Thank you for the opportunity for CSG Consultants(CSG)to provide its proposal to the City of
Rosemead (City) for Environmental Planning Services We understand that the City is seeking
qualified environmental consultants to assist in providing environmental services related to
entitlement applications for the redevelopment of an approximate 1.05 acre site, at the
intersection of Walnut Grove and Willard avenues,north of Garvey Avenue. . CSG brings to the
City, our specialized expertise,proximity to and familiarity with the City,and a knowledgeable,
highly experienced team. Our staff have provided CEQA services for a variety of development
projects throughout California.
Since 1991, CSG has worked solely for public agencies,providing a range of municipal services.
We currently provide environmental and planning,building and safety,public works,and other
services throughout the State of California.CSG has served as the contract planning department
for municipalities, providing all services necessary for a functioning Planning and Community
Development Department. We can readily provide the City's requested services along with the
appropriate subconsultant(s)

provides the vision and strategies to guide in the creation of Millbrae's new economic center

This 168-acre project will consist of approximately 1,601,500 square feet of regional and general
commercial uses,such as outlet retail and entertainment,approximately 1,250 residential units,and
two hotels containing 350 rooms. CSG has been providing Planning Services to the City from
January 2017 to the present. This project is ongoing.

CSG FUNCTIONS AND CAPABILITIES
In order to provide the City of Rosemead with the appropriate level of environmental services
for the proposed project application, we will utilize a small but focused group of staff and
subconsultants, Complete resumes with a short list of their project examples are provided in
Section 6:Resumes of key personnel..Our main CSG staff will include:
• Our Director of Planning will coordinate with the City in matters related to project
contracts and attend the project kick-off meeting. The Director will also be available to
attend all public meetings for the proposed project.
• a Principal Planner to provide QA/QC reviews for the environmental document prior to
related noticing and public reviews;
• an experienced Project Manager who will work in close association with the City and
project applicant, attend the project kickoff meeting as well as public meetings, Planning
Commission and Council meetings, oversee the daily management of the environmental
document, provide initial reviews of all draft documents before they are provided to the
City, and manage the project budget and schedule.
• a senior planner to compile the draft and final environmental documents.
Additional CSG junior staff planners will be allocated to provide support on the environmental
document an EIR be required. The CSG billing rates have been provided in Section 7: Cost

PROJECT EXAMPLES
GENERAL PLAN UPDATE EIR I TOWN OF COLMA, CA
The Town of Colma is in the process of updating their General Plan. CSG is assisting with the
Town's General Plan Update by providing the environmental review and public meeting process
for the GPU EIR. Given the unique nature and history of the Town, this GPU is focused on the
Plan update's impacts to Aesthetics, Cultural Resources, Air Quality, GHG, Noise, Traffic, and
Wildfire.
CITY OF EASTVALE, JURUPA COMMUNITY SERVICES DISTRICT,
EASTVALE COMMUNITY CENTER IS/MND
CSG staff peer-reviewed the IS/MND prepared by another consultant. The proposed project
covers approximately 4.08-acres located in the City of Eastvale in Riverside County. The property
is a remnant portion of this parcel that was part of the Augustine Ramirez Intermediate School
site owned by the Corona Norco Unified School District. The Corona-Norco Unified School
District (CNUSD) has entered into an interim long-term ground lease with the JCSD. Jurupa
Community Services District will build, operate and maintain the ECC for the benefit of the
community.
STATE OF CALIFORNIA HIGH SPEED RAIL AUTHORITY, FRESNO TO
BAKERSFIELD REVISED DRAFT EIR/SUPPLEMENTAL DRAFT EIS, PEER
REVIEWER
CSG staff provided peer review for two separate private clients on the CA High Speed project.
The California High-Speed Rail Authority and Federal Railroad Administration has prepared the
Revised Draft Environmental Impact Report/Supplemental Draft Environmental Impact
Statement for the Fresno to Bakersfield section of the High Speed Train (HST) project At the
request of two separate private clients groups, CSG staff provided peer reviews and comments
on the three volume EIR/EIS for this project.
KERN COUNCIL OF GOVERNMENTS 2018 REGIONAL TRANSPORTATION
PLAN/SUSTAINABLE COMMUNITIES STRATEGY EIR
CSG staff served as the Project manager for the Kern COG's RTP/SCS/EIR. The 2018 RTP is the
culmination of a multi-year effort with the intent to improve the balance between land use and
transportation systems. Kern COG is required by federal law to develop an RTP that determines
the needs of the transportation system and prioritizes proposed transportation projects.
COUNTY OF IMPERIAL, EAST BRAWLEY GEOTHERMAL EIR
CSG staff provided senior CEQA review on the East Brawley Geothermal EIR. This project
proposes a privately owned 49.0 net megawatt geothermal power plant north of the City of
Brawley in unincorporated Imperial County.

