ECORP Consulting, Inc. (ECORP) is pleased to submit this proposal to provide California
Environmental Quality Act (CEQA) review and documentation services for a project located at 3001
Walnut Grove Avenue in the Medium Commercial (C-3) zone (Project).This proposal presents
ECORP's proposed technical approach, schedule, and cost estimate to complete these environmental
services.
ECORP's expertise and core disciplines are in CEQA and National Environmental Policy Act (NEPA)
documentation, air quality/greenhouse gas/health risk assessment, noise analysis, biological
resources, cultural resources, regulatory permitting and compliance, habitat restoration, mitigation
planning and implementation, agency consultations, water resources, geographic information
systems (GIS), and unmanned aerial systems (UAS).
ECORP will provide the majority of the services listed in the RFP in-house.We have included one
specialty subcontractor, KOA Corporation, who will provide the traffic impact analysis.
ECORP specializes in helping our clients prepare the necessary documentation to comply with
California and federal environmental regulations. Selecting the ECORP Team would provide the City
with the following benefits:

INTRODUCTION
The City of Rosemead Planning Division received entitlement applications (General Plan Amendment,
Zone Change, Zone Variance, Design Review, and Tentative Tract Map) requesting to construct a new
63,389-square-foot (sq. ft.) residential/commercial mixed-use development.The proposed four-story
building would consist of 17,644 sq. ft. of commercial floor area (10 commercial units and a
community hall) and 42 residential condominiums. Parking would be provided at the basement,
ground, and mezzanine levels. The subject site is located at 3001 Walnut Grove Avenue in the
Medium Commercial (C-3) zone.
The residential/commercial mixed-use development is proposed on four parcels totaling
approximately 1.05 acres and is located on the north side of Garvey Avenue, between Walnut Grove
Avenue and Willard Avenue. As illustrated in the General Plan Land Use and Zoning Maps, the
Project site is currently designated in the General Plan Land Use Map as Commercial and on the
Zoning Map as Medium Commercial (C-3).To develop the site as a residential/commercial mixed use
development, the applicant proposes to change the zone from C-3 to C-3 with a
Residential/Commercial Mixed-use Development Overlay (RC-MUDO) and change the General Plan
land use designation from Commercial to Mixed Use: Residential/Commercial (30 du/ac; 3 Stories).
The applicant is also requesting a Zone Variance to deviate from the side yard setback.
ECORP's management team will consist of Tom Holm, AICP, a senior environmental planner/project
manager experienced in the preparation of EIRs and MNDs for commercial and residential projects;
Anne Surdzial, AICP, a principal NEPA/CEQA practitioner who will be providing QA/QC oversight; and
Alfredo Aguirre, AICP, an experienced environmental planner with substantial CEQA project
experience in the San Gabriel Valley. Mr. Holm will direct the efforts of the ECORP Team and
coordinate on a regular basis with City staff to manage the environmental process.
SCOPE OF WORK
Task 1 - Project Kickoff and Project Description
The ECORP Team will schedule and conduct a Project kickoff meeting with City staff within one (1)
week of the notice to proceed (NTP).The purpose of the meeting will be to establish communication
protocol, confirm the scope and schedule, identify Project stakeholders and agencies to be
consulted, and identify any remaining data to be transferred.A site visit will be conducted in
conjunction with the Project kickoff.
ECORP will prepare the Project Description to include required content pursuant to CEQA Guidelines
Section 15124. This will include Project location, Project objectives, narrative description of Project
technical and environmental characteristics, proposed uses, a construction timeline, intended uses
and agencies expected to use the CEQA document, and permit(s) required to implement the Project.

Agreement between the City and the ECORP Team on the elements of the Project Description before
analysis begins will help ensure that the Project stays on schedule and within budget.
Task 2 - Prepare CEQA Initial Study
ECORP will complete an Initial Study (IS) to support the City's determination as to the appropriate
type of CEQA documentation for the Project.The IS will include an Introduction, Project Description,
Environmental Setting, completed Environmental Checklist Form, Organizations and Persons
Consulted, and Appendices containing technical information and reports.Together with findings of
the technical studies (Task 3), the IS will provide the basis for a City determination of the type of
CEQA document (Negative Declaration, Mitigated Negative Declaration [MND] or EIR) to be
processed to support discretionary approvals.
Task 3 - Technical Studies
It is ECORP's understanding that the following studies and reports will be prepared by the applicant's
consultants for use in the CEQA documentation: Geology and Soils; Hydrology/Drainage/Stormwater;
and Hazards and Hazardous Materials. ECORP will review these studies and reports for adequacy and
use in the CEQA document.
ECORP team member KOA Corporation (KOA) will prepare a traffic impact analysis, while ECORP will
prepare the following technical studies: air quality/greenhouse gas analysis and noise report. The
approach to preparation of these studies is provided below.
3.1 Traffic Impact Analysis
KOA will prepare a traffic impact study for the Proposed Project for City and Client review. Based on
information in the City's RFP and the Project size, it is estimated that up to three study intersections
would be included in the impact analysis.This will be verified through the pending scoping with the
City once KOA is underway.
Prior to commencing with collection of traffic counts and preparation of the traffic report document,
KOA will coordinate with the City to define Project trip generation, study area intersections, trip
distribution, and other primary methodological details including level of service (LOS) calculations,
significant impact definitions, and vehicle miles traveled (VMT) calculations basis. These details will
be defined through the Project scoping process.
KOA will collect peak-period weekday counts at the three study intersections.The counts will take
place during weekday peak periods - 7:00 a.m.to 9:00 a.m. and from 4:00 p.m.to 6:00 p.m. KOA will
perform fieldwork to compile information on general study area roadway cross-sections and study
intersection approach lane and traffic control configurations, and general site distance issues in the
vicinity of the Project site. KOA will compile a cumulative projects list based on information to be
requested from City planning staff.

