RE: DETERMINATION OF COUNCIL POLICY ON VALLEY BOULEVARD
MEANDERING CURB S
At the regular City Council meeting of February 11, 1997, the Council took action to proceed with
the proposed Valley Boulevard reconstruction project. However, at the request of Mayor Clark, the
Council also requested that the Rosemead Chamber of Commerce survey the businesses along Valley
Boulevard with respect to proposed changes in the landscaping along the street and the"meandering
curbs"located at 8800 through 9236 Valley Boulevard. Attached is a copy of the survey results, as
compiled by the Chamber on February 20, 1997, a copy of the survey sent to businesses and a copy
of the letter accompanying the survey.
To date, there are 37 responses to the survey. In total, 20 voted to remove the meandering curbs,
4 voted to change the landscape and leave the meandering curbs and 13 voted to let the area remain
as it is now. However, in the area where the meandering curbs are located, 8800-9236 Valley
Boulevard, 17 people returned the survey. 13 voted to remove the meandering curbs, 3 voted to
leave the curbs and change the landscape and 1 voted to let the situation remain the same.
RECOMMENDATION:
It is recommended that the City Council approve the removal of the meandering curbs along Valley
Boulevard and update the landscaping on the street from limit to limit.

DEAR PROPERTY/BUSINESS OWNER:
THE ROSEMEAD CITY COUNCIL IS CONSIDERING RECONSTRUCTION OF
VALLEY BOULEVARD FROM CITY LIMIT TD CITY LIMIT. THE ENTIRE
CURBS, GUTTERS, AND STREET WILL BE REMOVED AND RE-DONE. THE
QUESTION IS WHETHER TO REPLACE THE MEANDERING CURBS OR MAKE A
STRAIGHT STREET.
WHAT YOU NEED TO BE AWARE OF IS THAT IN THE PAST A PLAN TO
ALLEVIATE TRAFFIC CONGESTION ON THE FREEWAYS WAS TO MAKE
VALLEY BOULEVARD AN ALTERNATE ROUTE BY IMPLEMENTING REVERSE
FLOW TRAFFIC. THIS WOULD MEAN INSTALLATION OF NO PARKING
SIGNS ON THE NORTH SIDE OF VALLEY FROM 7-10 A. M. AND ON THE
SOUTH SIDE FROM 3-S P. M.
WHILE THIS PLAN IS NOT ACTIVE AT THIS TIME, THE MEANDERING
CURBS ARE A PHYSICAL DETERRANT TO THIS HAPPENING IN THE
FUTURE. IF THE CURBS ARE REMOVED IT WOULD BE A RELATIVELY
SIMPLE AND INEXPENSIVE MEANS OF ALLEVIATING INBOUND AND
OUTBOUND TRAFFIC.
BELIEVING THAT THIS COULD HAVE A DELITERIOUS EFFECT ON THE
BUSINESSES ON VALLEY, WE FELT IT IMPORTANT TO ADVISE YOU OF
THE POSSIBILITY.
PLEASE RETURN THE ATTACHED LETTER IN WHICH YOU INDICATE IF
YOU WANT THE CURBS REMOVED OR KEPT IN PLACE.