LOS ANGELES UNIFIED SCHOOL DISTRICT, CIENEGA ELEMENTARY
SCHOOL REDEVELOPMENT PROJECT EIR
Our staff managed the environmental documentation for the Los Angeles Unified School District
(LAUSD)'s proposed redevelopment activities at the Cienega Elementary School site. The project
involves the demolition of Building B, a multi-storied classroom building, and the relocation of
three-bathroom facilities, in order to construct an arena on-site for the Elementary school use.
Due to the age of the existing school facilities,the key environmental issues associated with this
project include potential cultural resources and hazardous materials, i.e., lead and asbestos in
Building B

Project Approach SECTION 4
CSG's approach to environmental documentation emphasizes technically solid, impartial
analysis, and active management to keep projects on schedule and within budget. We pride
ourselves in our ability to turn products around quickly and effectively without sacrificing
quality and accuracy.CSG has a reputation for working closely and effectively with lead agencies
and has an excellent record of completing high-quality, complex projects on time and within
budget.
In the following sections of this proposal, we have outlined CSG's qualifications for
environmental services, our experience with a variety of environmental projects, our
environmental planning staff and technical teaming partners, references familiar with CSG's
services, and CSG's project management and QA/QC procedures.
OUR APPROACH TO THE ENVIRONMENTAL PROCESS
CSG planners are the environmental stewards for our natural and built environments.At CSG we
believe that changing environmental conditions, increased need for housing, diminishing raw
land supply, complex mobility issues, urban infill opportunities, and affordability are all
becoming pivotal factors driving projects and future developments.Our team is capable of fusing
thoughtful creativity with function, practicality with aesthetics, and connecting places with
people.
CSG's approach to any particular environmental documentation (whether for CEQA or even
NEPA)then is to understand and analyze each project based on the environmental issues that are
pertinent for that particular project.CSG's environmental planning team works closely with City
staff,project proponents and the general public to evaluate the environmental impacts of specific
projects. Since the City has requested project approaches that address both an Initial Study (IS)
and a Negative Delaration(ND),as well as an IS and a Mitigated Negative Declaration(ISIMND),
we suggest the following IS and environmental document approach:
Task A:Project Management and Internal Coordination
Ethan Edwards will serve as the IS/ND or IS/MND project Director,and Anna Choudhuri will serve as the
Project Manager. Ms. Choudhuri will be the primary point of contact for the duration of the project. CSG
will prepare agendas and meeting notes for all meetings as appropriate. This task also includes general
project management activities including,up to monthly in person meetings/monthly conference calls with
City staff and project applicant(if requested by the City),in order to identify any issues related with the
development of the project.Part of our approach is to serve as an extension of staff;therefore,our scope of
services and budget provides for active project management from the Project Manager and ongoing QA/QC
and strategic input throughout the process.Within one week of the issuance of the Notice to Proceed,the
CSG Planning Director and Environmental Project Manager,will attend a kick-off meeting with the project
applicant.
Deliverables:
•One kickoff meeting
•Up to one(1)monthly in-person meeting/conference call(if requested by the City)