KOA will analyze the collected data and analyze current level of service, existing plus-Project
conditions, and future with Project conditions. The Project trip generation and distribution analysis
will be based on estimates of field activity to be provided by the client or estimated by KOA based
on Project information. Vehicle delay and LOS values will be analyzed at the study intersections, and
peak-hour vehicle volume signal warrant thresholds of the California edition of the Manual for
Uniform traffic Control Devices (MUTCD) will be reviewed for any unsignalized study
intersections. Any significant traffic impacts based on local guidelines at the study locations due to
the Project will need to be mitigated. In cases where capacity increases are possible, KOA will
analyze the study intersections that can be mitigated to a satisfactory level of service through
signalization or other less intensive measures.
KOA will analyze Project VMT metrics using the CaIEEMod tool. CEQA impacts will be calculated,
based on VMT thresholds that will be defined in the future by the City. If the City has not defined an
impact threshold within the timeframe of this Project and/or completed new traffic study guidelines
during the course of work, the recommended State OPR standard will be applied. If a VMT impact is
defined based on the net change between existing and Project conditions, transportation demand
management measures such as transit use promotion and other transportation demand
management (TDM) measures will be necessary to reduce trips to a significance threshold. This
reduction will be defined, and a trip generation monitoring program will need to be defined along
with the TDM measures for Project mitigation.
Analysis of the monitored Congestion Management Program regional network will no longer be
required, once the City adopts VMT standards. Otherwise, a typical CMP impact review will be
conducted, but impacts are not anticipated.
KOA will produce a traffic report that provides methodology definitions, analysis discussion, tables,
figures, and technical appendices. Significant impact calculations based on current City guidelines
and policies will be included. Site access and parking provisions will be qualitatively discussed.
KOA will be available to attend two in-person meetings as necessary and will also be available for
Project coordination calls.
3.2 Air Quality/Greenhouse Gas Analysis
Air Quality Assessment
Establish the Existing Conditions and Regulatory Framework. Primary pollutants of concern in
the South Coast Air Basin, which encompasses the Project area, include ozone, particulate matter,
and toxic air contaminants. ECORP staff will prepare an air quality analysis for the Proposed Project
in accordance with the SCAQMD's recommended methodologies and thresholds of significance,
including SCAQMD's localized significance thresholds (LSTs). Baseline meteorological and air quality
data developed through the California Air Resources Board (CARB) will be utilized for the description
of existing ambient air quality. Air quality data from the nearest air quality monitoring station from

the site (the Azusa monitoring station) will be included to help highlight existing air quality local to
the Project area.The analysis will also describe and address the requirements set forth by the
SCAQMD CEQA Air Quality Handbook.
Construction-Related Regional Emissions. Construction emissions associated with the Project will
be quantified based on default parameters contained in the CaIEEMod model for Los Angeles
County, augmented with any refined data able to be provided by the Project applicant (i.e.,
construction equipment list, major construction phases descriptions, construction timing). The air
pollutant emissions during construction will be compared to the SCAQMD regional thresholds of
significance.
Construction-Related Localized Emissions. SCAQMD has established that impacts to air quality are
significant if there is a potential to contribute to or cause localized exceedances of the federal and/or
state ambient air quality standards (NAAQS/CAAQS). Collectively, these are referred to as LSTs, which
represent the maximum emissions from a project that will not cause or contribute to an exceedance
of the most stringent applicable federal or state ambient air quality standard at the nearest residence
or sensitive receptor. LSTs were developed in response to environmental justice and health concerns
raised by the public regarding exposure of individuals to criteria pollutants in local communities.
To address the issue of localized significance,the SCAQMD adopted LSTs that show whether a
project would cause or contribute to localized air quality impacts and thereby cause or contribute to
potential localized adverse health effects. LSTs are based on the ambient concentrations of
pollutants within the Project source receptor area (SRA), as demarcated by the SCAQMD, and the
distance to the nearest sensitive receptor. The Project is located within the SCAQMD's Source
Receptor Area 8 (West San Gabriel Valley). Based on localized meteorological data for SRA 8, ECORP
will analyze localized construction-related impacts based upon the SCAQMD's LST methodology.
Long-Term Emissions. Operational (i.e., area and mobile source) emissions will be quantified and
compared to the SCAQMD regional thresholds of significance. Primary sources of emissions will be
related to local/regional vehicle miles traveled based on trip data from the Project's Traffic Study.
Project consistency with SCAQMD's 2016 Air Quality Management Plan (AQMP) will also be
evaluated.
Greenhouse Gas Analysis
Project Greenhouse Gas Emissions. The City of Rosemead has not developed or adopted a
Greenhouse Gas Reduction Plan. Therefore, ECORP will review the land use data and estimate
greenhouse gas (GHG) emissions utilizing the latest version of the CaIEEMod emissions model. Total
GHG emissions from construction activities, including demolition and removals, new building
construction and site improvements, will be amortized into the GHG emissions inventory.
Direct (i.e., area and mobile sources) and indirect (i.e., energy/water consumption and
wastewater/solid waste generation) sources will be included in the analysis.The significance of the

