson has seen some near misses. Commissioner Quintanilla stated that he would like staff to look at the timing of the lights at the corner of Mission, Rio Hondo and Valley (where they all meet), after the hours of 9:00 p.m. Chairman Larson stated that he is concer^-a and Garvey.