Task B:Technical Report
Given the location of the project and existing conditions on the project site,CSG anticipates that technical
studies would be mainly focused on traffic, air quality/GHG, and noise. As such, our subconsultant
teaming partners will be available to finalize the scopes and to start on the related technical reports, after
the initial meeting with City staff(and project applicant,if so desired by the City).Draft technical reports
will be made available to the City for review and comments,before being finalized.
AMBIENT:-Air Quality,GHG,Noise
An analysis of existing and forecasted project-related criteria pollutant emissions for which health-based
ambient air quality standards exist will be prepared.Greenhouse Gas criteria to be met with regard to the
proposed project will also be analyzed.
The noise impact analysis will address all indirect sources that may be affected by the proposed project.
Noise impacts of the project and alternatives will be evaluated by comparing the existing conditions with
the future project and alternative conditions for the project
TJW Engineering Inc:-Traffic
Traffic Impact Analysis
• TJW will work with City staff on a scoping agreement detailing the scope of the traffic analysis.Based
on TJW's initial assessment of the project's potential trip generation,the traffic study would analyze
impacts at up to six (6) intersections in the vicinity of the project, as well as any planned driveway
locations. The exact number and locations of study intersections will be determined based on the
executed scoping agreement.If the City requires additional intersections above the six(6)intersections
envisioned in this scope,they could be accommodated for an additional fee.
• TJW will develop a TIA for the proposed project based on the approved scoping agreement.Project
trip generation, trip distribution, and study scenarios will be consistent with the City guidelines.
Recent traffic data will be collected for the AM and PM peak hours at study intersections for existing
conditions. Project opening year and future traffic volumes will be derived by applying an annual
ambient growth rate to existing traffic volumes plus the traffic anticipated to be generated by nearby
cumulative projects identified by City staff.
• A level of service analysis, using the Intersection Capacity Utilization (ICU) methodology, will be
conducted at the identified study intersections that are potentially impacted by the project. TJW
understands the implementation of VMT as the measure for impacts and will adhere to City adopted
VMT thresholds/guidelines,if any,in addition to the LOS analysis.The analysis of traffic and level of
service will be provided for the following scenarios and will include an assessment of recommended
improvements and traffic mitigation measures if any are required:
i. Existing Conditions
ii. Existing with Project Conditions
iii. Opening Year Conditions
iv. Opening Year with Project Conditions
• The traffic study will be tabulated into a report and include an executive summary,introduction,and
detailed methodology section. Separate sections will cover each analysis scenario, followed by site
access, on-site circulation review, and any recommended improvements/mitigation measures (if
applicable).The report will include exhibits and tables supporting the analysis.TJW assumes and will
respond to one (1) set of comprehensive comments from both the client and the City. A final TIA
report incorporating all changes will be compiled for final submission.

Task C:Draft IS/ND or IS/MND
If a Lead Agency (in this instance, the City of Rosemead), determines that the proposed project is not
exempt from CEQA analysis,but will not have a significant impact on the environment,then it may prepare
an IS/ND or an IS/MND. Projects, such as the proposed redevelopment project at Garvey Avenue, and
between Walnut and Willard avenues, may satisfy State CEQA requirements with the adoption of an
IS/MND. Given the potential for the proposed project to affect traffic, air quality, greenhouse gas, noise,
aesthetics, population,and land use changes, CSG is of the opinion that an IS/MND rather than an IS/ND
is the minimum appropriate level of environmental review.
Therefore CSG proposes that the Draft IS/MND include: the preparation of a Project Description
(project location, details of the proposed project, name of project proponent, project location
maps), and Initial Study, Notice of Intent to adopt the IS/MND, initial determination of project
impacts and what steps the project applicant and/or the City may implement to lessen any
potentially significant impacts,a Mitigation Monitoring and Reporting Program(MMRP).Should
the City determine to accept comments on the IS/MND,then the project schedule will be extended
to include a comment review period of no less than 20 days and no more than 30 days (if
submitted to the State Clearing House).
Deliverables:
•One(1)Draft IS/MND for City and applicant review
Task D:Final IS/MND
Should any comments be received from the public or interested agencies, CSG will incorporate
the comments, respond to such comments, and finalize the IS/MND.

•One(1) aministrative draft Final IS/MND for City and applicant review
One(1) Electronic and 10 hard copies of the Final IS/MND
Task E:Notices (Notices of Intent and Determination)
CSG will also prepare all appropriate notices for the project, including the Notice of Intent(NOI)
to Adopt the IS/MND. CSG will also file the appropriate notices with the City/County. The NOI
is an announcement by the Lead Agency (City of Rosemead), indicating that it has prepared an
Initial Study and determined, in light of the whole record, that a proposed project would not
result in a significant impact on the environment. The NOI should be posted for 20 days at the
office of the County Clerk, or for 30 days, if sent to the State Clearinghouse. Once the City has
approved the project, a Notice of Determination will need to be filed, as well.
Deliverables:
• One(1)Draft Notice of Intent and one(1)Final Notice of Intent

The CSG Project Manager will participate in up to two (2) public hearings on the project (at the
Planning Commission and City Council level).

• Up to two (2) presentations each at Planning Commission and City Council meetings.
Based on the findings of the IS/MND or should the City make the determination that the proposed
project would require the preparation of an Environmental Impact Report (EIR), CSG
recommends the following EIR document approach:
Task A:Project Management and Internal Coordination

respond to one (1) set of comprehensive comments from both the client and the City. A final TIA
report incorporating all changes will be compiled for final submission.