estimated GHG emissions associated with the Proposed Project will be determined by comparison of
the increase in GHG emissions associated with the Project assessed against the South Coast Air
Quality Management District's (SCAQMD's) numeric bright-line threshold of 3,000 metric tons
carbon dioxide equivalent (CO2e) annual threshold.
SCAQMD thresholds were developed as part of the SCAQMD GHG CEQA Significance Threshold
Working Group. SCAQMD thresholds were developed to be consistent with CEQA requirements for
developing significance thresholds, are supported by substantial evidence, and provide guidance to
CEQA practitioners and lead agencies with regard to determining whether GHG emissions from a
proposed project are significant.
The Project will also be compared to the Southern California Association of Governments' (SCAG's)
2016 Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS).The RTP/SCS is a
long-range visioning plan that balances future mobility and housing needs with economic,
environmental, and public health goals. The RTP/SCS establishes GHG emissions goals for
automobiles and light-duty trucks for 2020 and 2035 as well as an overall GHG target for the Project
region.
3.3 Noise Impact Analysis
ECORP will evaluate potential noise impacts from construction and occupancy and use of the Project.
The analysis in the noise section will be supported by modeling documentation included as an
attachment.
Existing Conditions. Applicable noise standards regulating noise impacts and land use compatibility
will be identified. Applicable noise standards regulating noise impacts promulgated by Rosemead
will be identified.In order to establish the existing ambient noise levels currently experienced at
these receptors, a site visit will be conducted, and short-term noise level measurements will be taken
in the Project area. The noise monitoring survey will be conducted at up to three separate locations
to establish baseline noise levels. Noise recording lengths are anticipated to require approximately
10 minutes at each location.
Construction-Related Noise and Vibration. Construction would occur during implementation of
the Project. Noise impacts from construction sources will be analyzed based on the anticipated
equipment to be used, length of a specific construction task, equipment power type (gasoline or
diesel engine), horsepower, load factor, and percentage of time in use. The analysis will employ the
Roadway Construction Noise Model to quantify Project construction noise and identified
construction noise impacts will be evaluated in terms of maximum levels (Lmax) and hourly equivalent
continuous noise levels (Leg) and the frequency of occurrence at nearby sensitive locations. In
addition to construction noise, an analysis of vibration impacts will be based on Caltrans 2004
vibration analysis guidance. Analysis requirements will be based on the sensitivity of the area and
specific construction activities.

Operational Noise Sources. The evaluation of stationary source noise impacts emanating from the
Project (e.g., loading docks, mechanical equipment) will be addressed.In addition to stationary noise,
onsite and offsite noise impacts from vehicular traffic will be assessed using the U.S. Federal Highway
Traffic Noise Prediction Model (FHWA-RD-77-108). The 24-hour weighted Day-Night Average (Ldn)
will be presented in a tabular format.
Task 4 (Option 1) - Prepare Mitigated Negative Declaration (MND)
4.1 Prepare Administrative Draft MND
For purposes of this proposal option, ECORP assumes that the IS will indicate that an MND will be
needed to support CEQA approval of the Project. ECORP will revise the IS based on City comments
and prepare an Administrative Draft IS/MND (if applicable) for City review and approval to
post/distribute as the public review Draft IS/MND.
The IS/MND will include the Project Purpose, Location, Project Description, Intended Uses of the
Document, Environmental Setting, and Cumulative Projects. Cumulative Projects will be identified by
the City of Rosemead and will be mapped to include projects identified by the City for use in the
Traffic Study. Photos of the existing Project site and immediately surrounding offsite areas will be
included with the Environmental Setting. The Project Description will include the Site Plan and
Building Elevations (N, E, S, W) provided by the applicant. Additional plans as available from the
applicant will be included with the Project Description, such as Landscape Concept Plan, Utility Plans,
and Lighting Plan.
All twenty-one (21) environmental factor categories included in the CEQA Appendix G Environmental
Checklist (as amended 12/28/18) will be addressed.The analyses will provide substantial evidence for
impact conclusions and findings. The analytical approach to several of the environmental categories
is provided below.
Aesthetics/Visual Analysis. ECORP will address the existing character or quality of public views of
the Project site and its surroundings, and any potential for the to create a new source of substantial
light or glare. The site photo reconnaissance, building elevations (colored), and lighting plans and/or
photometric study as available, will provide support for impact conclusions.
Cultural, Historic and Paleontological Impacts. The Project site and vicinity are in an urbanized
area that has been highly disturbed by prior development activity. ECORP will consult state and local
historical and cultural records to determine classifications of the existing building on the Project site
and the potential for the Project site to contain intact subsurface archaeological resources. To
address the possibility of intact archaeological or paleontological resources, ECORP will identify
recommended mitigation measures or standard conditions of approval to reduce potential impacts
to less than significant levels.

Tribal Cultural Resources. ECORP will document the Assembly Bill (AB) 52 consultation process and
include any mitigation agreed to by the City for possible Project impacts to known tribal cultural
resources or ancestral lands (e.g., Gabrieleno Band of Mission Indians— Kizh Nation.)
Land Use and Planning. ECORP will evaluate any environmental effect associated with the Proposed
Project change to the General Plan land use designation from Commercial to Mixed-Use:
Residential/Commercial (30 du/ac; 3 stories), and proposed zone change from C-3 to C-3 with
Residential/Commercial Mixed-use Development Overlay (RC-MUDO).Applicable development
standards will be considered, including allowable densities, floor area ratios, building height,
minimum lot area, and setbacks.
Project design features (PDFs), standard conditions of approval, or uniform code requirements and
regulations will be specifically identified where applicable in supporting impact significance
conclusions.
4.2 Prepare Public Review Draft MND
ECORP will meet with City staff to review comments on the Administrative Draft IS/MND and will
make necessary revisions prior to the release of the Draft IS/MND for public review. ECORP will
produce an unbound master copy of the Public Review Draft IS/MND and a complete set of
electronic (.pdf) files, and will coordinate printing of copies for public distribution as directed by the
City.A Notice of Intent (NOI) and the Notice of Completion (NOC) transmittal form will be prepared
by ECORP for transmittal to the State Clearinghouse with copies of the Public Review Draft IS/MND.
4.3 Prepare Responses to Comments and Final MND
ECORP will evaluate agency and public comments received on the Draft IS/MND and will prepare the
Response to Comments.The possible need for any additional new analysis, supplemental technical
studies, and/or errata will be reviewed with City staff. An Administrative Final IS/MND with responses
to comments conforming to CEQA requirements will be provided to the City.
4.4 Mitigation Monitoring and Reporting Program (MMRP)
ECORP will prepare the Mitigation Monitoring and Reporting Program (MMRP) in conformance with
CEQA Guidelines Section 15097 and the City's preferred format.A camera-ready master copy of the
Final IS/MND and MMRP will be prepared for printing and distribution, along with the electronic files
for City website posting.
4.5 Meetings and Project Management
ECORP will attend Project meetings and coordinate with City staff throughout the CEQA process.
Attendance at two (2) Project meetings including the kickoff meeting (Task 1), phone conferencing as
needed to discuss Project progress and issues during draft MND preparation, plus public hearings
before the Planning Commission and City Council.