Task C:Draft EIR
CSG will prepare the NOP, a draft purpose and need statement, project objectives, project description,
identification of potential alternatives (developed in conjunction with the City), and location map. Since
the project is being developed on an existing developed parcel(s), we anticipate that a number of the
standard EIR chapters will not present any significant impacts.However,in order to be consistent with the
requirements of CEQA,we propose that the EIR contain the following:

Project Description:The project description of any EIR forms the basis of the environmental analysis,and
therefore an accurate and detailed project description must be completed at the outset of any environmental
review process to ensure the completeness and legality of the EIR.
Executive Summary: The executive summary will provide an overview of the proposed project, identify
project alternatives (No Project, smaller project size, etc.), a summary table of all impacts and mitigation
measures identified for the proposed project.
Introduction:The introduction will provide an overview of the CEQA process for the reader.It will include
information on the purpose of the EIR as well as provide a summary of the overall format and EIR
organization.
Environmental Setting and Baseline Conditions:Section 15125 of the State CEQA Guidelines requires that
an EIR include a discussion of the environment in the vicinity of the project site as it exists prior to project
implementation, from both a local and regional perspective, to facilitate a better understanding of the
impacts of the project and its proposed alternatives.
Environmental Impacts: Per the updated State CEQA Guidelines, the EIR will discuss impacts from the
proposed project on all the environmental issues areas. The impacts analysis will take into account the
technical documents prepared for traffic,air quality,GHG,and noise.Given the exciting conditions at the
project site, and the proposed project redevelopment, CSG anticipates that a number of the CEQA issue
areas will result in no impacts or a less than significant impact.However,in order to present the City and
project applicant with a defensible environmental analysis of the project, the impact discussions will
include the following impact areas:

Cumulative and Growth Inducing Impacts:The cumulative analysis in the EIR will evaluate the impacts

well as elsewhere in the City,anticipated to cause related impacts.
Significant Impacts:Any potential unavoidable significant impacts resulting from implementation of the
proposed project will be disclosed in the impact analysis.As discussed under each topic area above,when
significant impacts are identified,mitigation measures will be included.
Alternatives: Given the nature of the proposed project, we assume analysis of up to two alternatives
(including a No Project Alternative). The project plus two alternatives is typically enough to capture the
range of alternatives and impacts, while too many alternatives can lead to a cumbersome and confusing
environmental document. CSG will work with the City and project applicant to develop appropriate
alternatives that are legally defensible, that is, meeting the requirement for an adequate range of
alternatives.
CSG will prepare an Administrative Draft EIR for review by City staff as well as the project applicant.Once
the administrative document is deemed acceptable by the City of Rosemead, we will make any edits,
finalize the document, and prepare the Draft EIR for public review. We assume that the Draft EIR will be
circulated for the CEQA-required (CEQA Guidelines Section 15105(a))45-day comment period.

CSG will prepare master responses addressing common themes/issues raised in comments. Master
responses will reduce the staff time necessary for responding to comments in the Final EIR, thereby
reducing costs, as well as providing appropriate information without repeating multiple detailed
individual responses.Once all responses to public comments on the EIR have been reviewed and approved

ENVIRONMENTAL PROJECT MANAGEMENT
CSG Planning and Environmental staff have extensive local knowledge in preparing a full range
of CEQA and NEPA documents. Our senior staff have prepared all types of environmental
documents, ranging from documentation in support of Categorical Exemptions (Cat Ex), Initial
Studies (IS), Negative Declarations (ND), Mitigated Negative Declarations (MND), Sustainable
Community Environmental Assessments (SCEA), to Environmental Impact Reports (EIR),
including Program and Project EIRs, Focused EIRs, Supplemental EIRs, Subsequent EIRs, and
Addendums to EIRs.
Our staff has also assisted with the distribution and filing of the required noticing of
environmental documents,including but not limited to,Notices of Preparation(NOP),Notices of

jurisdictions within the State of Oregon.He has served as the project manager and project planner
on several projects in Portland, Oregon. Mr. Edwards typical duties include general project
management, scheduling, budgeting, reviewing and preparing reports, participation in public
hearings and presentations to elected officials and commissions.Mr. Edwards recently served as
the Acting Community Development Director and before that the Acting Planning Manager at

Project Role:For the City's project, Ms. Choudhuri will serve as the daily Project Manager and
main point of contact with the City of Santa Clarita.She will provide general staff oversight and
project document and noticing filings/reviews. Ms. Choudhuri will manage the schedules and
budgets for each project type, prepare monthly billing reports and other contract documents as
required by the City.
Ms. Choudhuri is an experienced project manager with 19 years professional experience in the
oversight and delivery of projects, as well as in ensuring that projects are scoped and completed
within schedule and budget while meeting clients' expectations. Her experience is in project

and conceptual landscape design involves placemaking,sustainability, and economic feasibility.
As a Senior Planner with Danielian Assoc. Architecture and Planning, Ms. Guisar served as the

being responsible for both policy and physical planning activities. Her thorough knowledge of
the principles and practices of urban and regional planning, zoning, and subdivision concepts
makes her an asset to any development team. The scale and scope of Ms. Guisar's projects not

City of San Carlos, 665 Prospect Drive IS/MND, Project Manager—Anna was the
environmental project manager responsible for the completion of an IS/MND for a
subdivision project adjacent to Pulgas Creek in the City of San Carlos. The proposed
project consisted of demolition of an existing single-family home on the project site and
subdivision of the existing two parcels into seven parcels for the development of seven
(7)detached,clustered residential units with shared common ownership ranging from
2,644 to 2,996 square feet in size and two to three stories in height. The proposed
development also resulted in the creation of approximately 9,500 square feet of new
impervious surface area and the removal of approximately 50 trees,including 13 City-
defined heritage trees. Key environmental issues associated with this project included
impacts to visual and biological resources,and hydrology and water quality.
County of Nevada,Rincon del Rio CCRC EIR,Project Manager—Anna served as the
environmental project manager for the Rincon del Rio project,and her duties included
environmental analysis,document reviews, oversight of the EIR process,coordinating
with County staff,project applicant and various sub-consultants.This project proposes
the development of a continuing care retirement community(CCRC)featuring a variety
of independent and supportive living arrangements within a campus setting featuring

County of Placer,Amazing Facts Ministry EIR,Project Manager—Anna was the environmental project
manager for the proposed development of an Amazing Facts Ministries house of worship on 17 acres.The
project site is located within the Granite Bay Community Plan and would be developed with a 10,000 square
foot church and associated ministry buildings. Key environmental issues associated with this project
indude biological and cultural resources, air quality and climate change, traffic, and concerns with the
aesthetics of the project.
City of Rancho Cordova,Folsom Special Planning Area Annexation IS/MND,Project Planner—Anna
was a member of a larger team preparing an Initial Study and Mitigated Negative Declaration related to the
annexation of the Folsom Special Planning Area. She was responsible for preparing background
information,analysis of project impacts,and assisting with the overall management of the environmental
process.Key environmental issues induded impacts to traffic,noise,air quality and infill development.
City of Sacramento, Panhandle Annexation and Planned Unit Development EIR, Assistant Project
Manager—As part of a larger team,Ms.Choudhuri provided the City of Sacramento with environmental
services and document preparation for the annexation of 1,430± acres within the North Natomas
Community Plan(NNCP) area into the City of Sacramento. The Panhandle Planned Unit Development
(PUD)proposed approximately 200,000 square feet of commercial space and 3,075 residential units in a mix
of residential unit types and varieties,an 8.1 acre elementary school facility,and a 61.1 acre junior high and
high school education complex. Key environmental issue areas associated with this project induded
impacts to agricultural resources, population and housing, traffic, air quality, water supply, and growth
inducing impacts.
City of Citrus Heights,Sayonara Redevelopment EA,Project Manager—Anna served as the project
manager for this EA and was responsible for drafting the environmental document,coordinating with
sub-consultants, as well as assisting the City's planning staff on the NEPA process. The Sayonara
Drive area is part of the City of Citrus Heights's long-range redevelopment plan as outlined in the
City of Citrus Heights General Plan (City of Citrus Heights, 2000) and Redevelopment Five-year
Implementation Plan. The redevelopment and rehabilitation of properties on Sayonara Drive will
complement other public works improvements recently completed along the street. The purpose of
the project is to redevelop an existing affordable housing community in order to improve the quality
of housing and the quality of life for residents and neighbors.The project is necessary as the existing
project site suffers from housing deterioration,blight, illegal dumping, graffiti,abandoned cars, and
other undesirable conditions. Key environmental impacts associated with this project included
impacts to air quality,biological resources,hazardous materials,and floodplains.
City of Victorville,Victorville Old Town/Mid Town Specific Plan IS/MND,Project Manager—Anna
served as the environmental project manager for this IS/MND and her duties included project oversight,

Specific Plan,originally adopted in 1995. The purpose of the updated Specific Plan is to serve as a tool for
redevelopment of the downtown and presents an opportunity to transform this district into a unique,

opportunities to the downtown that will accommodate some of the new population growth that is