Task 5 (Option 2) - Prepare EIR
If supported by the analysis in the IS, ECORP will prepare an EIR.
5.1 NOP and Scoping
ECORP will prepare and circulate the Notice of Preparation (NOP) with the IS and will conduct a
public scoping meeting for the Project if desired by the City and warranted pursuant to CEQA
Guidelines Section 15082(c)(3) and Section 15083.The IS (Task 2) will identify the environmental
topics requiring further analysis in the EIR, as well as those topics not requiring any further analysis.
Based on our review of the Project site and its surroundings, as well as experience with
residential/commercial projects, Environmental topics identified for analysis in a focused EIR for this
Project may include, but not necessarily be limited to: Transportation/Traffic, Air Quality/GHG
Emissions, Hazards and Hazardous Materials, Land Use and Planning, Noise, Utilities and Service
Systems, and AestheticsNiews.
ECORP will assist the City in organizing the public scoping meeting and will provide a presentation
on the scoping purpose, environmental process, Project characteristics, and comment cards. ECORP
staff are available to provide Spanish language services (i.e., translation of public comments and
comment cards) if desired by the City. ECORP will assist the City in identifying Mandarin Chinese
translation services, if desired. Contacts for further information will be provided. ECORP will review,
with the City, comments received following the close of the NOP review period and will make
recommendations for adjustments in the scope of the EIR analysis, if warranted.
5.2 Administrative Draft EIR
Environmental Impact Analysis. ECORP will prepare and submit an Administrative Draft EIR (ADEIR)
to the City for review and comment prior to the preparation of the Draft EIR. Based on the IS
checklist and scoping, the EIR will include topics for which impacts were identified either as
"potentially significant" or "less than significant with mitigation incorporated."Any mitigation
required in the IS will be carried forward to the EIR, so that it will be documented in the MMRP.
Cumulative Impacts. Analysis of cumulative impacts will be included, based on a list of other closely
related past, present, and reasonably foreseeable probable future projects developed in concert with
the City. In addition, the EIR will address the extent to which the Project may promote growth directly
or indirectly.
Alternatives. A range of reasonable alternatives to the Proposed Project will be identified with the
City and evaluated. These may include, but not be limited to alternatives previously considered for
the site or considered and rejected. The CEQA-mandated No Project Alternative will be addressed.

review.
5.3 Public Review Draft EIR
Draft EIR. ECORP will meet with the City to review comments on the first draft of the EIR and will
submit a second draft for City review and approval to distribute as the public review Draft EIR. Once
approved for distribution, ECORP will prepare and distribute copies of the Draft EIR to the City, State
Clearinghouse, and public agencies.
Notice of Availability (NOA) and Notice of Completion (NOC). ECORP will file the NOA with the
County Clerk as soon as the Draft EIR is completed and approved for distribution for public review.
ECORP will prepare and submit on CD the NOC to the State Clearinghouse, along with 15 print
copies of the EIR Executive Summary, 15 copies of the Draft EIR, and technical appendices.
5.4 Response to Comments, Final EIR, MMRP and Findings of Facts
Response to Comments. ECORP will review comments received on the Draft EIR, coordinate the
approach to responses to comments with the City, and prepare responses for City review. Revisions
will be made based on City comments and a complete set of the Response to Comments will be
distributed by ECORP to public agencies and private organizations that commented on the Draft EIR.
For budgeting purposes, up to ten comment letters with approximately five comments each are
assumed (approximately 50 comments).
Mitigation Monitoring and Reporting Program (MMRP). ECORP will prepare the Draft MMRP for
submittal to the City concurrently with the submittal of the Administrative Final EIR.
Administrative Final EIR. The Administrative Final EIR, will consist of copies of comment letters
received on the Draft EIR, responses to these comments, errata or necessary changes to Draft EIR text
based on the comments, and the MMRP. ECORP will make any necessary changes by including
amended text or graphics in the Final EIR submittal to the City.
Final EIR. Following receipt of City review comments on the Administrative Final EIR, ECORP will
prepare the Final EIR.

Findings of Facts. ECORP will prepare a draft Findings of Facts (CEQA Guidelines Section 15091)
and, if necessary, the Statement of Overriding Considerations (SOC) (Guidelines Section 15093).
ECORP will revise and finalize the Findings and SOC with the Final EIR.
Notice of Determination (NOD). ECORP will prepare and post the NOD with the County Clerk and
State Clearinghouse within five days of a City Council decision to carry out or approve the Project.
ECORP assumes Fish and Wildlife filing fees, if required, will be the responsibility of the City (or
applicant).
5.5 Meetings and Project Management
ECORP will attend Project meetings and coordinate with City staff throughout the EIR process.
Attendance at four (4) Project meetings, including the kickoff meeting (Task 1) and phone
conferencing to discuss Project progress and issues during draft EIR preparation, plus up to five (5)
public hearings before the Planning Commission and City Council) are assumed for budgeting
purposes.

The Ganahl Lumber Distribution Center and Retail Store Torrance project site is located near the
intersection of Del Amo Boulevard and Crenshaw Boulevard, and is located across the street from the
existing ExxonMobil Refinery. Former Dow Chemical facilities were located on the site. The Torrance
site has been studied extensively as part of the due diligence process prior to site purchase, including

The City of Riverside required that an IS/MND be prepared for the proposed commercial
development on the southwest corner of Magnolia Avenue and Park Sierra Avenue (P16-0614
Rezone; P16-0612 Minor Conditional Use Permit; P16-0613 Design Review).The project consisted of
construction of a multi-tenant commercial building on the site of a former motel. Historic aerials
showed that, at one time, the project site contained a historic-period motel and parking lot that
dated back to at least 1948. The hotel and parking lot were demolished between 2006 and 2009 and
the parcel was subsequently graded.As part of the IS/MND, the project site was examined for
evidence of cultural resources, including prehistoric and historic-period (i.e., over 50 years of age)
archaeological deposits and features. The IS/MND also incorporated the soils report, preliminary
Water Quality Management Plan, and traffic impact analysis prepared for the project.

associated development project located in the existing Montebello Oil Field within the Montebello

As indicated by Tables 3 and 4, the total cost for preparation of an Initial Study, Technical Studies,
and Mitigated Negative Declaration (MND) is $$49,940. The total cost for preparation of an Initial
Study, Technical Studies, and EIR is $78,855 (Tables 3 and 5). Appendix A presents the two cost
spreadsheets associated with Tables 3 and 4 (MND option) and of Tables 3 and 5 (EIR option),
respectively.
Cost Assumptions
• Schedule estimates are based on our best judgment of the requirements known at the time
of the proposal and can be influenced favorably or adversely by the City's needs and other
circumstances. ECORP Consulting, Inc.will perform the services and accomplish the
objectives within the presented costs and schedule. However, if the scope of work or
schedule changes, ECORP Consulting, Inc.,will offer separate proposals for any out-of-scope
work.
• ECORP has itemized estimated costs by phase and task in Tables 3, 4, and 5 above. Project
milestones for payment corresponding with major deliverables will be determined with the
City prior to project initiation.
* ECORP Consulting, Inc. shall not be held responsible for work delays or cancellations caused
by strikes, accidents, acts of God, delays imposed by the City, or other delays beyond the
control of ECORP Consulting, Inc.
* It is assumed that ECORP Consulting, Inc. can use and rely on the data and information
contained in the project related documents provided by the City. ECORP Consulting, Inc., will
not perform a technical review of these documents, and will not be responsible for the
content or accuracy of these studies.
* This cost is valid for a period of 90 days from the date of this the proposal. Beyond 90 days,
ECORP Consulting, Inc., reserves the right to reevaluate the cost.
• Expert Witness Testimony, including Depositions, is billed on a time-and-materials basis at
time and a half.
* If a technical study identifies an impact that would remain significant after mitigation
(potentially requiring an Environmental Impact Report [EIR]), then ECORP will immediately
notify the City to determine if there may be an engineering solution to minimize or avoid the
impact.
• Color copies, equipment, and other direct expenses are reimbursed with a 10%
administrative handling charge (excluding mileage). These charges are included in the cost
estimate, above.
• ECORP assumes AB 52 consultation will be conducted by the City, and that results of
consultation will be provided to ECORP for inclusion in the MND or EIR. ECORP is available to
provide this support to the City if desired.

feet [sf]). ECORP is currently preparing an EIR for the project, including Traffic (KOA Corporation), Air
Quality/Greenhouse Gases, Health Risk, and Noise studies, and (AB 52) Tribal Cultural Resources support.
Eastside Transit Corridor Phase 2, Los Angeles— Los Angeles County Metropolitan Transportation
Authority. Deputy project manager on the post-draft EIS/EIR technical study phase for a light rail
extension project from East Los Angeles toward the eastern edge of Los Angeles County.
Addendums to Program EIR for IBC Vision Plan and Mixed-Use Overlay Zoning Code, Orange County
—City of Irvine. Project Director. Supervised preparation of a series of Addenda to the Program EIR
addressing addition of over 4,000 residential units. Projects included: The Elements (Campos Verde),
Metropolis, Irvine Gateway, 2501 Alton, 16931 Milliken, Campus at Martin, and Gillette Avenue.
Baldwin Park Commercial Industrial Development, Los Angeles County. Prepared a draft Initial
Study/Mitigated Negative Declaration in 2020 for this infill project on three vacant parcels along Garvey
Avenue. The property has a current General Plan land use designation of Commercial Industrial (CI) and is
located in an Industrial Commercial (I-C) Zone.The project consists of an application for a Development
Plan/Design Review for the construction of a new 15,635-square foot (sq.ft.) industrial commercial building.

Draft IS/MND evaluating impacts of construction of a 50,971 square foot (SF) automotive sales and service

Placentia & 20th Avenue Live/Work Project, Orange County—City of Costa Mesa. Project Director.
Supervised preparation of a Mitigated Negative Declaration for this 36-unit live/work lofts project on an
industrial site within the Mesa West Bluffs Urban Plan area.
South Coast Home Furnishings Center IS/MND, Costa Mesa. Project Manager. Prepared an IS/MND for
a 300,000 square-foot home furnishings center developed by Birtcher Development as the South Coast
Collection (SOCO), at Hyland Avenue and the I-405.
South Coast Plaza Town Center SEIR, Costa Mesa. Project Director. Supervised preparation of a
subsequent EIR for addition of 2.8 million square feet of office, retail, and cultural uses at this 54-acre town
center.
Park View at Town and Country Manor, City of Santa Ana. Managed an EIR for an 11-story high rise
with subterranean parking to support 174 independent living units and an aquatics/fitness center.A
regulated residential care facility for the elderly, the 8.3-acre site is located near Santa Ana's downtown
business district east of Main Place and across from Santiago Park.
Ebb Tide Project, Orange County—City of Newport Beach. Project Manager for Initial Study/Mitigated
Negative Declaration for redevelopment of a 4.7-acre mobile home park site with 81 single family
condominium units within the West Newport Mesa area. Issues included relocation impact, soil
contamination, air toxics and health risk, project design and conformance with height overlay.
As Needed Environmental Services, City of Chino, San Bernardino County— Program Manager for
CEQA services for annexation, master planning and phased development of 5,400 acres formerly in the
Chino Valley Dairy Preserve and San Bernardino Agricultural Preserve.The program included master
environmental baseline, annexation support, General Plan Amendment, Master Plan/Policy-Level Specific
Plan, Program EIR, award-winning Resource Management Plan, market, fiscal and financial studies,
Vista Verde and Alderwood EIRs, Irvine, Orange County. Managed two EIRs for single-family residential
developments on former elementary school sites proposed for conversion by William Lyon Homes and the
Irvine Unified School District.
Andalucia on the Green. Mission Viejo. Project Manager for an expanded Initial Study/Mitigated
Negative Declaration for 256 apartment units adjacent Oso Parkway and Mission Viejo Country Club. Units
were proposed in 4-story buildings, including a density bonus of 25%of the base yield for very low- and
low- income affordable units. The project included stabilization, revegetation and restoration of Oso Creek,
which bifurcates the 7.2-acre site.

Ms. Surdzial is an environmental analyst with 28 years of experience in the planning field. She has
prepared and managed the preparation of ISs/EAs and EIRs/EISs for a variety of projects subject to review
under CEQA and NEPA. As Director of CEQA/NEPA Services for ECORP, she is responsible for ensuring
consistency and quality of all CEQA and NEPA products companywide.As Operations Manager for ECORP's
full-service Inland Empire office, she is responsible for a staff of environmental analysts, biologists,
archaeologists, GIS analysts, and support staff. Much of her experience focuses on the environmental
analysis of water, wastewater,transportation, and energy infrastructure projects for a variety of federal;

Project. The Project consists of the construction and operation of a new lumberyard and building supply
sales store in the City of Torrance that would serve as a distribution center to the South Bay and
surrounding areas.The new facility would include one main building, three sheds, and a maintenance
building.
Third Party Review Services for Mount San Antonio College EIRs, Los Angeles County—City of
Walnut. QA/QC for professional peer review services for two Environmental Impact Reports (EIRs) and
their supporting technical studies for two projects at Mount San Antonio College (Mt. SAC): the west
parcel solar project and the physical education project. Mt. SAC is located within the City of Walnut,
and the City requested these professional review services to ensure that the CEQA documents and
technical studies adequately addressed impacts to City services and residents. ECORP reviewed the

Programmatic EIR for the Emerald Necklace Project, Los Angeles County—Watershed Conservation
Authority as a sub to Withers and Sandgren. QA/QC Manager for the Programmatic EIR.The Watershed
Conservation Authority(WCA) which is a joint powers authority of the San Gabriel and Lower Los Angeles
Rivers and Mountains Conservancy (RMC) and the Los Angeles County Flood Control District (LACFCD)
proposed improvements to a 17-mile interconnected network of bikeways, multi-use trails, parks,
greenways, and bridges along the Rio Hondo and San Gabriel River known as the Emerald Necklace.The
regional recreational system of parks and trails includes the cities of Irwindale, Arcadia, Baldwin Park, El
Monte, South El Monte, Whittier, Montebello, Monrovia, Rosemead, and the surrounding communities.
Technical reports for biological and cultural resources were prepared in addition to air, greenhouse gases,
noise, and traffic studies. Services also included public outreach efforts during scoping and stakeholder
meetings that were provided in bilingual Spanish-English with Spanish speaking staff being made available.
Regulatory permitting requirements were also identified as part of the feasibility study phase of the project.
CEQA Litigation Support for Devil's Gate Reservoir Sediment Removal and Management Project, Los
Angeles County- Los Angeles County Department of Public Works. QA/QC responsible for
coordinating the project between the Los Angeles County Flood Control District (County) staff, County
Counsel, and ECORP technical experts to provide support for the challenge to the CEQA EIR for the project,
which was prepared for another consultant. Tasks included coordination with County staff and County legal
counsel to prepare and recirculate portions of the EIR in accordance with a Court Order in a very timeline.

Alfredo Aguirre, AICP
CEQA/NEPA Support
Mr. Aguirre's 11-year professional experience involves CEQA and NEPA analysis and document preparation
for government agencies and private clients. He has prepared a variety of environmental documents,
including Initial Studies (IS), Negative Declarations, Mitigated Negative Declarations (MNDs), Environmental
Impact Reports (EIRs), Environmental Assessments (EAs), and Environmental Impact Statements (EIS). His
mix of skills in urban planning, environmental analysis, and GIS allow him to assist public agency and
private clients with entitlement, environmental documentation, and permitting for development,
infrastructure, recreation, and alternative energy projects throughout southern California. In addition to
writing environmental reports, Mr. Aguirre also conducts biological field surveys and assists with the
preparation of biological resource documents. Mr. Aguirre conducts general and focused biological surveys
for listed and/or sensitive wildlife species in southern California. Mr. Aguirre has experience in the use of
Geographic Information Systems (GIS) as an analysis tool for environmental studies. He has experience in
the use of ESRIs ArcGIS software. Mr.Aguirre also has experience in the collection of field data with survey

Emerald Necklace Programmatic EIR/EIS, Los Angeles County—Watershed Conservation Authority
as a Sub to Withers and Sandgren. Environmental analyst for the preparation of the programmatic
EIR/EIS and for the translation of notices. The Watershed Conservation Authority (WCA), which is a joint
powers authority of the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy(RMC) and
the Los Angeles County Flood Control District (LACFCD), proposed improvements to a 17-mile
interconnected network of bikeways, multi-use trails, parks, greenways, and bridges along the Rio Hondo
and San Gabriel River known as the Emerald Necklace.The regional recreational system of parks and trails
includes the cities of Irwindale, Arcadia, Baldwin Park, El Monte, South El Monte, Whither, Montebello,
Monrovia, Rosemead, and the surrounding communities.The goal of the WCA was to construct 16 projects
within the Emerald Necklace under its jurisdiction as identified in the 2005 Emerald Necklace Vision Plan.
When complete, the Emerald Necklace would offer improved regional connectivity between the north and
south communities and provide educational opportunities for the community through interpretative
signage containing information about the rivers, their habitats, and cultural heritage. ECORP prepared a
programmatic EIR/EIS with the WCA as the CEQA lead agency and the Army Corps of Engineers as the
NEPA lead agency.Technical reports for biological and cultural resources were prepared in additional to air,
greenhouse gases, noise, and traffic studies. Services also included public outreach efforts during scoping
and stakeholder meetings. Notices were provided in bilingual Spanish-English and Spanish speaking staff
was available during the public meetings.
Puente Hills Landfill Park Master Plan Program EIR, Los Angeles County- Los Angeles County
Department of Parks and Recreation as a sub to Withers and Sandgren. Deputy Project Manager.The
County of Los Angeles Department of Parks and Recreation (DPR) proposed to develop a Master Plan for
the Puente Hills Landfill "fill" areas and other suitable non-fill areas within the Los Angeles County
Sanitation Districts' Puente Hills landfill property. The project would convert the former landfill to a
recreational facility area consisting of park use, including but not limited to: multi-use trails, open space
areas, interpretive features, and other amenities that would provide benefits to local and regional
communities. ECORP was involved in the public outreach meetings and offered Spanish-English bilingual
services. The following supporting studies were also prepared: biological, cultural, agronomy, and
regulatory permitting.
Vermont Corridor Development Plan, Los Angeles County— Los Angeles County Department of
Public Works. Environmental Scientist for the preparation of a constraints analysis for the Vermont
Corridor Development Plan.The Vermont Corridor Development Plan would be located on three sites in
the Vermont Corridor area of the City of Los Angeles, between 4th Street and 6th Street. The County-owned
facilities have experienced a high level of deterioration creating blight for the surrounding community and
providing less than standard working conditions for the occupants. The constraints analysis identified and
assessed the anticipated environmental impacts and constraints of the project.

Ganahl Lumber Hardware Store and Lumber Yard Noise Impact Report, Orange County—Ganahl
Lumber. The proposed Project includes a Ganahl Lumber Hardware store containing a lumber yard with a
will-call storage area, a delivery truck loading bay, industrial yard, and miscellaneous ancillary equipment
such as forklifts. The other proposed uses on the site include restaurants and a 5.4-acre vehicle storage
area. In close proximity to sensitive noise receptors, on-site noise levels of proposed lumber yard activities
were based on actual noise measurements conducted at the existing Ganahl Lumber facility in Costa Mesa.
These measurements were verified with previous research conducted by ECORP, as well as previous noise
analyses prepared for other hardware stores proposed by Ganahl Lumber.
Verdugo Street Beautification Project, Orange County—City of San Juan Capistrano. The Verdugo
Street Beautification Project consists of the construction of widened sidewalks, landscaping, irrigation,
storm drain, utilities, ADA ramps, rolled curb, enhanced paving, enhanced lighting, and street furniture, to
provide for a more pedestrian friendly downtown adjacent to the City's train station, parking structure, and
the Historic Los Rios District.
Bell Business Center EIR, City of Bell. Air Quality/Greenhouse Gas Emissions Analyst.Analyzed air quality,
greenhouse gas emissions, and community health risk impacts associated with diesel particulate matter for
an 840,000-square-foot industrial warehousing project just east of downtown Los Angeles in Bell. Because
timely project completion was required in order to meet City obligations related to a legal settlement, the

Nelson Avenue Business Park Project IS/MND, City of Industry. Air Quality Analyst.Analyzed the
potential health risks associated with a ±300,000 square foot distribution facility with the potential to
generate 423 daily heavy-duty diesel truck trips daily and adjacent to sensitive receptors. The projected
dispersion of diesel particulate matter was modeled uses the AERMOD dispersion software and the
associated health risks computations were performed to determine the risk of developing an excess cancer
risk calculated on a 70 - year lifetime basis, 30-year, and 9-year exposure scenarios, and based on the
standardized equations contained in the U.S. EPA Human Health Evaluation Manual and the OEHHA 2015
Guidance Manual.
UNFI Warehouse& Distribution Facility EIR, City of Gilroy. Air Quality/Greenhouse Gas Emissions
Analyst.Analyzed the environmental issue topics of air quality, greenhouse gas emissions, and community
health risk impacts associated with diesel particulate matter for an 800,000-square-foot industrial
warehousing project in Gilroy. The site had an extensive planning history. Controversies included the
exposure of sensitive receptors to diesel particulate matter.
3323 W. Olympic Boulevard Mixed Use Noise Report, City of Los Angeles. Noise Analyst. Prepared a
noise report analyzing the demolition of 11,566 square feet of medical office space and 1,276 square feet
of building space used as a pharmacy in order to make way for the construction of 208 condominium units
and 3,500 square feet of retail space.
Metropolitan Airpark Environmental Assessment, San Diego County— Metropolitan Airpark, LLC.
Updated the previously prepared NEPA Environmental Assessment to reflect changing conditions.
Specifically, remodeled construction emissions to address the extended construction timeline from
approximately 2 years to 5 years.In addition, recalculated emissions associated with baseline, No Action
2025, and No Action 2030 scenarios based on most recent Federal Aviation Administration's Terminal Area
Forecasts.
Murrieta Gateway Project, Murrieta. Analyzed the environmental issue topics of noise, greenhouse gas
emissions, and air quality, including the potential health risks associated with gasoline vapors and diesel
particulate exhaust, for the development of 28 acres of commercial and industrial uses including a gas
station and adjoining car wash, a hotel, retail and office space, and +250,000 square foot of industrial
manufacturing and warehousing.
JM Realty Industrial Warehouse Project, San Bernardino County. Health Risk Analyst. Analyzed the
potential health risks associated with a 344,000-square-foot high-cube concrete tilt-up warehouse facility
shell building, with no current tenant.The proposal had the potential to generate 364 daily heavy-duty

Industrial Spec Tilt-Up Project (at 13131 Los Angeles Street), Irwindale, Los Angeles County-City of
Irwindale. Senior Archaeologist responsible for assisting the City of Irwindale with their AB 52 consultation.
The proposed project involved the demolition of the existing on-site buildings and structures for the
construction of a stand-alone concrete tilt-up building. AB 52 consultation assistance tasks included
attending meetings and providing the city with technical guidance during the AB 52 consultation process.
Orange High School and Villa Park High Modernization Projects, Orange County—Orange Unified
School District as a Sub to Placeworks, Inc. Project Manager for a cultural inventory and architectural
history evaluation of two school modernization projects in Orange County, one at Orange High School, and
one at Villa Park High School.The cultural inventories and evaluations included records searches, literature
reviews, archival research, field visits and searches of the Sacred Lands File by the Native American Heritage
Commission (NAHC). Historic-age buildings and structures were recorded on the Orange High School and
Villa Park High School Campuses. Both school complexes were evaluated using California Register of
Historical Resources (CRHR) eligibility criteria. A technical report was prepared for each of the two Projects
describing the methods and results of the studies. The projects were completed in compliance with CEQA.
State Route 138 Northwest Corridor Improvement Project, Los Angeles County—Caltrans District 7.
Deputy Cultural Task Manager for the State Route 138 Northwest Improvement Project.This project
consisted of pedestrian survey, Extended Phase I testing, Phase II testing, and a geoarchaeological study for
a 36-mile long project area along State Route 138 between Interstate 5 and State Route 14. This project
was carried out under an on-call contract with Caltrans District 7. All work was conducted in compliance
with Section 106 as specified in the Caltrans Standard Environmental Reference, Vol. 2. The project
included a 4,000-acre survey, Extended Phase I study, Phase II study, and a geoarchaeological study.
Santa Monica Unified School District Malibu Schools Alignment Project Point Dume Elementary
School, City of Malibu, Los Angeles County- Placeworks, Inc. Project Manager for biological and
cultural resources studies for the proposed development of a portion of Dume Point Elementary School in
the City of Malibu, Los Angeles County. The biological study included a biological liturature review,
reconnaissance survey of the two-acre project site, and documenting wildlife and plant species observed. A
letter report summarizing the site visit results was prepared. The cultural resources study consisted of a
records search, NAHC Sacred Lands File search, field survey, and preparation of a technical report
describing the methods, results of the study, and management recommendations.
Highway 111 Widening Project, Riverside County—City of Indio as a Sub to T.Y. Lin International.
Cultural Resources Task Manager and sub-contractor manager for archaeological, paleontological, and
Native American monitoring services for the Highway 111 Widening Project. The City of Indio, with the
assistance of the Federal Highway Administration funds, conducted road widening work for a portion of
State Highway 111 between Rubidoux Street in the east to west of Madison Street. ECORP conducted
project management and archaeological on-call services for the project. Paleontological monitoring
services were provided by others and Native American monitoring services were provided by the Agua
Caliente Band of Cahuilla Indians as subcontractors to ECORP.This was a Caltrans Local Assistance project.

KOA prepared a traffic impact study for the proposed commercial wholesale Planning History Association
project. The impact study included two nearby study area intersections. KOA
coordinated with the City to define methodology and primary details of the
analysis. KOA analyzed growth and cumulative project trips to define the
project year. Level of service and vehicle delay values were analyzed at the
study intersections, and peak-hour vehicle volume signal warrant thresholds of
the California edition of the Manual for Uniform traffic Control Devices
(MUTCD) were applied.The analysis was summarized in a traffic impact study
document that reviewed methodology definitions, analysis and discussion,
tables, figures, and provided technical appendices.
West Covina 1912 West Merced Assisted Living Traffic Impact Study
KOA prepared a traffic impact study for the proposed project within a study
area of five intersections. Existing plus-project and future with-project
conditions were examined. Project access driveway locations and potential
overlaps with existing nearby turn pocket configurations were reviewed. The
traffic study was included in project environmental documentation.
Irwindale 13131 Los Angeles Street Industrial Traffic Impact Study
KOA produced a traffic study of the proposed industrial use at 13131 Los
Angeles Street in the City of Irwindale. The study included 10 intersections,
three nearby freeway interchanges, and analysis of freeway ramp intersection
queuing and potential impacts to freeway acceleration and deceleration lanes
and mainline segments in the vicinity. Access at the project driveway access
points was analyzed as well, and a signal warrant analysis was conducted for
the main project driveway. KOA produced the study directly for the City,
under a contract with the project environmental consultant.
Azusa Landfill Materials Recovery Facility (MRF) Traffic Impact Study
KOA Corporation conducted a traffic impact study for the proposed Waste Management Material
Recovery Facility Project, to be located at the existing Azusa Landfill within the City of Azusa. The project
site address was 1501.West Gladstone Street and overall site generally encompassed the northeast corner
of Irwindale Avenue and Gladstone Street. The proposed project included a material recovery facility, a
transfer station, and a household hazardous waste facility. Access to and from the new facility would
likely be provided via the main access driveway of the existing landfill facility. KOA analyzed the
estimated trip generation of the facility based on expected use by vehicles and trucks. Truck trips were
multiplied by a Passenger Car Equivalent (PCE) factor to simulate the additional capacity used by trucks.
The study area includes areas within the City of Azusa, the City of Irwindale, the City of Baldwin Park, the
City of Covina, and unincorporated neighborhoods of the County of Los Angeles.
Industry 16908 Chestnut Trucking Facility Traffic Study
KOA Corporation prepared a traffic study for the trucking facility at 16908 Chestnut Street in the City of
Industry. The proposed Project is a 25-acre truck and container storage yard with approximately 541
storage/parking spaces, located on a portion of a Southern California Edison (SCE) linear easement. The
facility would be used for the storage of containers, trailers, and trucks for distribution from the Union
Pacific freight yard located directly north of the Project site.
On-Call Engineering & Planning Services, Glendale, CA
KOA is providing traffic engineering and transportation planning services to the City of Glendale that
include review of traffic impact studies, site access and circulation design reviews, pedestrian circulation
studies, parking studies, and transportation modeling analyses. Design efforts include review of site
access, off-site traffic improvements, on-site parking layouts, on-site delivery truck loading zones, on-site
vehicle, delivery truck and pedestrian circulation. Peer reviews of traffic studies are a particular focus of
KOA's efforts on this project, and those reviews include reviews of and comparisons to city-wide and
other nearby traffic studies, reviews of study scoping documents, review of applied growth, project trip
generation, cumulative projects inclusion, level of service calculations accuracy, and site vehicle and
pedestrian access issues. KOA provided these services through task orders issued by the City, and worked
directly with City engineering staff to supplement their daily efforts.
